2. SINTEZA CAPITOLELOR DIN COMPUNEREA TEZEI DE
DOCTORAT
Motivația demersului științific a fost identificarea strategiilor de control pentru
combaterea fenomenului mobilități care au loc în cadrul Programul Erasmus și care pot deriva în
migrație, căruia i s-au subsumat o serie de alte obiective specifice, după cum urmează:
• delimitarea din punct de vedere conceptual a noţiunilor de migrație, mobilitate
intelectuală și profil educațional compatibil cu cererea pieței muncii;
• identificarea obiectivelor, factorilor determinanți și potențialelor efecte ale migrației
în context demografic comunitar;
• determinarea metodelor optime de control pentru depistarea efectelor sociale și
economice ale migrației, respectiv a instrumentelor și tehnicilor specifice acestora;
• identificarea mecanismelor comunitare și internaționale de combatere a fluxurilor
intelectuale dirijate prin programe europene sau politici statale;
• demonstrarea valențelor restructurării sistemului de educație din perspectiva
mobilități intelectuale din Programul Erasmus Plus.
În cadrul studiului empiric, obiectivele operaționale au fost:
• identificarea și analiza riscurilor aferente fraudei comunitare la nivelul fondurilor
structurale și cuantificarea efectelor acestor riscuri prin intermediul modelelor
matematice;
• analiza mecanismelor de atragere a intelectualilor prin metode calitative și
cantitative;
• elaborarea soluțiilor de estompare sau de relocare a celor plecați.
Studiul de caz s-a efectuat pe un eşantion de beneficiari de mobilităţi intelectuale, pe o
perioadă de 11 ani, între 2006-2017 (dar se are în vedere şi perioada 2004-2006, doar din punct de
vedere cantitativ, fără a se analiza calitativ) pe cinci domenii de activitate: sănătate (medicină
/medicină dentară), drept, psihologie, ştiinţe economice şi informatică. Fiecare domeniu are

particularităţi indivituale, de demarcare şi sunt particularităţi psiho-sociale şi economice care îi
includ pe toţi subiecţii supuşi observaţiei. Pentru a delimita şi mai bine cadrul social şi influenţele
acestuia se analizează şi situaţia socio-economică a două contexte asemănătoare, în acelaşi bazin
social şi anume forţa şi contextul care determină motivația pentru subiecţii din două state din
Europa Sud – Est: România şi Polonia.
Ipotezele cercetării sunt următoarele:
1: sistemul de educație actual nu este în măsură să asigure o soluție adecvată combaterii
migrației derivată din mobilități intelectuale;
2: eficacitatea sistemelor de control existente poate fi crescută prin conceperea unui nou
model educațional coerent și performant la nivel național.
Lucrarea a fost structurată în șase capitole, pe parcursul cărora au fost abordate
atât aspecte teoretice, cât şi practice.
În primul capitol, denumit ,,Considerații generale privind managementul migraţie şi
mobilității intelectuale” se trece în revistă o descriere scurtă a migraţiei intelectuale în România,
de-a lungul istoriei şi o prezentare a programului Erasmus, cu toate instrumentele sale de lucru şi
toate tipurile de activitate destinate învăţământului superior, inclusiv o descriere a strategiilor de
globalizare a Învăţământului Superior cu includerea tuturor reperelor, a obiectivelor cantitative, dar
mai ales calitative ale educaţiei.
Capitolul doi, intitulat ,,Managementul proiectelor internaţionale şi importanţa acestuia
în implementarea proiectelor de mobilitate internațională” tratează managementul de proiect şi
importanţa acestuia în contextul globalizării prin învăţământul superior.
În capitolul al treilea, intitulat ,,Erasmus plus – instrument de management universitar”
se demonstrează diferenţele socio-economice ale celor două state menţionate anterior şi se
analizează contextul motivaţional de migrare, demonstrând tocmai cele afirmate în primele
paragrafe ale introducerii. Se face şi o descriere succintă a fenomenului de migraţie şi factorii
sociali şi economici care influnţează efectele migraţiei.
Se analizează şi capacitatea prezumtivă de dezvoltare a economiilor şi a contextelor
sociale în ipoteza întoarcerii migranţilor către statele de origine, cu referire atât la migraţiile
de tip euronavetişii muncii, cât şi la migrarea în masă a forţei intelectuale.

Vom vedea această refractare în ceea ce priveşte o reînnoire a gândirii, către o nouă
civilizaţie atât în cazul Poloniei în ultimii ani, cât şi în cazul României, chiar mai acut, în toată
perioada scursă din decembrie 1989.
Capitolul 4. ANALIZA COMPARATIVĂ A IMPLEMENTĂRII PROIECTELOR
DE MOBILITĂȚI ÎN POLONIA ȘI ROMÂNIA
Se prezintă studii de caz relevante la nivel individual pe fiecare domeniu, din diverşi ani
şi un grafic al asimilării fondurilor de către instituţiile de învăţământ superior. Se face o analiză a
câtorva instituţii de învăţământ superior deţinătoare a cartei Erasmus, observându-se atât cantitativ,
cât şi calitativ evoluţia mobilităţii.
Rămâne încă o dilemă de ce pe agenda de lucru a guvernului UE nu se regăsesc, pe lângă
incluziunea socială şi de educaţie şi strategiile de dezvoltare a industriilor şi de lărgire a ofertei pe
piaţa de capital şi pe piaţa muncii. Ceea ce trebuie subliniat este faptul că fonduri pentru diverse
programe şi proiecte de operaţionalizare există în Europa şi au fost absorbite de statele membre
pentru expansiune şi dezvoltare, însă utilizarea lor nu a fost îndreptată spre scopul lor iniţial.
Capitolul 5. PROPUNERI DE DEZVOLTARE A MANAGEMENTULUI DE
ÎMBUNĂTĂȚIRE A CALITĂȚII ÎNVĂȚĂMÂNTULUI PRIN UTILIZAREA
PROGRAMULUI ERASMUS
Este dedicat studiului empiric. Considerăm că identificarea și evaluarea componentelor
riscului de migrație este pilonul central al acțiunilor de dezvoltare a managementului de
îmbunătățire a calității învățământului prin utilizarea programului Erasmus, care nu pot să-și
definească obiectivele în absența cunoașterii riscurilor potențiale. Tocmai de aceea, în cadrul
cercetării aplicative am dezvoltat un studiu de caz care vizează perfecționarea strategiilor de
restructurare a sitemului de educație din Romania.
În vederea identificării celor mai importante componente ale riscului de producere a
migrației ca urmare a mobilităților intelectuale din Programul Erasmus Plus, a fost efectuată o
cercetare cantitativă, metoda folosită fiind sondajul de opinie realizat prin intermediul tehnicii
chestionarului. Rezultatele acestei cercetări cantitative au fost utilizate și pentru evaluarea
probabilității de apariție a riscurilor specifice, care este descrisă în ultimul subcapitolul.
Chestionarul elaborat a fost conceput în baza listei riscurilor identificate de CE ca fiind
aferente mobilității intelectuale, cărora li s-a asociat din punct de vedere lingvistic o probabilitate
de apariție (foarte sigur să se manifeste, aproape sigur să se manifeste, foarte probabil să se

manifeste, probabil să se manifeste, puțin probabil să se manifeste, aproape sigur sa nu se
manifestează). Întrebările formulate au fost de opinie și au fost întrebări închise.
Chestionarul a fost aplicat asupra unui număr de 100 de subiecți, iar 48 au răspuns
afirmativ sau relevant. Dintre aceştia un număr de 35 de absolvenţi au ales să se întoarcă în ţara
de origine cu dorinţa de schimbare în spaţiul naţional, celelalte 13 persoane au ales să se
alăture diasporei române şi prin continuare de studii sau prin angajare, au rămas în statele gazdă.
Alegerea subiecților a avut în vedere atât înregistrarea opiniei persoanelor direct implicat în
activitățile de mobilitate internațională.
Datele obținute au fost prelucrate cu ajutorul aplicației Microsoft Excel. Primul pas a fost
cuantificarea numărului de răspunsuri aferente fiecărei valori asociate riscurilor. Ulterior a fost
calculată valoarea procentuală a fiecărei valori prin raportarea numărului de răspunsuri favorabile
la numărul total de respondenți. Cu ajutorul operatorului matematic MAX a urmat calcularea
valorii maxime din totalitatea valorilor obținute, în baza căreia a fost efectuat un clasament al
riscurilor. Acest clasament al riscurilor a fost folosit pentru identificarea unui număr de zece riscuri
principale, valoare pe care am considerat-o suficientă în modelarea matematică efectuată ulterior.
Pentru primele patru valori ale probabilității de apariție (foarte sigur, aproape sigur, foarte probabil
și probabil) au fost alese două riscuri având procentajul de apariție maxim, iar pentru restul de
valori (puțin probabil și improbabil) au fost ales câte un risc cu probabilitate maximă de apariție.
Capitolul 6 CONCLUZII FINALE ȘI CONTRIBUȚII PERSONALE
În procesul de elaborare a lucrării, elementul central avut în vedere a fost Procesul
Bologna şi fenomenul de globalizare actual cu specificul caracteristicilor, rezultat în urma
comparaţiei a două state din Europa Sud-Estică, România, respectiv Polonia.
Ne-a preocupat identificarea direcţiilor principale de acţiune pentru eficientizarea
exploatării informaţiei existente în politicile de educaţie actuale, în interesul realizării
competitivităţii în învăţământul superior, în raport cu cerințele de pe piaţa muncii.
În contextul noilor reglementări educaţionale, în deplină concordanță cu directivele
europene şi internaţionale, analiza a ţinut cont de limitele cunoaşterii şi obiectivele de cercetare
urmărite şi stabilite în partea introductivă.
Primul aspect a vizat contribuţia la dezvoltarea stadiului cunoaşterii în domeniul
managementului universitar, sociologic şi de drept. Lucrarea evidenţiază faptul că stabilirea și,

implicit derularea Programului Erasmus duce către dezvoltarea procesului de învăţământ superior,
o componentă principală a învățământului național, deficienţele putând afecta grav îndeplinirea
acestui deziderat. În acest sens performanţa învăţământului superior românesc se aliniază la
tendinţele de europenizare şi globalizare, numai că nu putem să remarcăm existența unor factori cu
impact negativ, precum:
• incoerenţa unor reglementări şi insuficienta corelare cu legislaţia actuală, în ceea ce
priveşte armonizarea planurilor de învăţământ cu standardele impuse pentru acreditare şi
reacreditare;
• incompatibilitatea cerinţelor în recunoaşterea conținuturilor programelor analitice
în specializări, precum: psihologia şi dreptul;
• absolvenţii de studii psihologice sunt vădit dezavantajaţi din cauza normelor impuse
de către Colegiul Psihologilor din România, în ceea ce priveşte acumularea E.C.T.S.;
• în domeniul dreptului, prin echivalarea studiilor, absolvenţii care au beneficiat de
stagii Erasmus se confruntă cu necorelarea suporturilor de curs urmate în mobilități cu
cele existente în planurile de studii naționale;
• starea precară, observată în multe situaţii, a cunoaşterii strategiilor de globalizare,
dar şi a factorilor ce depind de entităţile naţionale, referitori la organizarea
managementului învăţământului superior;
• nivelul încă modest de atragere a investitorilor pe piaţa muncii, care să ofere soluţii
tinerilor absolvenţi transformă mobilitatea Erasmus într-un miraj al migrării;
• scăderea drastică a demografiei a condus la degradarea societăţii civile, la reducerea
competitivităţii, la reorientarea tinerilor către alte destinaţii.
Analizarea aspectelor menţionate mai sus a permis elaborarea unor conexiuni logice prin
care am explicat:
✓ necesitatea mobilităţilor Erasmus în contextul globalizării;
✓ procesul de asigurare a ratei de absorbţie a granturilor Erasmus;
✓ deficiențele existente în cadrul procesului de management;
✓ procesul de dezvoltare a Programului Erasmus la nivel naţional;
✓ procesul de creştere a transparenţei recunoaşterii şi echivalării studiilor;

✓ necesitatea de realizare a unui program național cadru de atragere a investitorilor
străini, care să ofere suport de angajare tinerilor absolvenţi români, în special celor care
au fost beneficiari Erasmus.
Se poate aprecia că, mobilitatea intelectuală trebuie privită ca dimensiune complementară
unui proces complex, ale cărui consecinţe economico–sociale pot fi ameliorate prin măsuri
legislative financiare adecvate şi printr-o strategie de măsuri la nivel naţional. Creşterea numărului
de absolvenţi de studii medii şi superioare care au participat la mobilități în cadrul Programului
Erasmus ar putea duce la o creştere a PIB-ului naţional.
Contribuții personale
Elemente de noutate la nivel naţional şi internaţional, originalitatea cercetării
Primul element de noutate este chiar tema aleasă prin faptul că vizează aprofundarea
fenomenului migraţiei intelectuale la nivel european, dar și comparația, din punct de vedere socio-
cultural, a României cu Polonia; fiind de o mare complexitate, a solicitat o analiză complexă, sub
diferite aspecte. Cadrul legal, social, ideologic – toate concură, în ritmul fiecăruia la dinamismul
acestui fenomen.
Lucrarea de faţă reprezintă chintesenţa eforturilor de cercetare din ultimii zece ani, dar şi
o reflectare a propriei experienţe, în urma unui contact prelungit cu mediul educaţional sub aspectul
relaţiilor internaţionale. Experienţa personală reprezintă de fapt baza de fundamentare a cercetării
prezente, constituind unul dintre atuurile principale ale acesteia.
Tema aleasă este una de maximă actualitate şi impune un tratament special sub aspectul
implicaţiilor sociale viitoare. Ceea ce a ușurat evidențierea acestor diferenţe a fost tocmai
experienţa în calitate de ”insider” care a petrecut un timp considerabil în Polonia. Timpul petrecut
în mediul educaţional ca expert în relaţii internaţionale, dar şi abilitatea de a conversa fluent într-o
limbă de circulație internațională au contribuit în egală măsură la filtrarea informaţiei din
perspectiva acurateţii, a veridicităţii, a aplicabilităţii şi mai ales, a originalităţii.
Sfera domeniilor de cercetare este una deosebit de largă şi, în acelaşi timp, tematica aleasă
este interdisciplinară şi una deosebit de rară. Putem considera, chiar una care impune un anumit
grad de dificultate, sub aspectul competenţelor care îi sunt necesare cercetătorului pentru a realiza
un studiu de calitate din punctul de vedere al consistenței și al validității academice.

De asemenea, poate deveni bază pentru cercetarea trendurilor sociale viitoare, prin
identificarea unor metode de cercetare adaptate acestui complex şi dinamic domeniu al educaţiei,
în contextul relaţiilor internaţionale, sub apanajul unei globalizări accentuate.
Propuneri
La nivel instituţional propunem următoarele:
- asumarea recomandărilor în vigoare în concordanţă cu rigorile strategiilor de
internaţionalizare;
- funcţionarea la parametrii optimi a birourilor de orientare în carieră şi inserţie pe piaţa
muncii;
- promovarea eficientă a Programului Erasmus;
- facilitarea activităţii de recunoaştere şi echivalare a studiilor.
La nivel naţional propunem următoarele:
- reformarea programelor şcolare, care necesită, conform Procesului Bologna o centrare
pe interesele elevilor, a abilităţilor şi cultivarea talentelor;
- o schimare a metodelor de predare, învăţare şi evaluare, cât şi investirea în cursuri
psihopedagocice sau de reabilitare psihică pentru cadrele didactice, o dată la cinci ani şi
aprobarea pensionării la cerere, fără scăderea punctului de pensie;
- o investiţie majoră în resursele umane din învăţământ prin remunerare şi recompensare,
în acest mod putându-se face o triere reală a acestora, pe valori strict psihopedagogice şi
educaţionale;
- facilitarea relocării a medicilor, avocaţilor, economiştilor, psihologilor, sociologilor,
asistenţilor medicali, jurnaliştilor, etc.; şi dacă doar o mică parte dintre aceştia ar avea
condiţiile necesare de subzistență în țara de origine, cu toate resursele dobândite, România
ar câştiga din punct de vedere social şi economic;
- atragerea de investitori străini prin acordarea de facilităţi, dacă angajează tineri
absolvenţi;

- crearea de incubatoare de anteprenoriat în care tinerii să fie încurajaţi să dezvolte afaceri,
prin consorţii bilaterale cu alte state;
- facilitarea administrativ-birocratică în demersurile de anteprenoriat.
La nivel european propunem următoarele:
- continuarea Programului Erasmus, trecerea sa la o altă etapă existenţială, simultan cu
efortul susţinut la nivel naţional de încurajare a investiţiilor în educaţie, formare şi
transformare a pieţei muncii; sursa primordială de cetăţeni activi şi educaţi o constituie
investiţia în educaţia preşcolară şi şcolară, dar şi prevenirea abandonului şcolar.
Cele susținute mai sus pot conduce către posibile dezvoltări ulterioare ale cercetării pe
subiectul Erasmus, instrument de management universitar, menite să elimine limitele acestui
studiu.
Limitele analizei
Se pot identifica pe două coordonate ale tezei de doctorat: coordonata teoretică și
componenta cercetării empirice.
În cazul componentei teoretice avem:
- insuficiența referințelor bibliografice la autori români cu lucrări în domeniul globalizării
prin învățământul superior;
- concentrarea insuficientă la nivel național asupra Programului Erasmus, ca instrument de
management universitar;
- cunoașterea empirică și abordarea minimalistă a obiectivelor de globalizare, contradicțiile
în atitudinea față de identitatea națională în raport cu cea europeană.
În cazul coordonatei de cercetare empirică avem:
- numărul respondenților care au răspuns la chestionar – un număr de 100 de respondenți
care provin dintr-o singură instituție de învățământ superior, nu poate genera concluzii
elocvente, dar oferă o înclinație a stadiului cercetării empirice;
- lipsa implicării instituțiilor de învățământ superior de a oferi informații privitoare la
efectele create de beneficiarii Erasmus în urma stagiilor.

În vederea dezvoltării ulterioare a studiului se poate identifica următoarea direcție de
extindere a cercetării: urmărirea efectelor mobilităților Erasmus pentru o perioadă cuprinsă între
trei și cinci ani; astfel beneficiarii Programelor Erasmus, respectiv instituțiile de învățământ
superior și participanții la program pot fi obligați prin contractul de finanțare să răspundă, în mod
narativ rapoartelor impuse de A.N.P.C.D.E.F.P..

3. SUMMARY OF THE DOCTORATE THESIS CHAPTERS
The motivation of the scientific approach was to identify the control strategies for combating
the mobility phenomenon that take place under the Erasmus program and which can be derived
from migration, which has included several other specific objectives, as follows:
• the conceptual delimitation of the notions of migration, intellectual mobility and educational
profile compatible with the demand of the labour market;
• identify the objectives, determinants and potential effects of migration in a community
demographic context;
• determining the optimal methods of control for detecting the social and economic effects of
migration, and their specific instruments and techniques;

• identifying the Community and international mechanisms to combat intellectual flows
conducted through European programs or state policies;
• demonstrating the valences of restructuring the education system from the perspective of
intellectual mobility in the Erasmus Plus Program.
In the empirical study, the operational objectives were:
• identifying and analysing the risks of Community fraud at the level of the Structural Funds
and quantifying the effects of these risks through mathematical models;
• analysis of the mechanisms of attracting intellectuals by qualitative and quantitative methods;
• developing solutions to relieve or relocate those who left.
The case study was conducted on a sample of intellectual mobility beneficiaries over a period
of 11 years between 2006-2017 (but the 2004-2006 period is also considered, only
quantitatively, without qualitative analysis) in five fields of activity: health (medicine /
dentistry), law, psychology, economics and computer science. Each field has individuality,
demarcation and are psycho-social and economic peculiarities that include all subjects subject
to observation. To further delineate the social framework and its influences, the socio-economic
situation of two similar contexts, in the same social pool, namely the force and the context that
determines the motivation for the subjects from two states from South-East Europe: Romania
and Poland.
The research hypotheses are as follows:
1: the current education system is not able to provide an adequate solution to combating
migration derived from intellectual mobility;
2: the effectiveness of existing control systems can be increased by designing a new coherent
and performing education model at national level.
The paper was structured in six chapters, during which both theoretical and practical aspects
were approached.
IN THE FIRST CHAPTER, entitled "General Considerations on Migration Management and
Intellectual Mobility", there is a short description of intellectual migration in Romania
throughout history and a presentation of the Erasmus program, with all its working tools and
all types activities for higher education, including a description of the globalization strategies
of Higher Education including all benchmarks, quantitative, but especially qualitative,
objectives of education.
THE SECOND CHAPTER, titled "The management of international projects and their
importance in the implementation of international mobility projects" deals with project
management and its importance in the context of globalization through higher education.

IN THE THIRD CHAPTER, entitled "Erasmus plus - university management tool", the socio-
economic differences of the two states are demonstrated and the motivational context of
migration is analysed, demonstrating precisely what is stated in the first paragraphs of the
introduction. There is also a brief description of the migration phenomenon and the social and
economic factors that influence the effects of migration.
It also examines the presumed capacity to develop economies and social contexts in the case of
returning migrants to their countries of origin, with reference to both labour migrations and the
mass migration of intellectual power.
We will see this refraction in terms of a renewal of thought, towards a new civilization, both in
the case of Poland in the last years and in the case of Romania, even more acutely, throughout
the period expired in December 1989.
CHAPTER FORTH „Comparative analysis of the implementation of projects of mobility in
Poland and Romania "
Individual case studies are presented on a case-by-case basis over different years, and a chart
of fund absorption by higher education institutions. An analysis of several higher education
institutions holding the Erasmus charter is being carried out, with a quantitative as well as
qualitative observation of the evolution of mobility.
There is still a dilemma why the EU government's work agenda does not include social
inclusion and education and industry development strategies and expanding supply on the
capital market and the labour market. What needs to be emphasized is that funds for various
operational programs and projects exist in Europe and have been absorbed by the Member
States for expansion and development, but their use has not been geared to their original
purpose.
CHAPTER FIVE "Development proposals for the management of improving the quality of
education by using the Erasmus program "
It is dedicated to the empirical study. We believe that identifying and assessing the components
of migration risk is the central pillar of learning development actions to improve the quality of
education using the Erasmus program, which cannot define their objectives in the absence of
knowledge of potential risks. That is why, within the framework of the applied research we
have developed a case study aimed at improving the strategies for restructuring the education
system in Romania.
In order to identify the most important components of the risk of migration resulting from
intellectual mobility in the Erasmus Plus Program, a quantitative research was carried out, the
method used to be the survey conducted through the questionnaire technique. The results of this

quantitative research have also been used to assess the likelihood of occurrence of specific risks,
which is described in the last subchapter.
The questionnaire developed was based on the list of risks identified by the EC as being related
to intellectual mobility, which were linguistically associated with a probability of occurrence
(very safe to manifest, almost certainly to manifest, very likely to manifest, likely to manifest
itself, unlikely to manifest itself, almost certainly not to manifest itself). The questions were
opinion and there were closed questions.
The questionnaire was applied to a total of 100 subjects and 48 responded affirmatively or
relevantly. Of these 35 graduates chose to return to their country of origin with a desire to
change in the national space, the other 13 people chose to join the Romanian Diaspora, and
through further studies or employment they remained in the host states. The choice of subjects
involved the recording of the opinion of the persons directly involved in international mobility
activities.
The data obtained was processed using Microsoft Excel. The first step was to quantify the
number of responses for each risk-associated value. Subsequently, the percentage value of each
value was calculated by reporting the number of favourable responses to the total number of
respondents. The MAX mathematical operator followed the calculation of the maximum value
of all the values obtained, based on which a risk classification was performed. This risk
classification has been used to identify several ten major risks, a value that we considered
enough in mathematical modelling later. For the first four values of the likelihood of occurrence
(very safe, almost certain, very likely and probable), two risks were chosen having the
maximum occurrence percentage, and for the remaining values (unlikely) a probability risk was
chosen maximum occurrence.
CHAPTER SIX "Final conclusions and personal contributions"
In the process of elaboration of the paper, the central element considered was the Bologna
Process and the current phenomenon of globalization with the specific characteristics resulting
from the comparison of two states in South-East Europe, Romania, respectively Poland.
We have been concerned with identifying the main directions of action to streamline the
exploitation of existing information in current education policies in the interests of achieving
competitiveness in higher education in relation to labour market requirements.
In the context of new educational regulations, in full compliance with European and
international directives, the analysis has considered the limits of knowledge and the research
objectives pursued and set out in the introductory part.

The first aspect aimed at contributing to the development of knowledge in the field of
university, sociological and legal management. The paper highlights the fact that the
establishment and, implicitly, running of the Erasmus Program leads to the development of the
higher education process, a main component of the national education, the deficiencies being
able to seriously affect the achievement of this goal. In this respect, the performance of
Romanian higher education is aligned with the tendencies of Europeanization and globalization,
but we cannot notice the existence of factors with negative impact, such as:
• incoherence of regulations and inadequate correlation with current legislation, in terms of
harmonizing curricula with the standards required for accreditation and re-accreditation;
• the incompatibility of requirements in recognizing the content of analytical programs in
specializations, such as: psychology and law;
• graduates of psychological studies are clearly disadvantaged by the rules imposed by the
College of Psychologists in Romania, regarding the accumulation of E.C.T.S .;
• In the field of law, through equivalence of studies, graduates who have benefited from
Erasmus trainees face the lack of correlation of the course support followed in mobility with
those existing in the national study plans;
• The precarious state, in many situations, of knowledge of globalization strategies, but also of
the factors that depend on the national entities regarding the organization of the management
of higher education;
• The still modest level of attracting investors to the labour market, which provides solutions
for young graduates, makes Erasmus mobility a mirage of migration;
• The drastic decrease in demography has led to the degradation of civil society, to reducing
competitiveness, to reorienting young people to other destinations.
Analysing the above-mentioned aspects has allowed the development of logical connections
explaining:
- the need for Erasmus mobility in the context of globalization;
- Erasmus grant absorption rate assurance process;
- deficiencies in the management process;
- the process of developing the Erasmus Program at national level;
- the process of increasing the transparency of recognition and the equivalence of studies;
- The necessity to implement a national framework program to attract foreign investors,
which would provide employment support to young Romanian graduates, especially
those who were beneficiaries of Erasmus.

It can be appreciated that intellectual mobility must be regarded as complementary to a complex
process whose economic and social consequences can be improved by appropriate financial
legislation and by a national strategy. Increasing the number of graduates of secondary and
higher education participating in mobility under the Erasmus program could lead to an increase
in national GDP.
PERSONAL CONTRIBUTIONS
Elements of novelty at national and international level, originality of research
The first element of novelty is the theme chosen by the fact that it aims at deepening the
phenomenon of intellectual migration at European level, but also the socio-cultural comparison
of Romania with Poland; being of great complexity, called for a complex analysis under
different aspects. The legal, social, ideological framework - all compete, in the rhythm of each,
to the dynamism of this phenomenon.
This paper represents the quintessence of research efforts in the last ten years, but also a
reflection of its own experience, following a prolonged contact with the educational
environment in terms of international relations. Personal experience is the basis for
substantiating present research, being one of its main strengths.
The theme chosen is one of topicality and requires special treatment in terms of future social
implications. What has made it easier to highlight these differences was precisely the "insider"
experience that has spent a considerable amount of time in Poland. The time spent in the
educational environment as an international relations expert, as well as the ability to fluently
communicate in an international language, have also contributed to filtering information from
the point of view of accuracy, veracity, applicability and, above all, originality.
The sphere of research is very wide, and, at the same time, the chosen theme is interdisciplinary
and a very rare one. We can consider, even one that imposes a certain degree of difficulty, in
terms of the competencies that are needed for the researcher to achieve a quality study from the
point of view of consistency and academic validity.
It can also become the basis for research into future social trends by identifying research
methods tailored to this complex and dynamic field of education in the context of international
relations, under the guise of an increased globalization.
PROPOSALS
At the institutional level we propose the following:
- taking the current recommendations in line with the rigors of internationalization strategies;
- the optimal functioning of the career guidance and insertion offices on the labour market;

- Effective promotion of the Erasmus program;
- facilitating the recognition and equivalence of studies.
At national level, we propose the following:
- Reforming school curricula that requires, according to the Bologna Process, a focus on pupils'
interests, abilities and talent cultivation;
- changing the teaching, learning and evaluation methods and investing in psycho-pedagogical
or mental rehabilitation for teachers once every five years and approving retirement on demand
without lowering the retirement point;
- a major investment in human resources in education through remuneration and reward, in this
way a real sorting can be made on strictly psycho-pedagogical and educational values;
- facilitating the relocation of doctors, lawyers, economists, psychologists, sociologists, nurses,
journalists, etc.; and if only a small part of them would have the necessary subsistence
conditions in the country of origin, with all the resources acquired, Romania would earn socially
and economically;
- attracting foreign investors by providing facilities if they hire young graduates;
- creating entrepreneurship incubators in which young people are encouraged to develop
businesses through bilateral consortia with other states;
- Administrative-bureaucratic facilitation in entrepreneurship.
At European level, we propose the following:
- the continuation of the Erasmus program, its transition to another existential stage, in parallel
with the sustained effort at national level to encourage investment in education, training and
transformation of the labour market; the primary source of active and educated citizens is to
invest in pre-school and school education, and to prevent school drop-out.
The above can lead to possible further developments of research on the Erasmus topic, a
university management tool, to eliminate the boundaries of this study.
Limits of analysis
They can be identified on two coordinates of the doctoral thesis: the theoretical coordinate and
the component of empirical research.
For the theoretical component we have:
- Insufficiency of bibliographic references to Romanian authors with works in the field of
globalization through higher education;
- insufficient national concentration on the Erasmus Program as a university management tool;

- empirical knowledge and minimalist approach to globalization objectives, contradictions in
attitude towards national identity in relation to the European one.
In the case of the empirical research coordinate we have:
- the number of respondents answering the questionnaire - a total of 100 respondents coming
from a single higher education institution cannot generate eloquent conclusions, but it gives a
propensity for the state of empirical research;
- the lack of involvement of higher education institutions in providing information on the effects
created by Erasmus beneficiaries following traineeships.
With a view to further development of the study, the following direction for expanding research
can be identified: tracking the effects of Erasmus mobility for a period of three to five years; so
beneficiaries of Erasmus programs, respectively higher education institutions and program
participants, may be required by the grant agreement to respond in a narrative way to the reports
required by A.N.P.C.D.E.F.P ..
The above can lead to possible further developments of research on the Erasmus topic, a
university management tool, to eliminate the boundaries of this study.
