    Necessity

    Coastal zone is a very at t ractive environment but t heimpact must be assesed:

    Climate change (sea level, storms, floods, landslides, coastalerosion)

    Economic activities (agriculture, transport, tourism, fishery,

    indust ry) and related pollut ion,

    Land take ( for ur banization and infr astr ucture) Ext ra measures are imperat ive necessary t o achieve

    sustainable development on t he coastal zone

    Integrated Coastal Zone Management(international necessity)

    The urge for integrated management of coastal zone is found in UN Agenda 21

    EU Requirements :

    - the need for integrated management of the river basins, including coastal

    zones in order to sustain economic development in the future.

    EU Guidelines:

    Beach Erosion (Southern Littoral)

    Major Causes

    1) Detour of sediment by the breakwater of Midia Port

    2) Decrease in supply of medium to coarse sediments from the

    Danube

    3) Offshore sediments transport by wave actions

    4) Natural process of cliff retreat over years with the rate

    of some 0.6 m/year

    5) Loss of sediments transport balance due to construction

    of shore protection facilities

    COASTAL ZONE STRATEGIC ISSUES

    The agricultural sector is an important growth sector in the coastal zone.

    Agricultural production will grow in an environmental sustainable manner.

    Tourism is an important growth sector in the coastal zone. Mass tourism

    will be developed and concentrated in the Black Sea resorts; eco- tourism willbe developed in the Danube Delta region with Tulcea as its centre of eco-tourism.

    Trade is an important sector in the coastal zone. The Port of Constanta,

    situated on the Pan European Corridors IV and VII, is the main transport

    hub in the South-Eastern European region.

    Industry is an important sector of the coastal zone, but needs to beconcentrated along the development axis ConstantaCernavoda-Bucharest.

    Development of heavy industries needs to be discouraged in the coastal

    zone.

    ICZM existing national legislation

    Water Law no. 107/1997 updated by 310/2004

    Costal Zone Law no 280/2003 for EO 202/2002 approval

    National Action Plan for the Protection and Rehabilitation of the Black

    Sea.

    ICZM Goals:

    strengthening of the integrated management of multi-sectoralactivities;

    conservation and protection of productivity and biodiversity ofthecoastal ecosystems;

    prevention or reduction of expenses caused by natural factors, such

    as coastal erosion, flooding or wrong administrative decisions; the rational use of resources and sustainable development of

    coastal areas.

    Main bodies involved and their roles and instruments

    National Committee of the Coastal Zone:

    - Facilitates, co-ordinates, guides and oversees the process of strategydevelopment and strategy implementation (assisted by the TechncialSecretariat)

    - Approves any adjustment, update or new strategy for the coastal zone

    - Approves the creation of Working or Expert Groups- Supervises the work done by the (strengthened) Technical Secretariat

    Technical Secretariat:

    Carries out preparatory work and supports the NC in all relevant matters

    Monitors the state of the coastal zone

    Advises the National Committee

    Regional and Local Government Agencies:

    Transpose the strategy into regional / local sector policies and plans

    Conclusions

    A successful Implementation of ICZM in the Romanian CoastalZone requires:

    Willingness of stakeholders to collaborate;

    Capacity of the coordinating bodies to guide andsteer and of the sector agencies to integrate andadapt planning and action;

    The technical, economic and financial feasibility ofalternative options to take adaptive/corrective actions.
