1. Indicele producţiei industriale • Indicele brut al producţiei industriale în luna martie 2008 comparativ cu luna precedentă, a înregistrat o scădere pe ansamblu cu 3,4% determinată de scădereaproducţiei în toate cele trei sectoare industriale: industria extractivă (-3,8%),industria prelucrătoare (-2,8%) şi industria energiei electrice şi termice, gaze şi apă(-12,9%). Ramurile industriale care au contribuit substanţial la scăderea indicelui brut al industriei prelucrătoare au fost:produse textile (-19,0%), construcţii metalice şi produse din metal (-11,9%), mobilier şi alte activităţi industriale n.c.a. (-9,6%) şi articole de îmbrăcăminte (-7,2%). Creşteri semnificative ale producţiei pot fi menţionate la următoarele ramuri industriale: aparatură şi instrumente medicale, de precizie, optice şi ceasornicărie (+23,3%), mijloace de transport neincluse la cele rutiere (+6,0%)şi prelucrarea lemnului şi a produselor din lemn (exclusiv mobila) (+4,2%). Pe marile grupe industriale s-a înregistrat următoarea evoluţie a producţiei industriale: industria bunurilor de uz curent (-0,1%), industria bunurilor intermediare (-3,7%), industria bunurilor de capital (-3,7%), industria bunurilor de folosinţă îndelungată (-7,8%) şi industria energetică (-7,8%). Comparativ cu luna aprilie 2007, înaprilie 2008 indicele brut al producţiei industriale a înregistrat o creştere cu 13,3% susţinută de creşterea producţiei în toate cele trei sectoare industriale: industria extractivă (+5,1%), industria prelucrătoare (+14,1%) şi industria energiei electrice şi termice, gaze şi apă (+12,1%). Ramurile industriale care au contribuit substanţial la creşterea indicelui brut al industriei prelucrătoare au fost: echipamente pentru radio, televiziune şi comunicaţii (+68,9%), mijloace de transport neincluse la cele rutiere (+50,8%), prelucrarea ţiţeiului, cocsificarea cărbunelui şi tratarea combustibililor nucleari (+48,4%) şi edituri, poligrafie şi reproducerea pe suporţi a înregistrărilor (+40,0%). 1. Industrial production index

• Gross industrial production index of April 2008 as against the previous monthregistered a decrease per total by 3.4% due to the production decrease in all the three industrial sectors: mining and quarrying (-3.8%), manufacturing (-2.8%) and electric and thermal energy, gas and water sector(-12.9%). The industrial branches which contributed substantially to the decrease of the manufacturing gross index were: textile products manufacturing (-19.0%), metallic construction and metal products (-11.9%),furniture and other industrial activities n.c.e. (-9.6%) and clothing articles (-7.2%). Meaningful increases of the industrial production can be mentioned in the following industrial branches: medical precision, optical, watchmaking instruments and apparatus (+23.3%), means of transport not including road transport (+6.0%) and wood and wood products processing (except furniture) (+4.2%). By main industrial groups the following evolution of the industrial production has been registered: current use goods industry(-0.1%), intermediate goods industry (-3,7%), capital goods industry (-3.7%), durable goods industry (-7.8%) and energy industry (-7.8%). In April 2008 as compared to April 2007gross industrial production index registered a growth of 13.3% supported by the production increase in all the three industrial sectors: mining and quarrying (+5.1%), manufacturing (+14.1%) and electric and thermal energy, gas and water industry (+12.1%). The industrial branches which contributed substantially to the increase of the manufacturing gross index were: radio, TV and communication equipment (+68.9%),means of transport not including road transport (+50.8%), crude oil processing, coal coking and treatment of nuclear fuels (+48.4%) and publishing houses, polygraphy, recording and copying (+40.0%). Meaningfulproduction decreases were registered in theindustrial branches: textile products manufacturing (-11.6%), metallurgy

industriale: produse textile (-11,6%), metalurgie (-8,2%), celuloză, hârtie şi produse din hârtie (-6,0%) şi mobilier şi alte activităţi industriale n.c.a. (-5,9%). Pe marile grupe industriale cea mai marecreştere a producţiei s-a înregistrat în industria bunurilor de uz curent (+20,6%), urmată de industria bunurilor de capital (+14,4%), industria energetică (+11,9%), industria bunurilor intermediare (+10,2%) în timp ce în industria bunurilor de folosinţă îndelungată producţia a scăzut cu 4,1%. Comparativ cu perioada corespunzătoare din anul precedent, în perioada 1.I-30.IV.2008, indicele brut al producţiei industriale a fost mai mare cu 7,3%, creştere susţinută de industria prelucrătoare (+8,0%) şi industria energiei electrice şi termice, gaze şi apă (+9,8%), în timp ce în industria extractivă producţia a scăzut cu 1,7%. În industria prelucrătoare cele mai mari creşteri ale producţiei s-au înregistrat în ramurile: produse din tutun (+35,2%), edituri, poligrafie şi reproducerea pe suporţi a înregistrărilor (+27,2%), echipamente pentru radio, televiziune şi comunicaţii (+26,2%) şi mijloace de transport neincluse la cele rutiere (+24,1%).Impactul creşterilor semnificative menţionate asupra creşterii producţiei pe ansamblul industriei prelucrătoare a fost estompat de scăderile înregistrate în alte ramuri industriale, precum: aparatură şi instrumente medicale, de precizie, optice şi ceasornicărie (-9,3%), maşini şi aparate electrice (-7,9%) şi produse textile(-7,8%). Pe marile grupe industriale cele mai mari creşteri s-au înregistrat în industria bunurilor de capital (+15,7%), urmată de industria bunurilor de uz curent (+10,6%), industria bunurilor intermediare (+4,6%) şiindustria energetică (+3,0%), în timp ce în industria bunurilor de folosinţă îndelungată producţia a scăzut cu 2,4%. • Indicele producţiei industriale ajustat în funcţie de numărul de zile lucrătoare a scăzut în luna aprilie2008 faţă de luna precedentă cu5,7%, scădere determinată de diminuarea producţiei în toate cele trei sectoare industriale: industria extractivă (-6,6%), industria prelucrătoare (-5,1%) şi industria energiei electrice şi termice, gaze şi apă

(-8.2%), pulp, paper and paper products (-6.0%) and furniture and other industrial activities n.c.e. (-5.9%). By main industrial groups the highest production growth was registered in current use goods industry (+20.6%) followed bycapital goods industry (+14.4%), energy industry (+11.9%), intermediate goods industry (+10.2%) while in durable goods industry production decreased by 4.1%. During the period 1.I-30.IV.2008 in comparison with the same period of last year gross industrial production index was by 7.3% higher that increase being supported by manufacturing (+8.0%) and electric and thermal energy, gas and water industry(+9.8%) while in mining and quarrying production decreased by 1.7%. In manufacturing the highest production increases were registered in the industrial branches: tobacco products (+35.2%), publishing houses, polygraphy, recording and copying (+27.2%), radio, TV and communication equipment (+26.2%) andmeans of transport not included road transport (+24.1%). The impact of significant growths mentioned above over the growth per total manufacturing was diminished by the decreases registered in other manufacturing branches, such as: medical precision, optical, watchmaking instruments and apparatus (-9.3%), electric machinery and apparatus (-7.9%) and textile products manufacturing (-7.8%). By main industrial groups the highest growths were registered in capital goods industry (+15.7%) followed by current use goods industry (+10.6%), intermediate goods industry (+4.6%) and energy industry (+3.0%) while in durable goods industry production decreased by 2.4%. • Adjusted index of industrial production according to the number of working days decreased in April 2008 as against the previous month by 5.7% due to the production decrease in all the three industrial sectors: mining and quarrying (-6.6%), manufacturing (-5.1%)and electric and thermal energy, gas and water industry(-12.3%).

Pe marile grupe industriale evoluţia indicelui ajustat al producţiei industriale se prezintă astfel: industria bunurilor de uz curent (-0,9%), industria bunurilor intermediare (-5,8%), industria bunurilor de capital (-6,0%), industria energetică (-7,6%)şi industria bunurilor de folosinţă îndelungată (-11,4%). Comparativ cu luna corespunzătoare din anul precedent, indicele ajustat al producţiei industriale a crescut în aprilie 2008 cu 11,0%, datorită creşterii producţiei în toate cele trei sectoare industriale: industria extractivă (+2,0%), industria prelucrătoare (+11,8%) şi industria energiei electrice şi termice, gaze şi apă (+12,8%). În cadrul industriei prelucrătoare, ramurileindustriale cu cele mai importante creşteri au fost: echipamente pentru radio, televiziune şi comunicaţii (+69,9%),mijloace de transport neincluse la cele rutiere (+48,0%) şi prelucrarea ţiţeiului, cocsificarea cărbunelui şi tratarea combustibililor nucleari (+46,7%). The evolution of adjusted index of industrial production by main industrial groups was the following: current use goods industry (-0.9%), intermediate goods industry (-5.8%), capital goods industry(-6.0%), energy industry (-7.6%) and durable goods industry (-11.4%). Compared with corresponding month of previous year in April 2008 adjusted index of industrial production increased by 11.0% that increase being determined by all the three industrial sectors: mining and quarrying (+2.0%), manufacturing (+11.8%) and electric and thermal energy, gas and water industry (+12.8%). In manufacturing the industrial branches with the most important increases were:radio, TV and communication equipment (+69.9%), means of transport not including road transport (+48.0%) and petroleum processing, coal coking and treatment of nuclear fuel (+46.7%). Meaningful decreases of the adjusted index of industrial production were registered in the industrial branches: textile products manufacturing (-16.0%), metallurgy (-9.0%)and pulp, paper and paper products (-7.4%). By main industrial groups production increases were registered in current use goods industry (+19.1%) followed by capital goods industry (+13.9%), energy industry(+12.2%), intermediate goods industry (+8.1%) while in durable goods industry production decreased by 8.0%. Indicele productivităţii muncii în industrie Faţă de luna precedentă, productivitatea muncii în industrie a înregistrat în aprilie 2008 o scădere cu 3,1%, determinată de scăderea productivităţii muncii în toate cele trei sectoare industriale: industria extractivă (-4,0%), industria prelucrătoare (-2,5%) şi industria energiei electrice şi termice, gaze şi apă (-12,4%). Ramurile din cadrul industriei prelucrătoare a căror productivitate a muncii a scăzut semnificativ au fost: produse textile (-17,5%), construcţii metalice şi produse din metal (-12,1%) şi metalurgie (-10,0%), iar ramurile industriale pentru care productivitatea muncii a înregistrat creşteri importante au fost: aparatură şi instrumente medicale, de precizie, optice şi ceasornicărie (+21,1%), prelucrarea lemnului şi a produselor din lemn (exclusiv mobila) (+4,6%) şi mijloace de transport neincluse la cele rutiere (+4,5%). Comparativ cu luna corespunzătoare din anul precedent, productivitatea muncii în industrie a înregistrat în luna aprilie 2008 o creştere cu 17,0%, creştere influenţată de mărirea productivităţii muncii în toate cele trei sectoare industriale: industria extractivă (+4,9%), industria prelucrătoare (+18,2%) şi industria energiei electrice şi termice, gaze şi apă (+15,0%). Ramurile cu cea mai mare productivitate a muncii din cadrul industriei prelucrătoare au fost: prelucrarea ţiţeiului, cocsificarea cărbunelui şi tratarea combustibililor nucleari (+58,7%), produse din tutun (+52,5%), pielărie şi încălţăminte (+47,6%), iar ramurile cu cea mai scăzută productivitate a muncii au fost: maşini şi aparate electrice (-14,0%), metalurgie (-5,3%) şi celuloză, hârtie şi produse din hârtie (-3,2%). Faţă de perioada corespunzătoare din anul precedent, în perioada 1.I-30.IV.2008, productivitatea muncii în industrie a înregistrat o creştere cu 10,7%, creştere influenţată de dinamica productivităţii muncii în două din cele trei sectoare industriale: industria prelucrătoare (+11,7%) şi industria energiei electrice şi termice, gaze şi apă

Compared with corresponding month of previous year labor productivity in industry registered a growth in April 2008 of 17.0% which was influenced by productivity increase in the three industrial sectors: mining and quarrying (+4.9%), manufacturing (+18.2%) and electric and thermal energy, gas and water industry (+15.0%). The industrial branches with the highest labor productivity in manufacturing were: crude oil processing, coal coking and treatment of nuclear fuels (+58.7%), tobacco products (+52.5%) and leather goods and footwear (+47.6%) and the industrial branches with the lowest labor productivity were: electric machinery and apparatus (-14.0%), metallurgy (-5.3%) and pulp, paper and paper products (-3.2%). During the period 1.I-30.IV.2008 compared with the corresponding period of previous year labor productivity in industry registered a growth by 10.7%, that growth being influenced by the productivity increase in two from the three industrial sectors: manufacturing (+11.7%) and electric and thermal energy, gas and water industry (+12.0%) while in mining and

The industrial branches with the highest labor productivity in manufacturing were: tobacco products (+55.9%), publishing houses, polygraphy, recording and copying (+29.8%) and chemical substances and products (+18.7%) and the industrial branches with the lowest labor productivity were: electric machinery and apparatus (-15.7%), pulp, paper and paper products (-3.4%) and metallurgy (-1.5%).

Ramurile industriei prelucrătoare care au determinat în mod deosebit scăderea cifrei de afaceri totale au fost: echipamente pentru radio, televiziune şi comunicaţii (-29,9%), pielărie şi încălţăminte (-15,4%) şi produse textile (-10,1%). Creşteri semnificative pot fi menţionate în ramurile industriale: mijloace de transport neincluse la cele rutiere (+9,8%), aparatură şi instrumente medicale, de precizie, optice şi ceasornicărie (+7,6%) şi alimentară şi băuturi (+4,2%). Pe marile grupe industriale evoluţia indicelui volumului cifrei de afaceri totale se prezintă astfel: industria bunurilor de uz curent (+0,2%), industria bunurilor intermediare (-0,7%), industria bunurilor de capital (-1,9%), industria bunurilor de folosinţă îndelungată (-7,9%) şi industria energetică (-13,7%). Industrial turnover indices In April 2008 total turnover volume index of industrial units (domestic and non-domestic market) was by 4.0% lower than in the previous month due to the decreases registered in all the three industrial sectors: mining and quarrying (-18.0%), manufacturing (-1.8%) and electric and thermal energy, gas and water industry (-14.4%). Manufacturing industrial branches which especially determined total turnover decrease were: radio, TV and communication equipment (-29.9), leather goods and footwear (-15.4%) and textile products (-10.1%). Pe sectoare de activitate, preţurile produselor din industria extractivă au înregistrat o creştere cu 1,5%, iar cele din industria prelucrătoare şi energie electrică şi termică, gaze şi apă o creştere cu 1,2%, respectiv cu 0,1%. În industria prelucrătoare, creşteri semnificative de preţuri s-au înregistrat la produsele din ramurile: alimentară şi băuturi (+2,4%), prelucrarea ţiţeiului, cocsificarea cărbunelui şi tratarea combustibililor nucleari (+2,1%), mijloace de transport rutier (+1,8%), metalurgie (+1,8%), construcţii metalice şi produse din metal (exclusiv maşini, utilaje şi instalaţii) (+1,0%). Scăderi de preţuri au avut loc la produsele din ramurile: maşini şi echipamente (-1,0%), aparatură şi instrumente medicale, de precizie, optice şi ceasornicărie (-0,8%), celuloză, hârtie şi produse din hârtie (-0,4%), pielărie şi încălţăminte (-0,3%). La energie electrică şi termică, gaze şi apă, creşteri de preţ se constată la: captarea, tratarea şi distribuţia apei (+0,1%) şi producţia, transportul şi distribuţia de energie electrică şi termică, gaze şi apă caldă (+0,1%). In manufacturing, meaningful price increase were registered for: food and beverages (+2.4%), petroleum processing, coal coking and treatment of nuclear fuel (+2.1%), means of road transport (+1.8%), metallurgy (+1.8%), metallic constructions and metal products (excluding machinery, outfits and installations) (+1.0%). Price decreases were registered for: machinery and equipment (-1.0%), medical, precision, optical, watchmaking instruments and apparatus (-0.8%), pulp, paper and paper products (-0.4%), leather goods and footwear (-0.3%). For electric and thermal energy, gas and water price increases were registered for: collection, purification and distribution of water (+0.1%) and production and distribution of electric and thermal power, gas and hot water(+0.1%). 6. Principalele resurse de energie primară Principalele resurse de energie primară, în perioada 1.I-30.IV.2008, au totalizat 13780,4 mii tone echivalent petrol (tep), în creştere cu 264,7 mii tep (+2,0%) faţă de aceeaşi perioadă a anului 2007. Producţia internă a însumat 8351,8 mii tep, în creştere cu 4,1% faţă de aceeaşi perioadă a anului precedent, iar importul a fost de 5428,6 mii tep, în scădere cu 1,2%. Resursele de energie electrică, în perioada 1.I-30.IV.2008, au fost de 23238,7 milioane kwh, în creştere cu 2253,8 milioane kWh (+10,7%) faţă de aceeaşi perioadă a anului 2007. Creşterea resurselor de energie electrică s-a datorat în principal creşterii producţiei cu 2244,2 milioane kWh (+10,8%). În termocentrale producţia a scăzut cu 900,1 milioane kWh (-6,5%), în timp ce în hidrocentrale şi în centrale nuclearoelectrice producţia a crescut cu 1238,6 milioane kWh (+25,1%) respectiv cu 1905,7 milioane kWh (+93,0%). Consumul final de energie electrică în perioada 1.I.-30.IV.2008 a fost de 18168,6 milioane kWh, cu 6,0% mai mare faţă de aceeaşi perioadă a anului 2007; iluminatul public a înregistrat o creştere cu 10,1%, iar consumul populaţiei a crescut cu 8,3%. Exportul de energie electrică a crescut cu 871,2 milioane kWh, respectiv cu 69,5% faţă de 1.I.-30.IV.2007.

6. Main resources of primary energy During 1.I.-30.IV.2008, as against the same period of 2007, the main resources of primary energy amounted to 13780.4 thou tonnes of oil equivalent (toe), increasing by 264.7 thou. toe (+2.0%). Domestic production amounted to 8351.8 thou toe, increasing by 4.1% as against the same period of 2007 and import was 5428.6 thou toe, decreasing by 1.2%. Electricity resources during 1.I.-30.IV.2008 amounted to 23238.7 million kWh, increasing by 2253.8 million kWh (+10.7%) as compared to the same period of 2007. The increase of electricity resources is based mainly on the production increase with 2244.2 million kWh (+10.8%). The production from thermo-power stations decreased by 900.1 million kWh (-6.5%) while hydro-power stations and nuclearo-power stations production increased by 1238.6 million kWh (+25.1%) respectively by 1905.7 million kWh (+93.0%). During 1.I.-30.IV.2008, the final electricity consumption amounted to 18168.6 million kWh, by 6.0% more than in the same period of 2007; public lighting increased by 10.1% and population consumption increased by 8.3%. The export of electricity increased by 871.2 million kWh, respectively by 69.5% as against 1.I.- 30.IV. 2007.

Comerţ exterior Analizând structura exporturilor FOB de produse industriale realizate în luna februarie 2008 se observă că produsele industriei metalurgice deţin ponderea cea mai mare cu o valoare de 369,4 milioane euro, urmate de maşini şi aparate electrice cu 285,3 milioane euro, mijloace de transport rutier 267,9 milioane euro, articole de îmbrăcăminte 256,5 milioane euro şi produse de cocserie; produse obţinute prin rafinarea petrolului; combustibili nucleari 236,9 milioane euro.În luna februarie 2008, comparativ cu februarie 2007, cele mai mari creşteri ale valorii exportului s-au înregistrat la: minereuri metalifere (+233,5%), urmate de produse din tutun (+203,5%) şi mijloace ale tehnicii de calcul şi de birou (+170,8%). În perioada 1.I-29.II.2008, comparativ cu aceiaşi perioadă din anul precedent, cele mai mari creşteri ale valorii exportului s-au înregistrat la: produse ale industriei metalurgice (+578,2%), urmate de maşini şi aparate electrice (+440,8%) şi mijloace de transport rutier (+407,3%). Analizând structura importurilor CIF de produse industriale realizate în luna februarie 2008 se observă că mijloacele de transport rutier deţin ponderea cea mai mare cu o valoare de 614,1 milioane euro, urmate de maşini şi echipamente cu 442,4 milioane euro şi produse ale industriei chimice, fibre şi fire sintetice şi artificiale cu 419,2 milioane euro. În luna februarie 2008, comparativ cu februarie 2007, cele mai mari creşteri ale valorii importului s-au înregistrat la energia electrică şi termică, gaze şi apă (+229,6%), urmată de produse alimentare şi băuturi (+43,4%) şi produse de cocserie; produse obţinute prin rafinarea petrolului; combustibili nucleari (+40,0%). În perioada 1.I-29.II.2008, comparativ cu aceeaşi perioadă din anul precedent, cele mai mari creşteri ale valorii importului s-au înregistrat la: mijloace de transport rutier (+1030,6%), urmate de petrol brut şi gaze naturale (+731,6%) şi produse ale industriei chimice, fibre şi fire sintetice şi artificiale (+685,5%).

Piaţa forţei de muncă Efectivul salariaţilor din industrie (din unităţile cu 4 salariaţi şi peste) a fost în luna aprilie 2008 de 1552,9 mii persoane, cu 5,5 mii persoane mai mic decât în luna martie 2008. Industria prelucrătoare deţine ponderea cea mai mare cu 1344,7 mii persoane, urmată de sectorul energiei electrice şi termice, gaze şi apă cu 125,4 mii persoane şi industria extractivă cu 82,8 mii persoane. În ceea ce priveşte ramurile industriale, pe primul loc se situează industria articolelor de îmbrăcăminte cu un efectiv de salariaţi de 201,8 mii persoane, urmată de industria alimentară şi băuturi cu 187,7 mii persoane şi industria de maşini şi aparate electrice 94,6 mii persoane.

Manufacturing holds the highest weight (1344.7 thou persons) followed by electric and thermal energy, gas and water sector (125.4 thou persons) and mining and quarrying (82.8 thou persons). Regarding industrial branches, the first place is held by clothing products industry with a number of employees of 201.8 thou persons followed by food and beverages industry with 187.7 thou persons and electric machinery and apparatus industry with 94.6 thou persons.

9. Câştiguri salariale Câştigul salarial mediu brut din industrie în luna aprilie 2008 a fost de 1637 lei (RON), iar cel net de 1212 lei (RON), în creştere cu 11,3% faţă de luna martie 2008 şi, de asemenea, în creştere cu 24,9% faţă de aprilie 2007. Cel mai mare câştig salarial mediu brut s-a înregistrat în industria extractivă de 3145 lei (RON), urmat de cel din industria energiei electrice şi termice, gaze şi apă de 2699 lei (RON), cel mai mic câştig salarial mediu brut obţinându-se în industria prelucrătoare de 1436 lei (RON), respectiv în ramurile: articole de îmbrăcăminte 908 lei (RON), prelucrarea lemnului şi a produselor din lemn (exclusiv mobila) 914 lei (RON), pielărie şi încălţăminte 955 lei (RON). În perioada 1.I-29.II.2008, comparativ cu aceeaşi perioadă din anul precedent, căştigul salarial mediu net a crescut cu 19,2%.

Earnings In April 2008, gross average earning in industry was RON 1637 while the net one was RON 1212 increasing with 11.3% as against March 2008 and also increasing by 24.9% as against April 2007. The highest gross average earning was registered in mining and quarrying RON 3145 followed by electric and thermal energy, gas and water industry RON 2699, the lowest gross average earning being obtained in manufacturing RON 1436 respectively in the industrial branches: clothing articles RON 908, wood and wood products processing (except furniture) RON 914, leather goods and footwear RON 955. During the period 1.I-29.II.2008 as compared with the same period of previous year net average earning increased by 19.2%.

NOTA METODOLOGICĂ METHODOLOGICAL NOTE Industrie

Indicele producţiei industriale

(IPI) este un indice de volum şi măsoară evoluţia rezultatelor activităţilor cu caracter industrial dintr-o perioadă faţă de alta.

Indicele producţiei industriale este de tip Laspeyres, iar utilizarea lui sub această formă necesită revizuirea periodică a sistemului de ponderare şi asigurarea reprezentativităţii seriilor de produse selectate.

Indicii producţiei industriale măsoară evoluţia acesteia pe total, pe secţiuni (industria extractivă, prelucrătoare şi energie electrică, termică, gaze şi apă), pe diviziuni CAEN Rev.1 (10,11,13,14, 15-29,31-36, 40, 41) precum şi pe marile grupe industriale. Gradul de acoperire pe total industrie este de 78,6%.

Pentru calculul indicilor producţiei industriale se utilizează un eşantion de 1510 produse reprezentative (PRODIND), pentru care se înregistrează date cantitative privind producţia realizată.

calculul indicelui producţiei industriale sunt:

• Clasificarea Activităţilor

Economiei Naţionale (CAEN Rev. 1) • Marile grupe industriale (industria

bunurilor intermediare, industria bunurilor de capital, industria bunurilor de folosinţă îndelungată, industria bunurilor de uz curent, industria bunurilor de consum, industria energetică) reprezintă un nomenclator agregat de diviziuni sau grupe CAEN Rev. 1 utilizat în statistica europeană pentru caracterizarea industriei după destinaţia bunurilor produse.

Industria bunurilor intermediare cuprinde următoarele diviziuni, respectiv grupe CAEN Rev. 1: 13, 14, 156, 157, 171, 172, 173, 176, 20, 21, 241, 242, 243, 246, 247, 25, 26, 27, 284, 285, 286, 287, 312, 313, 314, 315, 316, 321.

Industry The industrial production index

(IPI), is a volume index and measures the evolution of industrial activities results from one period as against the other.

The industrial production index is of

Laspeyres type and its usage under this form, needs the periodical revision of the weighting system and the ensuring of the representative series for the selected products.

The industrial production indices measure its evolution per total industry, by section (mining and quarrying, manufacturing and electric, thermal energy, gas and water) and by CANE division Rev.1 (10, 11, 13, 14, 15-29, 31-36, 40, 41) and by main industrial group. The coverage degree per total industry is 78.6%.

For the calculation of the industrial production indices, it is used a sample of 1510 representative products (PRODIND), for which are registered quantitative data on the achieved production.

The nomenclatures used to

calculate the industrial production index are:

•The Classification of Activities in

the National Economy (CANE Rev. 1). • Main industrial groups

(intermediate goods industry, capital goods industry, durable goods industry, current goods industry, consumer goods industry, energy industry) represent an aggregated nomenclature of CANE Rev.1 divisions or groups used in the European Statistics for industry characterization by destination of goods fabricated.

• PRODROM - Nomenclatorul de produse şi servicii industriale utilizat la colectarea datelor privind producţia fizică industrială este total armonizat cu nomenclatorul utilizat în ţările U.E., respectiv PRODCOM. Poziţiile din cadrul nomenclatorului PRODROM sunt rezultatul detalierii subclaselor elementare CPSA 2002. Toate poziţiile PRODROM sunt la acelaşi nivel de nominalizare, eventualele grupări solicitate pentru cerinţele de analiză şi diseminare, obţinîndu-se prin prelucrare, pe baza criteriilor de structurare utilizate pentru definirea fiecărei poziţii.

Nomenclatorul de produse industriale (PRODROM) cuprinde circa 4000 produse şi caracterizează activităţile industriale din secţiunile CAEN Rev.1: C, D şi E.

• PRODIND reprezintă

nomenclatorul agregat al produselor PRODROM, agregare care are la bază o matrice de legătură între cele două nomenclatoare. Nivelul PRODIND reprezintă primul nivel de calcul al IPI. Cele cca 4000 produse PRODROM se agregă în 2369 produse PRODIND, din care 1510 sunt luate în calculul IPI.

• Nomenclatorul operatorilor economici care furnizează lunar date privind producţia fizică industrială cuprinde un eşantion reprezentativ de

• PRODROM - The Nomenclature of Industrial Products and Services used for data collection on the physical industrial production; it is fully harmonised with the nomenclature used in European Union countries PRODCOM. The positions from PRODROM nomenclature are the result of CPSA 2002 elementary detailed subclasses. All PRODROM positions are at the same level of nominalization, possible groups required for analysis and dissemination are to be obtained by processing, based on the structuring criteria used to define each position.

The Nomenclature of Industrial Products (PRODROM) contains about 4000 products and characterizes the industrial activities of the CANE Rev. 1 C, D and E sections.

• PRODIND represents aggregated

nomenclature of PRODROM products; aggregation relies on a connection matrix between the two nomenclatures. PRODIND level represents the first IPI calculation level. Those about 4000 PRODROM are aggregated in 2369 PRODIND products, of which 1510 are taken into IPI calculation.

• The Nomenclature of economic operators, which provides monthly data on industrial physical production, comprises a representative sample of

întreprinderi cu activitate principală de industrie (CAEN Rev.1: 10,11,13,14,15-29, 31-36, 40, 41) şi care este constituit din totalitatea întreprinderilor cu peste 50 de salariaţi şi dintr-un eşantion de întreprinderi cu număr de salariaţi cuprins între 4-49, astfel încât să se asigure un grad de reprezentativitate de cca 90% la nivel de total industrie şi minim 80% la nivel de diviziune CAEN Rev.1, reprezentativitate calculată pe baza cifrei de afaceri.

Pentru o mai bună reprezentare a industriei alimentare, datorită specificului acesteia, în eşantionul de întreprinderi industriale sunt incluse şi societăţile comerciale cu activitate principală de agricultură dar care au subunităţi specializate în fabricarea produselor agroalimentare.

Construirea sistemului de ponderare şi algoritmul de calcul

Agregarea indicilor primari ai producţiei fizice industriale se realizează printr-un sistem de ponderări succesive, utilizându-se pentru agregarea la nivel de produs (PRODIND – nivel de agregare superior al PRODROM-ului) preţul mediu unitar din anul de bază (2000), iar pentru nivelele de agregare superioare (clasă, grupă, diviziune, secţiune, subsecţiune CAEN Rev.1 sau mare grupă industrială) folosindu-se ca element de ponderare valoarea adăugată brută la costul factorilor (VABCF) din anul de bază (2000).

Primul nivel de agregare este nivelul clasei CAEN Rev.1, următoarele nivele de agregare fiind determinate ca o medie aritmetică ponderată a indicilor claselor, grupelor, diviziunilor, secţiunilor, subsecţiunilor CAEN Rev.1, marilor grupe industriale, cu VABCF corespunzătoare din anul de bază (2000).

Indicii pentru marile grupe industriale se obţin prin agregarea indicilor la nivelul claselor CAEN Rev.1 componente, ponderate cu VABCF corespunzător.

Indicii producţiei industriale pe total industrie se obţin prin agregarea indicilor calculaţi la nivel de diviziune CAEN Rev.1 sau la nivel de mare grupă industrială.

Building up the weighting system

and the calculation algorithm The primary indices of industrial

physical production are aggregated by a system of successive weightings, using the average price of basic year (2000) for the aggregation at level of product (PRODIND - upper aggregation level of PRODROM), while for upper aggregation levels (CANE Rev. 1 class, group, division, section, subsection or main industrial group), it is used the gross value added at the cost of factors (GVACF) of the basic year (2000).

The first aggregated level is the

level of CANE Rev. 1 class, the next aggregation levels being determined as a weighted arithmetic mean of the CANE Rev. 1 classes, groups, divisions, sections, subsections indices, the main industrial groups, with the corresponding GVACF of the basic year (2000).

The indices for the main industrial groups are obtained by the indices aggregation at level of the CANE Rev. 1 component classes, weighted with the corresponding GVACF.

The industrial production indices per total industry are obtained by the index aggregation at level of the CANE Rev. 1 division or at level of main industrial group.

Pe lângă indicii bruţi ai producţiei industriale, începând cu luna ianuarie 2007 se calculează lunar şi indici ajustaţi cu numărul de zile lucrătoare prin metoda regresivă, metodă recomandată de regulamentele europene referitoare la indicatorii pe termen scurt (Regulamentul Consiliului 1165/1998).

Pentru ajustarea seriilor (nivel diviziune, secţiune, subsecţiune, total industrie - CAEN Rev.1, mare grupă industrială) s-a folosit pachetul de programe DEMETRA (metoda TRAMO/SEATS), care realizează estimarea efectului numărului de zile lucrătoare diferit de la o lună la alta şi efectului calendarului (Paştele ortodox, an bisect şi alte sărbători naţionale) precum şi identificarea şi corectarea valorilor extreme (schimbări de nivel ocazionale, tranzitorii sau permanente) şi interpolarea valorilor lipsă.

Seria ajustată cu numărul de zile lucrătoare s-a obţinut prin eliminarea din seria brută a acestor efecte, cu ajutorul unor coeficienţi de corecţie, stabiliţi în funcţie de modelul de regresie folosit (aditiv sau multiplicativ).

Stabilirea modelelor de regresie folosite pentru fiecare serie se face la începutul fiecărui an şi implică recalcularea seriilor ajustate calculate în anul precedent (recalculare datorată modificării modelelor adoptate, numărului de regresori folosit şi numărului de observaţii disponibile).

Ajustarea nivelelor agregate (secţiune, subsecţiune, total industrie, mari grupe industriale) s-a realizat prin metoda directă (ajustarea directă a agregatelor), fiind preferată metodei indirecte (ajustarea nivelelor inferioare şi apoi agregarea indicilor ajustaţi pentru obţinerea nivelelor superioare).

Seria ajustată sezonier se obţine prin eliminarea componentei sezoniere din seria ajustată de efectul zilelor lucrătoare.

Indicii producţiei industriale sunt provizorii şi se revizuiesc pe baza rectificărilor ce se efectuează retroactiv de către întreprinderile din eşantion, asupra datelor furnizate anterior de către acestea.

Besides gross indices of industrial production since January 2007, there are also monthly calculated adjusted indices with working days number by means of regressive method, which is recommended by European regulations on short-term indicators (Council Regulation no. 1165/1998).

In order to adjust the series (level, division, section, subsection, total industry – CANE Rev. 1, main industrial groups) DEMETRA programs parcel (TRAMO/SEATS method) was used, which estimates the effect of working days number different from one mounth to another and calendar effect (Orthodox Easter, bissextile year and other national holidays) as well as identifies and corrects extreme values (occasional transition or permanent changes) and interpolates missing values.

Adjusted series with working days

number was obtained eliminating from unadjusted series those effects by means of correction coefficients, set up according to regression model used (additive or multiplicative).

Regression models used for each series are set up at the begining of each year, involving recalculation of adjusted series calculated in the previous year (recalculation because of changing the adopted models, number of regressors used and number of available observations).

Aggregated levels (section, subsection, total industry, main industrial groups) were adjusted by means of direct method (direct adjustment of aggregates), being used instead of indirect method (adjustment of lower levels, then aggregation of adjusted indices to obtain upper levels).

Seasonal adjusted series are obtained by eliminating seasonal component from adjusted series of working days effect.

The industrial production indices are provisional and are revised based on the corrections retroactively done by the enterprises in the sample, concerning the data previously supplied.

Indicele productivităţii muncii în

industrie este indicatorul ce caracterizează eficienţa muncii depuse într-o anumită perioadă în cadrul activităţii industriale şi se calculează ca raport între indicele brut al producţiei industriale şi indicele numărului mediu de salariaţi din industrie.

Indicii productivităţii muncii în industrie sunt calculaţi pe total industrie, secţiuni (industria extractivă, prelucrătoare şi energie electrică, termică, gaze şi apă), cât şi pe diviziuni CAEN Rev.1.

Indicii lunari ai productivităţii muncii în industrie sunt provizorii şi se revizuiesc pe baza rectificărilor ce se efectuează retroactiv de către agenţii economici din eşantion.

Cifra de afaceri reprezintă

veniturile totale înregistrate de către întreprindere în perioada de referinţă, provenite atât din activitatea principală, cât şi din activităţile secundare exercitate de aceasta. Cifra de afaceri nu include TVA şi veniturile din vânzarea sau transferul de mijloace fixe.

Nomenclatorul operatorilor economici ce furnizează lunar date privind cifra de afaceri din industrie, cuprinde agenţii economici care au ca activitate principală industria (CAEN Rev.1 diviziunile: 10,11,13-29, 31-36,40,41).

Labour productivity index in industry

Labour productivity index in industry

is the indicator which characterizes the efficiency of work from a certain period of time in the industrial activity and is obtained as a ratio between the gross, industrial production index and the industry average number of employees index.

Labour productivity indices in industry are calculated per total industry, sections (mining and quarrying, manufacturing and electric and thermal energy, gas and water) and CANE Rev.1 divisions.

Monthly labour productivity indices in industry are provisional and they are revised on the basis of retroactive corrections by the economical units of the sample.

Turnover represents total income

registered by the enterprise in the reference period, coming both from its main activity and from secondary activities. Turnover does not include VAT and income from sale or transfer of fixed assets.

The Nomenclature of economic

operators which monthly provides data on industry turnover contains economic units with industry as main activity (CANE Rev.1 divisions: 10,11,13-29,31-36,40,41).

Cercetarea statistică este de tip selectiv. Tipul de sondaj utilizat şi procedeul de extragere a eşantionului pentru această cercetare statistică este cel al sondajului stratificat simplu aleator în care straturile sunt definite în funcţie de activitatea economicǎ şi clasa de mărime în functie de numǎrul de salariaţi.

Datorită necesităţilor privind comparabilitatea rezultatelor pe grupe de activităţi omogene cât şi la nivel de întreprindere de la o perioadă la alta, categoria întreprinderilor cu potenţial economic ridicat se cercetează exhaustiv (50 de salariaţi şi peste).

The statistical survey is of sample type survey. The survey type used and the method of extracting the sample for this statistical survey is random simple stratified survey in which strata are defined according to the economic activity and size class according to number of employees.

Because of the needs regarding the comparability of the results by homogenous activity group and at enterprise level from one period to another, the category of enterprises with high economic potential (50 employees and over) is exhaustively surveyed.

Indicele de volum al cifrei de afaceri este un indice de tip Laspeyres. Pentru exprimarea valorilor din perioada curentă în preţurile perioadei de referinţă se utilizează indici de preţ deflatori.

Calculul indicilor cifrei de afaceri pe total, pentru producţia livrată pe piaţa internă şi pentru producţia livrată pe piaţa externă utilizează un sistem de ponderări diferite în funcţie de destinaţia producţiei.

Indicele cifrei de afaceri pe total (piaţa internă şi piaţa externă) se calculează ca medie ponderată dintre indicele cifrei de afaceri pe piaţa internă şi indicele cifrei de afaceri pe piaţa externă, pe fiecare nivel de agregare (diviziune, secţiune, mare grupă industrială şi total industrie). Ponderile sunt calculate pe baza cifrei de afaceri, conform rezultatelor Anchetei Structurale în întreprinderi din anul de bază (2000).

Turnover volume index is a Laspeyres type index. To express the values in the current period, in the reference period prices deflation price indices are used.

The calculation of turnover indices per total, for production delivered on domestic market and for production delivered on non-domestic market, uses a different weighting system depending on the production destination.

Turnover index per total (domestic and non-domestic market) is calculated as the weighed mean between the turnover index on domestic market and the turnover index on non-domestic market, by each aggregation level (division, section, main industrial group and total industry). The weights are calculated on the basis of turnover, according to the results from the Structural Business Survey in the base year (2000).

Turnover volume indices are provisional and they are revised based on the correctivous, which are retroactively done by the enterprises of the sample.

The observed variable represents the production price associated to these transactions, which is to be determined depending on the seller (economic operator), the specific product for transaction, and the type of buyer and other characteristics of the transaction.

Numărul mare de tranzacţii efectuate de operatorii economici industriali, în cadrul economiei naţionale, face imposibilă urmărirea lor în totalitate. De aceea, observarea şi culegerea preţurilor de vânzare a produselor industriale care intră în calculul indicelui preţurilor producţiei industriale se realizează pe un eşantion reprezentativ de operatori economici în cadrul fiecărei clase de activitate CAEN Rev.1, având la bază un nomenclator unic de produse industriale.

De asemenea indicele preţurilor producţiei industriale acoperă aproape în totalitate sectoarele industriilor extractivă şi prelucrătoare, precum şi sectorul energetic.

În calculul indicelui, conform Regulamentului CE nr. 1165/1998 amendat cu Regulamentul Parlamentului European nr.1158/2005 referitor la statisticile pe termen scurt, nu se cuprind:

• extracţia şi prepararea minereurilor radioactive;

• activitatea editurilor; • prelucrarea combustibililor

nucleari; • producţia de armament şi

muniţie; • producţia industrială cu ciclu

The great number of transactions carried out by industrial economic operators, within the national economy, makes impossible their pursuing as a whole. Therefore, the observation and collection of the selling prices of industrial products used to calculate the industrial production price index are carried out on a representative sample of economic operators for each CANE Rev.1 activity class, based on a unique nomenclature of industrial products.

The industrial production price

index also covers almost totally mining and quarrying and manufacturing sectors, as well as energy sector.

The calculation of the index

according to EC Regulation no. 1165/1998 amended with the Regulation of European Parliament no.1158/2005 regarding short-term statistics, does not include:

Sistemul de ponderi utilizat în calculul indicelui preţurilor producţiei industriale se stabileşte separat pe destinaţii, după cum acesta serveşte la calculul indicelui preţurilor producţiei industriale livrată pieţei interne sau indicelui preţurilor producţiei industriale livrată la export. Valorile de ponderare pe destinaţii pentru toate nivelele de agregare s-au determinat din Ancheta Statistică Anuală (structurală) în întreprinderi din anul 2000.

Indicele preţurilor producţiei industriale pe total (piaţa internă şi piaţa externă) se calculează ca medie aritmetică ponderată dintre indicele preţurilor producţiei industriale livrată pe piaţa internă şi indicele preţurilor producţiei industriale livrată pe piaţa externă, pe fiecare nivel de agregare (clasă, grupă, diviziune, secţiune, total industrie).

Datele privind producţia de lapte şi produse lactate sunt obţinute dintr-o cercetarea statistică exhaustivă care se adresează tuturor întreprinderilor cu activitate principală sau secundară în clasa CAEN Rev.1 1551.

Aceste unităţi cumpară lapte integral de la exploataţiile agricole sau centre de colectare, în vederea transformării acestuia în produse lactate.

Conţinutul mediu de grăsime, respectiv de proteine aferent cantităţilor lunare de lapte de vacă colectat se calculează ca o medie aritmetică ponderată a conţinutului mediu de grăsime respectiv de proteine cu cantităţile de lapte de vacă corespunzătoare raportate de fiecare unitate.

Building up the weighting system and the calculation algorithm

The industrial production price index is a Laspeyres type index and is determined on the basis of a system of constant.

The system of weights used in the calculation of the industrial production price index is set up separately by destination, as it is used for the calculation of the industrial production price index, for domestic market or for export. The weighting values by destination for all aggregation levels have been determined from the Annual (structural) Statistical Business Survey in 2000.

Industrial production price index per

total (domestic and non-domestic market) is calculated as a weighted arithmetic mean between the industrial production price index for domestic market and the industrial production price index for non-domestic market, by each level of aggregation (class, group, division, section, total industry).

Data regarding milk and milk

products are obtained through an exhaustive statistical survey filled in by the units who have the main or the secondary activity milk and derivates from milk production CAEN Rev.1 1551.

These diaries buys whole milk from farms or collecting centres for processing in milk products.

The medium fat and protein

content corresponding monthly collected milk amounts is compiled as a weighted arithmetic average of the medium fat and protein content with the corresponding milk amounts reported by each unit.

Energy The primary energy resources

are determined during the year only for the main assortments, based on the quantities from domestic production and import.

Unitatea de măsură este tona echivalent petrol (t.e.p.) în acord cu publicaţiile internaţionale în domeniu. Aceasta reprezintă, prin convenţie, un combustibil cu puterea calorifică de 41868 kj/kg (10000 kcal/kg). Pentru energia electrică, cu excepţia energiei nuclearo-electrice, transformarea se face pe baza potenţialului energetic al acesteia (0,086 t.e.p./kWh), în conformitate cu statistica energetică europeană, metodologie denumită generic “sistemul energiei finale”. The transformation into conventional fuel is carried out according to the energy contribution of each primary energy carrier. Unit of measure is oil equivalent ton (o.e.t.) according to international publications in the field. It represents by convention a fuel with calorific power of 41868 kj/kg (10000 kcal/kg). For electric energy, excepting nuclear-electric energy, the transformation is based on its energy potential (0.086 o.e.t./kWh), according to the European energy statistics, the methodology being generically called "the final energy system". Sursa datelor: datele privind producţia sunt obţinute prin cercetarea statistică a tuturor unităţilor producătoare de resurse energetice, iar datele privind importul/exportul sunt obţinute din declaraţiile vamale pentru sistemul statistic EXTRASTAT şi din datele colectate direct de la agenţii economici care realizează schimburi comunitare pentru sistemul statistic INTRASTAT.

The electric energy balance is determined based on the production and consumption data in the economy and data provided by the National Company TRANSELECTRICA S.A. and electric energy distribution companies regarding electric energy consumption for the public lighting, population consumption and own technological consumption in the networks and stations.

The data source: data on output are obtained from statistical survey of all units which produce energetic resources and data on import/export are obtained from customs declarations for EXTRASTAT statistical system and from data collected directly from economic units carrying out community changes for INTRASTAT statisitcal system.

Numărul mediu al salariaţilor reprezintă o medie aritmetică simplă calculată pe baza efectivelor zilnice ale salariaţilor din luna respectivă. În efectivul de salariaţi luat în calcul se includ numai persoanele care au fost plătite pentru luna respectivă. Nu se iau în considerare: salariaţii aflaţi în concediu fără plată, în grevă, detaşaţi la lucru în străinătate şi cei al căror contract de muncă/raport de serviciu a fost suspendat.

salarial şi efectivul de salariaţi sunt obţinute printr-o cercetare statistică selectivă. Începând cu luna ianuarie 2007, eşantionul cuprinde 23000 unităţi economico-sociale. Unităţile din sectorul bugetar (administraţie publică, învăţământ, sănătate şi asistenţă socială) sunt curprinse exhaustiv în cercetare. Pentru sectorul economic, au fost incluse în cercetare unităţile cu 4 salariaţi şi peste, care acoperă 94,95% din numărul total de salariaţi din acest sector. Numărul salariaţilor din unităţile economice excluse din cercetare (0-3 salariaţi) reprezintă aproximativ 9,60% din numărul total al salariaţilor din sectorul economic.

Comerţ internaţional cu bunuri Începând cu 1 ianuarie 2007

statisticile de comerţ internaţional cu bunuri se stabilesc prin însumarea datelor din sistemele INTRASTAT şi EXTRASTAT:

- sistemul INTRASTAT: pentru comerţul intra-UE (schimburile de bunuri între România şi celelalte state membre ale Uniunii Europene)

- sistemul EXTRASTAT: pentru

The monthly average earnings represent the ratio between the amounts paid to the employees by economic units in the reference month, no matter of the period and the average number of employees. Average number of employees' represents a simple arithmetic mean calculated based on daily numbers of employees in the respective month. The number of employees includes only persons paid for the respective month. There are not taken into consideration: the employees under leave without pay, in strike, temporarily transferred to work amain and that labour contract/agreement whose was suspended.

Data source The monthly data regarding the

earnings and the number of employees are obtained by a statistical sampling survey. Since January 2007, the sample is made of 23000 economic and social units. Budgetary sector units (general government, education, health and social assistance) are exhaustively comprised into the survey. For economic sector, units of four employees and over were included in the survey covering 94.95% of total employees in this sector. The number of employees in the economic units excluded from the survey (0-3 employees) represented about 9.60% of total number of employees per economic sector.

International trade of goods Starting with January 1, 2007,

statistics of international trade of goods are set up amounting the data from INTRASTAT AND EXTRASTAT systems:

- INTRASTAT system: for intra EU trade (exchanges of goods between Romania and other member states of European Union)

- EXTRASTAT system: for extra EU

Expedierile din România includ: - bunuri în liberă circulaţie care

părăsesc teritoriul statistic al României cu destinaţia alt stat membru UE;

- bunuri care au fost plasate sub procedura vamală de prelucrare activă (în interiorul ţării) sau prelucrare sub control vamal în România şi care sunt destinate altor state membre.

Introducerile în România includ: - bunuri în liberă circulaţie într-un

stat membru UE care intră pe teritoriul statistic al României;

- bunuri care au fost plasate sub procedura vamală de prelucrare activă sau prelucrare sub control vamal în alt stat membru UE şi care intră pe teritoriul statistic al României.

Pentru comerţul extra-UE: se cuprind schimburile de bunuri între România şi statele nemembre UE, având ca obiect: importul direct de bunuri pentru consum, bunurile importate scoase din antrepozitele vamale sau zonele libere pentru a fi puse în consum, exportul de bunuri de origine naţională, precum şi exportul de bunuri importate, declarate pentru consumul intern.

Se cuprind de asemenea: - importurile temporare de bunuri

străine pentru prelucrare activă (în interiorul ţării);

- exporturile de produse compensatoare rezultate după prelucrarea activă;

- exporturile temporare de bunuri pentru prelucrare pasivă (prelucrare în alte ţări);

- importurile de produse compensatoare rezultate după prelucrarea în afara ţării şi bunurile importate sau exportate în sistemul de leasing financiar (la valoarea integrală a bunurilor).

• Coverage: Intra EU trade includes exits of

Deliveries from Romania include: - free circulation goods leaving the

statistical country of Romania with the destination of another EU member state;

- goods placed under customs procedure of inward processing (inside the country) or processing under customs control in Romania and are meant for other member states.

Entries in Romania include: - free circulation goods in one EU

member states entering the statistical territory of Romania;

- goods placed under customs procedure of inward processing or processing under customs control in another EU member state and which enter the statistical territory of Romania.

Extra EU trade includes exchanges of goods between Romania and EU non-member states having as object direct import of goods for consumption, imported goods taken out from customs warehouses or free zones to be put under consumption, export of national origin goods, as well as export of imported goods, declared for domestic consumption.

There are also included: - temporary imports of foreign

goods for inward processing (inside the country);

- exports of compensatory products resulted from inward processing;

- temporary exports of goods for

outward processing (in other countries);

- imports of compensatory products resulted from processing outside the country and imported or exported goods under financial leasing (at integral value of goods).

Nu sunt cuprinse în comerţul internaţional: bunurile în tranzit, bunurile temporar admise/scoase în/din ţară (cu excepţia celor pentru prelucrare), bunurile achiziţionate de organizaţii internaţionale pentru utilizări proprii în România, bunurile pentru şi după reparaţii şi piesele de schimb aferente.

• Bunurile ce fac obiectul schimburilor internaţionale sunt clasificate conform Nomenclatorului Combinat (NC), care stǎ la baza tarifului vamal comunitar. Datele statistice conform Clasificǎrii Produselor pe Activitǎţi (CPA 2002) se stabilesc pe baza unor chei de conversie între NC şi aceastǎ clasificare.

• Valoarea bunurilor expediate/ exportate şi introduse/importate se stabileşte pe baza preţurilor efective FOB la expedieri/exporturi şi a preţurilor efective CIF la introduceri/importuri.

Preţul FOB (în limba engleză Free on Board - Liber la bord) reprezintă preţul la frontiera română, care include valoarea bunului, toate cheltuielile de transport până la punctul de îmbarcare, precum şi toate taxele suportate pentru ca bunul să fie încărcat la bord.

Preţul CIF (în limba engleză Cost, Insurance, Freight - Cost, Asigurare, Navlu) reprezintă preţul la frontiera română, care cuprinde atât elementele componente ale preţului FOB, cât şi costurile asigurării şi transportului internaţional.

Datele valorice sunt exprimate în lei şi euro. Conversia datelor valorice exprimate în lei (colectate prin declaraţiile statistice Intrastat şi declaraţiile vamale), în euro, se face utilizând:

- cursul de schimb mediu lunar

lei/euro comunicat de Banca Naţională a României, pentru sistemul INTRASTAT

- cursul de schimb lei/euro

comunicat de Banca Naţională a României pentru penultima zi de miercuri a lunii, pentru sistemul EXTRASTAT.

• Începând cu 1 ianuarie 2007,

componenţa Uniunii Europene (UE 27) este următoarea: Austria, Belgia, Republica Cehă, Cipru, Danemarca, Estonia, Finlanda, Franţa, Germania,

International trade does not include: transit goods, goods temporarily admitted/taken out/in the country (except for processing), goods purchased by international organizations for their own uses in Romania, goods for and after repairs and related spare parts.

• Goods which are object of

international exchanges are classified according to the Combined Nomenclature (CN), on which community custom tariff is based. Statistical data are presented according to Classification of Products by Activities ( CPA 2002) based on conversion keys between CN and this classification.

• Value of delivered/exported and entered/imported goods is set up based on FOB actual prices for deliveries/exports and of CIF actual prices for entries/imports.

FOB price (in English free on board) represents price at Romanian border, including value of goods, all transport expenditure until the embarking point as well as all fees paid for the goods to be loaded on board.

CIF price (in English cost,

insurance, freight) represents price at Romanian border including both the components of FOB price and the costs of international transport and insurance.

Value data are expressed in RON

and EURO. The conversion of value data expressed in RON (collected from INTRASTAT statistical declarations and customs declarations) in EURO, is done using:

- monthly average exchange rate RON/EURO communicated by the National Bank of Romania for INTRASTAT system;

- exchange rate RON/EURO communicated by the National Bank of Romania for the last one of Wednesday of the month for EXTRASTAT system.

• Starting with January 1, 2007, the

components of the European Union (EU 27) are the following: Austria, Belgium, Czech Republic, Cyprus, Denmark,

Repartizarea pe ţări a schimburilor

internaţionale se determină astfel: - pentru comerţul INTRA-UE pe

baza principiului „ţara de destinaţie” (la expedieri) şi „ţara de expediţie” (la introduceri).

- pentru comerţul EXTRA-UE pe baza principiului „ţara de destinaţie” (la export) şi „ţara de origine” (la import, cu excepţia cazului în care ţara de origine este un stat membru UE-caz în care se ia în considerare ţara de expediţie).

Se consideră „ţara de destinaţie” ţara în care bunurile vor fi consumate, „ţara de expediţie” ţara din care bunurile au fost expediate şi „ţara de origine” ţara în care a fost produs bunul sau în care bunul a suferit ultima transformare substanţială.

Sursa datelor: • pentru comerţul INTRA-UE :

- declaraţiile statistice Intrastat colectate de către INS direct de la operatorii economici care au realizat un volum valoric al expedierilor intracomunitare de bunuri mai mari de 900.000 lei sau un volum al introducerilor intracomunitare de bunuri mai mare de 300.000 lei.

- declaraţiile vamale colectate şi prelucrate de către ANV, pentru comerţul intracomunitar privind bunuri pentru prelucrare internă sau prelucrare sub control vamal; bunuri care se mişcă din /către părţi ale teritoriului statistic al UE dar care nu aparţin teritoriului fiscal al UE.

• pentru comerţul EXTRA-UE:

Autoritatea Naţională a Vămilor (ANV), care colectează şi prelucrează declaraţiile vamale de export şi import. Pentru energie electrică şi gaze naturale, datele sunt colectate pe formulare statistice de la societăţile importatoare/exportatoare de către Institutul Naţional de Statistică şi se

The breakdown by countries of

international exchanges of goods is determined as follows:

- for intra EU trade based on the principle “destination country” (for exits) and “delivery country” (for entries)

- for extra EU trade based on the principle “destination country” (for export) and “origin country” (for import, except origin country is EU member state when delivery country is taken into account).

“Destination country” is considered the country where goods will be consumed, “delivery country” is the country from which goods were delivered and “origin country” is the country where the goods were produced or where suffered the last important transformation.

Data source: • for intra EU trade :

- INTRASTAT statistical declarations collected by INS directly from economic units which achieved a value volume intra-community deliveries of goods higher than RON 900 000 or a volume of intra-community entries of goods higher than RON 300 000.

- customs declarations collected

and processed by National Authority of Customs (NAC) for intra-community trade regarding goods for internal processing or processing under customs control, goods from/to the parts of EU statistical territory which do not belong to EU fiscal territory.

• for extra EU trade : National

Authority of Customs which collects and processes export and import customs declarations. For electric energy and natural gas, data are collected on statistical forms from importing/exporting companies to the National Institute of Statistics and are sent to NAC for

Datele lunare comunicate operativ sunt susceptibile de rectificări succesive din partea INS/ANV.
