CUVINTE CHEIE: organizaţii sportive, management strategic, sistem
managerial sportiv românesc, sistem managerial sportiv norvegian, educație fizică și sport.
IMPORTANŢA, ACTUALITATEA ŞI NOUTATEA TEMEI
Managementul organizaţiilor sportive a căpătat contur recent, în urmă cu 30-40 de ani,
cele mai multe programe de management sportiv dezvoltându-se din programele tradiţionale
de sport.
În prezent, sportul este considerat o afacere în cadrul căreia se practică activităţi de
,,cumpărare şi vânzare”, ca pentru orice serviciu sau marfă.
În managementul sportului sunt incluse două domenii:

managementul serviciilor umane în sport
managementul serviciilor de divertisment prin sport.
Una dintre cele mai importante caracteristici ale managementului organizaţiilor
sportive, o reprezintă partea economică/ financiară, esenţială în supravieţuirea şi creşterea
performanţelor oricărei organizaţii sportive. Managementul înseamnă conducere, înseamnă
gestiune economico-financiară, fiecare dintre prestatorii proceselor de management fiind
responsabil de maniera de utilizare a patrimoniului încredinţat.
Rolul managementului în sportul contemporan este esențial, fiind motivat de faptul că
sportul este perceput și ca formă de venit care atrage anumite organizaţii, antrenând economia
şi ajutând la dezvoltarea economică-teritorială.
Proliferarea de evenimente profesionale (ligi, circuite şi evenimente sportive),
organizațiile sportive, cluburile sportive private și centrele de sănătate şi de petrecere a
timpului liber cuplate cu explozia la nivel mondial a emisiunilor de televiziune (prin satelit și
cablu), sponsorii organizaţiilor sportive, producătorii de articole sportive, dar şi dorinţa mass-
mediei pentru mai multe oportunități pentru divertisment, au dus la poziţionarea sportului la
un nivel superior, devenind un fenomen social de mare importanță. Deci putem spune că
interesul pentru sport a depășit limitele individuale și a fost plasat în domeniul puterii
guvernamentale, creând un „mariaj de conveniență” și o alianță strategică împotriva abuzului
de droguri și a violenței în sport.
Managementul sportiv are rol de coordonare a resurselor financiare, materiale,
informaționale, umane și de timp, precum și a unor probleme, situații și aspecte contingente.
Miza majoră a funcției de coordonare a managementului șportiv este creșterea eficienței
serviciilor sportive şi, nu în ultimul rând, optimizarea rezultatelor, respectiv a performanțelor
sportive.
Managementul organizaţiilor sportive are rolul de a asigura organizarea unitară a
activităţilor, de a le coordona şi dirija în concordanţă cu scopurile acestora.
Managementul sportului este necesar în organizaţiile sportive, în sportul activ, în
conducerea şi gestionarea bazelor sportive şi în sportul profesionist care, împreună cu
promovarea prin mass-media, joacă un rol foarte important ca formă de divertisment, având
un număr impresionant de spectatori (din ce în ce mai mare), cât şi de “consumatori” de sport.

COMPONENTELE METODOLOGICE ALE CERCETĂRII
Teza de doctorat are un caracter pluridisciplinar (îmbinarea cunoștiințelor din
următoarele domenii: management, economie, sport, statistică) și are ca obiectiv central
rezolvarea problemei științifice (diferența de percepție asupra modului de organizarea și
gestionare a resurselor cluburilor / asociațiilor sportive). Demersul științific urmărește
căutarea răspunsurilor la o serie de întrebări care au incidență/impact cu domeniul sportiv,
implicit și cu tematica abordată:
1. Există soluții concludente de remediere a deficiențelor sistemului de management,
identificate în domeniul sportului?
2. Asociațiile / cluburile sportive solicită sprijin financiar Ministerului Tineretului și
Sportului?
3. Se desfășoară activități suplimentare (în organizaţiile sportive) pentru atragerea de
fonduri?
4. Managerii din domeniul sportului dețin studii de specialitate (manageriale)?
5. Cum este apreciat sistemul sportiv actual de către români și norvegieni?
Obiectivele cercetării
Obiective generale:
O1: Identificarea măsurii în care managerii cluburilor / asociațiilor sportive au
solicitat / primit sprijin financiar din partea Loteriei, federațiilor de specialitate și a altor
organizații;
O2: Observarea gradului de mulțumire (al repondenților) față de sistemul de
management actual în domeniul sportului din cele două state.
Obiective secundare:
O1.1.: Identificarea percepției managerilor asupra solicitării / primirii sprijinului
financiar din partea diferitelor organizații naționale și internaționale;
O1.2.: Cunoașterea nivelului în care clubul / asociația sportivă desfășoară
manifestări/evenimente prin care să atragă fonduri din activități diverse;

O2.1.:Măsura în care managerii se declară mulțumiți de situația existentă la nivelul
sportului românesc și norvegian ( din punct de vedere managerial și financiar);
O2.2.:Evidențierea gradului de percepție al managerilor cluburilor şi asociaţiilor
sportive, asupra transparenţei, privind activităţile economice și informațiile furnizate
publicului.
Ipotezele de cercetare
H 1: Nota acordată de repondenții români și norvegieni sistemului actual de
management din domeniul sportului, este în concordanţă cu structura organizatorică a
clubului și țara de origine.
H 2: Efectuarea activităților suplimentare pentru atragerea de fonduri, diferă în funcție
de țara de origine (a repondentului) și de gradul de reprezentare a clubului de către sportivii
legitimați la nivel de concursuri internaționale.
H 3: Vechimea în muncă a managerilor cluburilor / asociațiilor sportive, corelează
pozitiv cu vechimea în funcția de conducere și vechimea în domeniul sportului.
H 4: Există diferențe de percepție ale repondenților români și ale celor norvegieni față
de formele de finanțare, de care au beneficiat.
H 5: Norvegienii participă și se implică mai mult în activități sportive, comparativ cu
românii.
Etapele principale ale demersului ştiinţific
Stabilirea unităţii de observare şi a unităţii de sondaj;
Stabilirea obiectivelor generale şi a celor secundare;
Elaborarea ipotezelor cercetării;
Pregătirea cercetării (elaborarea şi transmiterea chestionarelor);
Culegerea, analiza şi interpretarea datelor.
Eșantionul
Este format din 100 de manageri aparținând cluburilor / asociațiilor sportive din cele
două state: România și Norvegia, câte 50 de persoane din fiecare țară.
Tipul de cercetare. Aceasta face parte din categoria cercetărilor directe.
Instrumentul utilizat, chestionarul, a fost aplicat atât față în față, cât și prin mail.
Acesta cuprinde 24 de întrebări de tip nominal, interval și ordinal. A avut loc îmbinarea

întrebărilor închise cu cele deschise. Inițial chestionarul a fost pretestat pe un număr de 20 de
persoane.
STRUCTURA TEZEI
Teza de doctorat intitulată „Analiza comparativă dintre sistemul managerial al
organizațiilor sportive din România și cel al organizațiilor sportive din Norvegia” se
constituie într-un demers ştiinţific prezentat pe parcursul a 270 de pagini, 65 tabele, 173 de
figuri, 19 grafice, 4 anexe, 126 surse bibliografice.
Lucrarea de faţă este alcătuită din : introducere, cinci capitole, concluzii, contribuţii
personale, direcţii viitoare de cercetare, limitele cercetării şi referinţe bibliografice.
Primele trei capitole abordează noţiunile teoretice de esenţă şi de detaliu privind
sistemul managerial din organizațiile sportive (prezentare comparativă România vs.
Norvegia), al patrulea capitol fiind destinat cercetării empirice pe cele două sisteme
manageriale (sistemul managerial sportiv românesc și sistemul managerial sportiv norvegian).
În capitolul al cincilea au fost identificate/elaborate direcţiile viitoare de acţiune şi ghiduri de
bune practici pentru cele două sisteme.
Capitolul 1. „Specificitatea managementului în organizațiile sportive” reprezintă un
demers bazat pe studiul literaturii de specialitate referitor la evoluția mișcării sportive
(pornind de la etimologia termenului „gimnastică” și evoluţia educaţiei fizice şi a sportului,
continuând cu impactul Iluminismului și al revoluției franceze asupra educaţiei fizice, istoria
educaţiei fizice și a sportului pe teritoriul României, dar și în Norvegia), dar și a conceptului
de management în organizațiile sportive (managementul ca proces, managementul ca un grup
de persoane, managementul ca artă/ştiinţă, managementul ca sistem).
Capitolul 2. „Sistemul managerial sportiv românesc versus sistemul managerial
sportiv norvegian” abordează cele două sisteme manageriale prezentând date comparative
pentru România și Norvegia, identificând totodată atât rolul autorităţilor statului în
dezvoltarea educaţiei fizice şi a sportului şi în asigurarea condiţiilor optime pentru
desfăşurarea acestora, cât și rolul Uniunii Europene şi a politicilor statului în domeniul
sportului. Finalul capitolului este dedicat managementului strategic în domeniul educaţiei
fizice şi a sportului, cu accent pe strategia de dezvoltare a sportului românesc vs. sportul
norvegian.

Capitolul 3. „Importanţa managementului financiar şi a marketingului în cadrul
organizațiilor sportive” abordează importanţa managementului financiar în sport (pornind de
la finanțarea activităților sportive în sistemul românesc și norvegian) și a marketingului (prin
analiza SWOT și PEST a organizațiilor sportive, paralelă între sistemul românesc și cel
norvegian).
O concluzie preliminară a cercetării teoretice întreprinse susține faptul că
managementul financiar joacă un rol deosebit de important în managementul tuturor
organizaţiilor, fie că vorbim de cele care urmăresc realizarea de profit fie că ne referim la
organizaţiile non- profit. Acesta este o parte a sistemului de management al organizaţiei şi
reprezintă ansamblul principiilor, metodelor, instrumentelor şi obiectivelor specifice
organizaţiei având drept scop poziţionarea constituirii şi utilizării resurselor economico –
financiare.
Capitolul 4. „Analiza comparativă a modului de organizare și gestionare a
resurselor existente la nivelul asociațiilor / cluburilor sportive” este rezervat cercetării de tip
empiric, realizată prin îmbinarea celor două tipuri de cercetare calitativă şi cantitativă.
Instrumentul utilizat în realizarea cercetării a fost chestionarul, adresat managerilor cluburilor
sportive din România și Norvegia, dar s-a efecuat și un benchmarking..
Pornind de la întrebările ”Există soluții concludente de remediere a deficiențelor
sistemului de management în domeniul sportului?, Asociațiile / cluburile sportive solicită
sprijin financiar Ministerului Tineretului și Sportului?, Se desfășoară activități suplimentare
în organizaţiile sportive pentru atragerea de fonduri?, Managerii organizaţiilor sportive
dețin studii de specialitate (manageriale)?, Cum este apreciat sistemul sportiv actual de către
români și norvegieni?”; etapele în cercetare au fost : stabilirea obiectivelor generale și
secundare, elaborarea ipotezelor de cercetare, descrierea unității de observare și a unității de
sondaj, pregătirea cercetării (elaborarea și transmiterea chestionarelor), culegerea, analiza și
interpretarea datelor, validarea ipotezelor. Prelucrarea datelor culese prin aplicarea
chestionarelor s-a realizat utilizând pachetul software IBM SPSS, destinat efectuării de
analize statistice avansate.
Sintetizând rezultatele demersului științific, prin compararea sistemului sportiv
românesc cu cel norvegian, din punct de vedere al calității, reese faptul că cel de al doilea
sistem (norvegian) a obţinut un punctaj mai mare pe cele trei niveluri studiate (finanțare,
antrenori și sportivi, transparența clubului și nota acordată sistemului de management sportiv),
faţă de cel românesc.

În capitolul 5 sunt propuse direcții de acțiune și ghiduri de bune practici pentru cele
două sisteme de management, din domeniul sportului, din România și Norvegia.
Lucrarea se încheie cu concluziile generale, contribuții personale, limitele cercetării și
direcții viitoare de cercetare.
CONCLUZII ŞI PROPUNERI
Situaţia dificilă în care se găsește astăzi sportul românesc se datorează unei finanțări
insuficiente și greșit direcționată de organele de decizie, unor evaluări și decizii inadecvate,
infrastructurii învechite și insuficiente, scăderii numărului de copii care se îndreaptă spre
sport, păstrării unor modele pedagogice și psihologice învechite, precum și absenței unei
filosofii moderne pentru practicarea sportului.
Conform datelor ultimului Eurobarometru publicat în luna martie 2014 de către
Uniunea Europeană (European Commission, Eurobarometer – Sport and Ph sical Activit ),
România se regăsește în grupul statelor membre ale Uniunii Europene care au un procentaj
mare al populației care nu practică deloc sportul sau orice altă formă de activitate fizică.
Conform studiilor, 60 din populația României nu practică deloc activități sportive.
Cercetările efectuate arată că norvegienii exercită sau desfășoară activități sportive în
mod regulat.
În România a existat la un moment dat un sistem de educaţie fizică şi sport destul de
bine pus la punct, dar astăzi sunt foarte vizibile unele problema apărute în sistemul sportiv,
determinate de factori conjuncturali, inclusiv de inexisteţa unor legi specifice dar mai ales de
nerespectarea celor existente.
Sistemul de educaţie fizică şi sport din România este determinat de următoarele
organisme/instituţii precum Ministerul Tineretului şi Sportului, Ministerul Educaţiei
Naţionale prin Directia enerală de Învăţământ Preuniversitar şi ederaţia Sportului Scolar şi
Universitar, Ministerul Dezvoltării Regionale şi Administraţiei Publice prin autorităţile locale,
Comitetul Olimpic şi Sportiv Roman ca principal partener neguvernamental al Ministerului
Tineretului şi Sportului, având rolul armonizării relaţiilor cu structurile sportive recunoscute.
Organizarea şi funcţionarea sistemului naţional de educaţie fizică şi sport în România
este reglementată prin Legea 6 /1 . Organizarea activităţilor de educaţie fizică şi

practicarea sportului în cadrul învăţământului preuniversitar şi universitar intră în atribuţiile
Ministerului Educaţiei Naţionale.
Norvegia este o ţară activă din toate punctele de vedere, în special pe segmentul vizat
de cercetarea noastră, cel sportiv. Sportul în societatea norvegiană actuală este practicat la
toate vârstele, este accesibil și agreeat deopotrivă de copiii, adulți și de seniori. Autoritățile și-
au făcut un scop din a promova mișcarea sportivă pentru starea bună de sănătate și pentru
toate avantajele ce vin odată cu practicarea exercițiilor fizice (sportului). Aspectele
terapeutice și implicațiile sociale ce însoțesc sportul sunt motive în plus pentru practicarea
exercițiilor fizice sub orice formă de organizare și prezentare.
Norvegia este o țară iubitoare de sport, atitudine care nu se limitează la sporturile de
iarnă, norvegienii sunt mari amatori de natație, atletism, gimnastică, handbal, dar și echitație.
Aceste discipline sportive sunt studiate în școală, ca materii obligatorii.
Potrivit sondajului publicat de Biroul de Statistică al Norvegiei (Statistisk Sentralb r
Norge) privind condițiile de viață, în anul 2016, 83 din populatia aflată în segmentul de
vârsta 16 ani , practică exerciţii fizice cel puțin o dată pe săptămână. Comparativ cu
anchetele anterioare, nivelul de activitate fizică în rândul populației a crescut în mod evident.
Se constată însă şi că persoanele în vârstă sunt din ce în ce mai active în domeniul sportului.
Proliferarea de evenimente profesionale (ligi, circuite şi evenimente sportive),
organizațiile sportive, cluburile sportive private și centrele de sănătate şi de petrecere a
timpului liber cuplate cu explozia la nivel mondial a emisiunilor de televiziune (prin satelit și
cablu), sponsorii organizaţiilor sportive, producătorii de articole sportive, dar şi dorinţa mass-
mediei de a prezenta mai multe oportunități pentru divertisment, au dus la clasarea sportului la
un nivel superior, devenind un fenomen social de mare importanță.
Anul 1861 este considerat și anul începerii sportului norvegian datorită înființării
organizației sportive la nivel național sub denumirea de „ ederația Centrală”, astăzi cunoscută
sub denumirea de Comitetul Olimpic și Paralimpic Norvegian și Confederația Sportului
(NIF).
Unitățile organizatorice precum federațiile naționale sportive, Confederațiile
Regionale, ederaţiile Regionale, Consiliile şi cluburile sportive, sunt incluse în cadrul NI .
Cluburile și federațiile sportive naționale sunt membre NI .
NI este cea mai mare organizație de voluntariat a Norvegiei. Statisticile privind
evoluțiile din cadrul organizației se bazează pe realizările înregistrate în domeniul sportiv, în
care fiecare club sportiv și grupare sportivă raportează anual rezultatele înregistrate
(informațiile esențiale).

Comitetul Olimpic și Paralimpic Norvegian și Confederația Sportului (NI ) este o
organizație umbrelă care organizează activitatea tuturor federațiilor sportive naționale.
Conform rapoartelor anuale, pe anii 2013 şi 2015, emise de către Comitetul Olimpic și
Paralimpic Norvegian și Confederația Sportului (NI ), s-a înregistrat o creștere constantă a
numărului de membri în ultimii ani. Numărul total al persoanelor ce deţin calitatea de membru
(al comitetului), în anul 2015 era în jurul valorii de 2 240 143, comparativ cu anul 2013 când
erau înscrişi un număr de 2 1 1 374 persoane, adică s-a înregistrat o creștere totală de
aproximativ 1,02%.
În urma analizei SWOT s-au identificat:
Punctele forte la nivelul cercetării realizate în cadrul României:
Managerii cluburilor sportive sunt preponderent absolvenți de studii universitare, unii
dețin studii de specilitate în domeniul sportului, fizioterapiei, iar o mare parte dintre manageri
sunt absolvenţi ai cursurilor în domeniul managementului, având vechime în domeniul
sportului, dar și în funcții de conducere;
Puncte slabe la nivelul cercetării realizate în cadrul României:
S-a identificat o lipsă de seriozitate din partea unor manageri români, față de oferirea
informațiilor despre anul înființării asociației/ cluburilor sportive, numărul de antrenori și
sportivi legitimați. Managerii români nu au solicitat sprijin Ministerului Tineretului și
Sporturilor, Loteriei Române sau altor organizații , aceștia considerând că nu este necesar.
Managerii români în procent de 100 au afirmat că nu desfășoară activități pentru atragerea
de fonduri (din acţiuni proprii). S-a identificat o lipsa a parteneriatelor la nivel economic, o
indiferență față de sistemul de management sportiv din țara noastră, dar și față de sursele de
finanțare.
Punctele forte la nivelul cercetării realizate în cadrul Norvegiei
Managerii organizaţiilor sportive norvegiene sunt absolvenți de studii universitare de
licență și de master, şi o mare parte dintre ei au studii de specilitate în domeniul sportului,
fizioterapiei, dar sunt şi absolvenţi ai unor cursuri în domeniul managementului. Deasemenea
au vechime în domeniul sportului, dar și pe funcția de conducere.
Un procent de peste 70% dintre managerii norvegieni au solicitat sprijin din partea
Ministerului. Cluburile norvegiene desfășoară acțiuni pentru atragerea de fonduri din activități
proprii: paza oferită la meciuri, întreținerea spațiilor verzii;
Punctele slabe în cadrul Norvegiei
S-a identificat o lipsă de implicare a managerilor în activităţile legate de cercetare, au
refuzat să completeze informații legate de numărul de antrenori și de sportivi legitimați, unii

repondenții norvegieini nu au solicitat sprijin financiar Loteriei Naționale sau altor
organizații. Activitățile suplimentare pentru atragere de fonduri suplimentare sunt limitate și
nu colaborează cu agenții economici în vederea obținerii sponsorizărilor. Repondenții
norvegieni au o atitudine de indiferență față de sistemul de management sportiv.
În finalul cercetării, având la bază atât rezultatele studiilor de specialitate, cât şi
rezultatele demersului ştiinţific întreprins, s-au elaborat direcţii de acţiune şi ghid de bune
practici pentru managementul sistemului sportiv românesc:
Crestere nivelului de informare și educaţie a cetăţenilor privind importanța
practicării regulate a exercițiilor fizice și a sportului;
Elaborarea și realizarea de campanii naționale de promovare a sportului de masă;
Informarea și educarea autoritatilor locale;
Implicarea mai activă a Statului în dezvoltarea sportului de performanță și a celui
de masă, nu numai prin redactarea de strategii, care rămân de cele mai multe ori la
nivel de proiect ci și în implementarea lor;
Revitalizarea infrastructurii sportive locale și naționale prin crearea, modernizarea
și dezvoltarea bazei materiale;
Introducerea de activităţi sportive (obligatorii) de la nivel preşcolar, iar în
învăţământul primar, 5 ore pe saptamană (obligatoriu/opţional);
Utilizarea sălilor de sport locale la capacitate maximă, pe tot parcursul zilei, dar
strict pentru activități sportive;
acilitarea accesului tuturor categoriilor sociale la o viață activă, indiferent de
vârstă, sex, etnie, statut social, etc.;
Motivarea financiară a specialiștilor pentru stoparea emigrării lor în țări mai
dezvoltate;
Cursuri de perfecționare continuă a managerilor, antrenorilor, și specialiștilor
sportivi, (cursuri ce vin în sprijinul acestora, prezentându-le noutăţile din domeniu;
O inserție mai mare a sportivilor de performanță, după terminarea vieții sportive de
înalt nivel, prin integrarea lor pe piața muncii precum și ‘’folosirea’’ acestora ca
“resurse” în promovarea sportului;
Legislație favorabilă atragerii de sponsori;
Îmbunătățirea sistemului de informare privind programele pentru atragerea de
fonduri financiare;
Îmbunătățirea legislației privind acordarea de rente viagere sportivilor de
performanță (care au obținut rezultate foarte bune la campionate și olimpiade).

Ghid de bune practici după modelul sistemului sportiv norvegian:
Implicarea voluntariatului în sport, după modelul celui norvegian;
Organizarea de evenimente cu scop caritabil pentru atragerea de fonduri.
În vederea unei gestionări cât mai eficiente a mijloacelor financiare și atragerii de noi
fonduri se pot formula o serie de propuneri:
Dezvoltarea unui sistem bine conturat de alocare a resurselor. Astfel, trebuie
realizată o listă de criterii bine conturate de alocare a resurselor de la bugetul de
stat., stimulând totodată, la nivel de federații și cluburi, motivația spre performanță.
Managerii să aibă capacitatea de a-și stabili obiective realiste, a căror realizare să
ducă la atragerea de fonduri, făcându-se astfel conexiunea între finanțare și
performanță.
Continuitatea accesării fondurilor nerambursabile prin programe operaționale și
identificarea și dezvoltarea unor programe noi Prin aceste programe federațiile
sportive au posibilitatea să acceseze, în baza unui proiect, fonduri suplimentare
celor care le sunt distribuite din buget de stat la începutul anului.
Atragerea de noi resurse financiare din mediul privat prin parteneriate private,
ONG-uri. Implicarea mediului privat în sport, are drept consecință benefică crearea
unui real capital de imagine prin asocierea numelui său cu numele unui sportiv de
renume sau al unei federații cu tradiție.
Legătura strînsă dintre sport și turism este văzută ca o modalitate de atragere a
oamenilor către mișcare (turism activ), dar și o sursă importantă de venituri.
Având la bază atât rezultatele studiilor de specialitate, cât şi rezultatele demersului
ştiinţific întreprins, s-au elaborat direcţii de acţiune şi un ghid de bune practici pentru
managementul sistemului sportiv norvegian:
Reactualizarea/Reabilitarea infracstructurii sportive locale și nationale;
Realizarea de întreceri sportive locale;
Campanii de informare;
Introducerea mai multor ore de educatie fizica și sport în programul scolar;
Introducerea persoanelor și copiilor (care vin din familii dezorganizate, centre de
plasament, emigranți) într-un program obligatoriu de practicare a sportului specific
zonei în care locuieşte;
O inserţie mai mare a sportivilor de performanţă, după terminarea vieţii sportive de
înalt nivel, pe piaţa muncii;

Îmbunătățirea de către NI a sistemului de informare privind programele pentru
atragerea de fonduri financiare;
Legislație mai bună (favorabilă) pentru atragerea de sponsori;
Intervenția statului pentru sprijinirea financiară a cluburilor mici şi mijlocii.

Se recomandă îmbunătățirea sistemului de selecție și identificarea de talente.
În vederea unei gestionări cât mai eficiente a mijloacelor financiare și atragerii de noi
fonduri se pot formula o serie de propuneri:
Dezvoltarea unui sistem bine conturat de alocare a resurselor;
Continuitatea accesării fondurilor nerambursabile prin programe operaționale și
identificarea și dezvoltarea unor programe noi;
Atragerea de noi resurse financiare din mediul privat prin parteneriate private,
ONG-uri.
CONTRIBUŢII PERSONALE
Pe parcursul elaborării prezentei cercetări ştiinţifice, din punct de vedere al
problematicii analizate, contribuţiile semnificative ale autorului sunt prezentate astfel:
1. Contribuţii privind specificitatea managementului în organizațiile sportive:
prezentarea evoluției mișcării sportive, pornind de la etimologia termenului
„gimnastică” și evoluţia educaţiei fizice şi a sportului;
identificarea impactului Iluminismului și al revoluției franceze asupra educaţiei
fizice;
prezentarea istoriei educaţiei fizice și a sportului, începând de la apariția
Organizațiilor Sportive până la stadiul actual al sportului, atât pe teritoriul
României, cât și în Norvegia;
analiza conceptului de management în organizatiile sportive, prin abordarea
managementului ca proces, ca un grup de persoane, ca artă/ştiinţă și ca sistem;
identificarea rolului managementului în sport și a metodelor de management
utilizate în cadrul organizaţiilor sportive;
abordarea sistemică a managementului organizaţiilor sportive, cu o analiză asupra
caracteristicilor organizației sportive privită ca sistem, dar și asupra specificității
organizațiilor sportive.

2. Contribuţii privind analiza sistemul managerial sportiv românesc versus
sistemul managerial sportiv norvegian:
identificarea rolului autorităţilor statului în dezvoltarea educaţiei fizice şi a
sportului şi în asigurarea condiţiilor optime pentru desfăşurarea acestora;
prezentarea sistemul managerial sportiv românesc vs. norvegian din punct de
vedere al organizării şi funcţionării, dar şi al problemelor cu care se confruntă;
identificarea strategiei de dezvoltare a sportului românesc vs. sportul norvegian;
prezentarea rolului Uniunii Europene şi a politicilor statului în domeniul sportului.
3. Contribuţii privind evidențierea importanţei managementului financiar şi a
marketingului în cadrul organizațiilor sportive:
definirea conceptului de managementului financiar;
prezentarea obiectivelor şi sarcinilor managementului financiar;
analiza surselor de finanţare ale structurilor sportive;
identificarea rolului marketingului în organizațiile sportive prin realizarea
analizelor SWOT și PEST a organizațiilor sportive. Paralelă între sistemul
românesc și cel norvegian.
4. Contribuţii privind cercetarea concretizată în analiza comparativă a modului
de organizare și gestionare a resurselor existente la nivelul asociațiilor /
cluburilor sportive (în cele două ţări):
elaborarea cadrului metodologic adecvate studierii sistemului de management în
organizaţiile sportive;
stabilirea obiectivelor generale, dar şi a celor secundare în concordanţă cu
problematica studiată;
elaborarea ipotezelor cercetării, având la bază obiectivele stabilite;
conceperea chestionarului adresat managerilor cluburilor sportive din România și
Norvegia;
realizarea unui benchmarking pentru a evidenția calitatea sistemelor sportive;
prelucrarea, analiza şi interpretarea rezultatelor obţinute în urma aplicării
chestionarelor;
verificarea ipotezelor;
formularea unor concluzii şi propuneri pe baza rezultatelor obţinute.

LIMITE ŞI DIRECŢII VIITOARE DE CERCETARE
Limite ale cercetării
Având în vedere faptul că rezultatele obţinute în cercetarea întreprinsă au avut la bază
răspunsurile primite din partea managerilor cluburilor sportive din România și Norvegia, se
poate considera că acestea au un caracter limitativ.
În elaborarea cercetării, principalele dificultăţi întâmpinatate se referă la:
Amploarea/gradul de complexitate a temei de cercetare alese;
Limitatea accesului la date privind organizaţiile sportive din România și Norvegia;
Limitarea eşantionului la managerii cluburilor sportive.
Rezultatele obţinute au la bază răspunsuri care constituie percepţii personale ale
managerilor de cluburi sportive, crescând astfel gradul de subiectivism al cercetării.
Direcţii viitoare de cercetare şi acţiune
Din acest motiv, direcţiile viitoare de cercetare, având la bază prezentul elaborat
ştiinţific se concretizează în:
extinderea unităţii de observare şi a unităţii de sondaj, astfel încât rezultatele
obţinute să reflecte o tendinţă generală în ceea ce priveşte sistemul de management
în cadrul organizaţiilor sportivee;
elaborarea unei noi metodologii, care să aplice o diversitate de metode în vederea
reducerii gradului de subiectivism, dar care să ofere informaţii cu privire la tendinţa
evoluţiei problematicii analizate;
realizarea unui studiu comparativ între sistemele de management în organizaţiile
sportive româneşti vs. cele internaţionale.

IMPORTANCE, ACTUALITY AND NOVELTY OF THE THEME
The management of sports organizations has recently taken shape, 30-40 years ago,
most sports management programs being developed from traditional sports programs.
At present, sport is considered a business within which “bu and sell” activities are
being practiced, as for any service or merchandise.
Two areas of sports management are included:
management of human service in sports
management of entertainment services through sports.

One of the most important features of sports organizations management is the
economic/financial part, essential to the survival and increase of performance of any sports
organization. Management is leadership, economic and financial management, each of the
providers of management processes being responsible for the manner of using the heritage
entrusted to them.
The role of management in contemporary sport is essential, being motivated by the
fact that sport is also perceived as a source of income that attracts certain organizations,
engaging the economy and helping the economic-territorial development.
The proliferation of professional events (sports leagues, circuits and events), sports
organizations, private sports clubs and health and leisure centers together with the worldwide
explosion of television shows (through satellite and cable), sponsors of sports organizations,
sportswear manufacturers, and the media’s desire for more entertainment opportunities have
led to the positioning of sport to a higher level, becoming a social phenomenon of great
importance. Hence, we can say that interest in sports has exceeded individual limits and has
been placed in the field of government’s power, creating a “marriage of convenience” and a
strategic alliance against drug abuse and violence in sport.
Sports management has the role of coordinating financial, material, informational,
human and time resources, as well as issues, situations and contingent aspects. The major
stake of the coordination feature of the sports management is the increase of the efficiency of
the sports services and, last but not least, the optimization of the results, respectively of the
sports performances.
The management of sports organizations has the role of ensuring the unitary
organization of activities, of coordinating and conducting them according to their goals.
Sports management is required in sports organizations, in active sports, in the
management and administration of sports facilities, and in professional sports which, along
with media promotion, plays a very important role as a form of entertainment with an
impressive number of viewers (increasingl ) as well as sports “consumers”.
METHODOLOGICAL COMPONENTS OF RESEARCH
The doctoral thesis has a pluridisciplinary character (combining knowledge in the
following fields: management, economics, sports, statistics) and has as central objective

solving the scientific problem (the difference of perception regarding the way to organize and
managethe resources of sports clubs/associations). The scientific approach seeks to search
answers to a series of questions that have an incidence/impact on the sports field, implicitly
also on the approached theme:
1. Are there any conclusive solutions to address the management system deficiencies
identified in the field of sports?
2. Do sports associations/clubs ask for financial support to the Ministry of Youth and
Sport?
3. Do additional activities (in sports organizations) take place to attract funds?
4. Do sports managers have specialized studies (managerial)?
5. How is the current sports system appreciated by Romanians and Norwegians?
Research objectives
General objectives:
O1: Identify the extent to which sports clubs/associations managers have
requested/received financial support from the Lottery, specialized federations and other
organizations;
O2: Observing the degree of satisfaction (of the respondents) toward the current
management system in the field of sports in the two states.
Secondary objectives:
O1.1.: Identifying the managers' perception of the request / receipt of financial
support from various national and international organizations;
O1.2 .: Knowing the level at which the sports clubs/associations carries out
manifestations/events to attract funds from various activities;
O2.1: The extent to which managers are satisfied with the situation of Romanian and
Norwegian sports (from a managerial and financial point of view);
O2.2.: Highlighting the perceptiveness of sports clubs and associations’ managers, on
transparency, on economic activities and on information provided to the public.
Research hypotheses
H 1: The rating given by the Romanian and Norwegian respondents to the current
sports management system is in line with the organizational structure of the club and the
country of origin.

H 2: Performing additional fundraising activities varies depending on the country of
origin (of the respondent) and the degree of representation of the club by registered athletes at
the level of international competitions.
H 3: The seniority of sports clubs/associations managers has a positive correlation
with seniority in leadership and seniority in the field of sports.
H 4: There are differences in the perception of the Romanian and Norwegian
respondents over the funding sources they benefited from.
H 5: Norwegians participate and get more involved in sports activities than
Romanians.
Main phases of the scientific approach
Establishment of observation unit and survey unit;
Establishment of general and secondary objectives;
Elaboration of research hypotheses;
Preparation of research (elaboration and submission of questionnaires);
Data collection, analysis and interpretation.
The sample
It consists of 100 managers belonging to sports clubs/associations from the two
countries: Romania and Norway, 50 people from each country.
Type of research. This is part of the direct research category.
The instrument used, the questionnaire, was applied both face to face and by e-mail.
It consists of 24 questions of nominal type, interval and ordinal. There was a blend of closed
and open questions. Initially the questionnaire was pretested on 20 people.
THESIS STRUCTURE
The Doctoral thesis titled “Comparative Analysis between the Managerial System of
Sports Organizations in Romania and Sports Organizations in Norway”stands as a
scientific approach presented on 270 pages, 65 tables, 173 figures, 19 charts, 4 annexes , 126
bibliographic sources.

The present paper consists of: introduction, five chapters, conclusions, personal
contributions, future research directions, research boundaries, and bibliographic references.
The first three chapters address the theoretical notions of essence and detail on the
managerial system in sports organizations (Romania vs. Norway comparative
presentation),the fourth chapter is dedicated to empirical research on the two managerial
systems (the Romanian sports management system and the Norwegian sports management
system). In the fifth chapter, future guidelines and good practice guides for the two systems
were identified/ developed.
Chapter 1.“Specificity of Management in Sports Organizations”is an approach
based on the study of the specialized literature on the evolution of the sports movement
(starting from the et molog of the term “g mnastics” and the evolution of ph sical education
and sports, continuing with the impact of the Enlightenment and the French revolution on
ph sical education, ph sical education and sports’ histor on Romanian and Norwegian
territory) but also of the concept of management in sports organizations (management as a
process, management as a group of people, management as art/science, management as a
system).
Chapter 2. “Romanian Sports Management System Versus Norwegian Sports
Management System” addresses the two managerial systems presenting comparative data for
Romania and Norway, identifying both the role of state authorities in the development of
physical education and sports and the optimal conditions for their development, as well as the
role of the European Union and state policies in the field of sports. The end of the chapter is
dedicated to strategic management in the field of physical education and sports, with
emphasis on the strategy of developing the Romanian sport vs. Norwegian sport.
Chapter 3.“Importance of Financial Management and Marketing within Sports
Organizations” addresses the importance of financial management in sports (starting with the
financing of sports activities in the Romanian and Norwegian system) and marketing (through
SWOT and PEST analysis of sports organizations, parallel between the Romanian and the
Norwegian system).
A preliminary conclusion of the theoretical research undertaken supports the fact that
financial management plays a very important role in the management of all organizations,
whether we are talking about obtaining incomes, or we are referring to non-profit
organizations. It is part of the organization’s management s stem and represents all the
principles, methods, tools and objectives of the organization aimed at positioning the
establishment and use of economic and financial resources.

Chapter 4.“Comparative analysis of the organization and management of existing
resources at the level of sports associations/clubs” is reserved for empirical research, carried
out by combining the two types of qualitative and quantitative research. The tool used to carry
out the research was the questionnaire addressed to managers of sports clubs in Romania and
Norway, and a benchmarking was also performed.
Starting from the questions “Are there any conclusive solutions to remedy the
deficiencies of the management system in the field of sports?, Do sports associations/clubs
request financial support to the Ministry of Youth and Sports?, Do additional activities take
place in the sports organizations for attracting funds?, Do Managers of sports organizations
hold specialized studies (managerial)?, How is the current sports system appreciated by
Romanians and Norwegians?”; the research stages were: the establishment of general and
secondary objectives, the elaboration of research hypotheses, the description of the
observation unit and the survey unit, the preparation of the research (the elaboration and
submission of questionnaires), the data collection, analysis and interpretation, the validation
of the hypotheses. The processing of the data gathered by applying the questionnaires was
done using the IBM SPSS software package, designed to perform advanced statistical
analyses.
By synthesizing the results of the scientific approach, by comparing the Romanian and
Norwegian sports system, from the point of view of quality, the second system (Norwegian)
obtained a higher score on the three levels studied (financing, coaches and athletes, the
transparency of the club and the score awarded to the sports management system), compared
to the Romanian one.
In Chapter 5 there are proposed action lines and good practice guides for the two
management systems in the field of sports in Romania and Norway.
The work concludes with general conclusions, personal contributions, research
boundaries and future research directions.
CONCLUSIONS AND PROPOSALS
The difficult situation in which Romanian sport is today is due to insufficient and
misdirected financing by the decision-making bodies, inadequate assessments and decisions,
outdated and insufficient infrastructure, a decrease in the number of children turning for

sports, the preservation of outdated pedagogical and psychological models , as well as the
absence of a modern philosophy for practicing sports.
According to the latest Eurobarometer published in March 2014 by the European
Commission (Eurobarometer - Sport and Physical Activity), Romania is among the group of
Member States of the European Union with a high percentage of the non-sporting population
or any other form of physical activity.
According to the studies, 60% of the Romanian population does not practice sport at
all.
Research shows that Norwegians exercise or perform sporting activities on a regular
basis.
In Romania there was at one point a system of physical education and sport quite well-
established, but today there are very visible problems arisen in the sport system, caused by
conjunctural factors, including the inexistence of specific laws but especially by the non-
compliance with existing ones.
The system of physical education and sport in Romania is determined by the following
bodies/institutions such as the Ministry of Youth and Sports, the Ministry of National
Education through the General Directorate for Pre-University Education and the Federation of
School and University Sports, the Ministry of Regional Development and Public
Administration through the local authorities, the Romanian Olympic and Sports Committee as
the main non-governmental partner of the Ministry of Youth and Sports, having the role of
harmonizing relations with the recognized sporting structures.
The organization and functioning of the national physical education and sports system
in Romania is regulated by Law 69/1999. The organization of physical education activities
and the practice of sports during pre-university and university education falls under the
responsibility of the Ministry of National Education.
Norway is an active country from all points of view, especially in the segment targeted
by our research, sports. In the current Norwegian society, sports is practiced at all ages, is
accessible and well-accepted by children, adults and seniors. The authorities have made a goal
of promoting the sports movement for good health and all the benefits that come with
practicing physical exercise (sports). The therapeutic aspects and the social implications that
accompany sports are additional reasons for practicing physical exercise in any form of
organization and presentation.

Norway is a country that loves sports, attitude not limited to winter sports, Norwegians
are big amateurs of natation, athletics, gymnastics, handball, but also equitation. These sports
disciplines are studied in school as compulsory subjects.
According to a survey by the Statistical Office of Norwa (Statissk Sentralb r Norge)
on living conditions, in 2016, 83% of the population aged 16+ practice physical exercise at
least once a week. Compared to previous surveys, the level of physical activity among the
population has increased visibly. However, older people are also becoming more active in the
field of sports.
The proliferation of professional events (sports leagues, circuits and events), sports
organizations, private sports clubs and health and leisure centers coupled with the worldwide
explosion of television shows (satellite and cable), sponsors of sports organizations, producers
of sports articles and the media’s desire to present more opportunities for entertainment have
led to the classification of sports at a higher level, becoming a social phenomenon of great
importance.
The year 1861 is also considered the start year of the Norwegian sports due to the
establishment of the sports organization at national level under the name of the “Central
ederation”, now known as the Norwegian Olympic and Paralympic Committee and the
Confederation of Sports (NIF).
Organizational units such as national sports federations, Regional Confederations,
Regional Federations, Sports Councils and Clubs are included in the NIF. National sports
clubs and federations are NIF members.
NI is Norwa ’s largest volunteer organization. Statistics on the evolutions within the
organization are based on achievements in the sports field where each sports club and sports
group annually reports the results (key information).
The Norwegian Olympic and Paralympic Committee and the Confederation of Sports
(NIF) is an umbrella organization that organizes the work of all national sports federations.
According to the annual reports for the years 2013 and 2015 issued by the Norwegian
Olympic and Paralympic Committee and the Confederation of Sports (NIF), there has been a
steady increase in the number of members in recent years. The total number of persons
holding membership (to the committee) in 2015 was around 2 240 143 compared to 2013
when there were registered 2 191 374 persons, namely there was a total increase of about
1,02%.

The strengths at the level of research carried out in Romania:
Managers of sports clubs are predominantly university graduates, some have specialty
studies in the field of sports, physiotherapy, and a large number of managers are graduates of
management courses, with seniority in sports, but also in leadership positions;
Weaknesses at the research level carried out in Romania:
There was a lack of seriousness from some Romanian managers, regarding the
information on the year of establishment of sports association/clubs, the number of registered
coaches and athletes. The Romanian managers did not request support from the Ministry of
Youth and Sports, the Romanian Lottery or other organizations, and they considered it
unnecessary. 100% of Romanian managers said they did not carry out financing activities
(from their own shares). Was identified a lack of partnerships at the economic level, an
indifference toward the sports management system in our country, as well as to the sources of
financing.
The strengths of research conducted in Norway
Managers of Norwegian sports organizations are undergraduate and master degree
graduates, and a large number of them have specialty studies in the field of sports,
physiotherapy, but also graduates of management courses. They also have seniority in sports,
and also in leadership.
More than 70% of Norwegian managers have requested support from the Ministry.
Norwegian clubs undertake actions to raise funds from their own activities: protection during
games, green spaces maintenance;
Weaknesses within Norway
There was a lack of involvement of managers in research activities, they refused to fill
in information on the number of registered coaches and athletes, some Norwegian respondents
did not request financial support from the National Lottery or other organizations. Additional
activities to attract additional funds are limited and do not work with economic agents to
obtain sponsorship. Norwegian respondents have an attitude of indifference toward the sports
management system.
At the end of the research, based on both the results of the specialized studies and the
results of the scientific approach undertaken, there were elaborated guidelines and good
practice guide for the management of the Romanian sports system:
Increase of level of information and education of citizens on the importance of
regular exercise and sport;
Elaboration and implementation of national campaigns promoting table sports;

Information and education of local authorities;
More active involvement of the State in the development of performance and table
sports, not only by drafting strategies, which often remain at the project level but
also in their implementation;
Revitalization of the local and national sports infrastructure through the creation,
modernization and development of the material basis;
Introduction of sports (compulsory) activity at the pre-school level, and in primary
education, 5 hours per week (compulsory/optional);
The use of local sports halls at maximum capacity, throughout the day, but strictly
for sports activities;
Facilitate the access of all social categories to an active life regardless of age,
gender, ethnicity, social status etc .;
Financial motivation of specialists to stop their emigration to more developed
countries;
Continuous training courses for managers, coaches, and sports specialists (courses
that support them, presenting them with the latest news);
A higher insertion of performance athletes after the end of high-level sports life by
integrating them into the labor market as well as “using” them as “resources” in
sports promotion;
Legislation favorable for attracting sponsors;
Improving the information system on programs for attracting financial funds;
Improving the legislation on awarding life annuity to performance athletes (who
have achieved very good results in championships and olympic games).
Best Practice Guide after the Norwegian Sports system model:
Involvement of volunteering in sports, according to the Norwegian model;
Organization of charitable events for attracting funds.
In order to efficiently manage the financial means and attract new funds, a series of
proposals can be formulated:
Development of a well-structured resource allocation system. Thus, a list of well-
defined criteria for the allocation of resources from the state budget should be
made, stimulating moreover, at the level of federations and clubs, the motivation
towards performance. Managers to have the ability to set realistic goals, the
achievement of which leads to attracting funds, thus making the connection
between funding and performance..

Continuity of accessing non-reimbursable funds through operational programs and
identifying and developing new programs. Through these programs, sports
federations have the opportunity to access, on the basis of a project, additional
funds to those distributed from the state budget at the beginning of the year.
Attracting new financial resources from the private environment through private
partnerships, NGOs. The involvement of the private sector in sports has the
beneficial effect of creating a real image capital by associating its name with the
name of a famous sportsman or a federation with tradition.
The close link between sports and tourism is seen as a way of attracting people to
the movement (active tourism), but also an important source of income.
Based on both the results of the specialized studies and the results of the scientific
approach undertaken, there were developed guidelines and a good practice guide for the
management of the Norwegian sports system:
Update/Rehabilitation of local and national sports infrastructure;
Organizing local sports competitions;
Information campaigns;
Introduction of several physical education and sports classes in the school program;
Introducing people and children (who come from disorganized families,
orphanages, emigrants) into a compulsory program to practice sports specific to the
area in which they live;
A higher insertion of performance athletes after the end of high-level sports life on
the labor market;
Improvement by the NIF of the information system on programs for attracting
financial funds;
Better (favorable) legislation for attracting sponsors;
State intervention for financial support of small and medium-sized clubs.

It is recommended to improve the selection system and talent identification.
In order to efficiently manage the financial means and attract new funds, a series of
proposals can be formulated:
Development of a well-structured resource allocation system;
Continuouity of accessing non-reimbursable funds through operational programs
and identification and development of new programs;

During the elaboration of the present scientific research, from the point of view of the
analyzed issues, the significant contributions of the author are presented as follows:

presentation of the evolution of the sports movement, starting from the etymology
of the term “g mnastics” and the evolution of ph sical education and sports;
identification of the impact of the Enlightenment and the French revolution on
physical education;
presentation of the history of physical education and sports, starting from the
emergence of Sports Organizations to the current stage of sports, both on the
territory of Romania and in Norway;
analysis of the concept of management in sports organizations, by approaching
management as a process, as a group of people, as art/science and as a system;
identification of the role of management in sports and the management methods
used within sports organizations;
systematic approach of the sports organizations’ management, with an anal sis of
the characteristics of the sports organization seen as a system, but also of the
specificity of sports organizations.
6. Contributionsto the analysis of the Romanian sports management system
versus the Norwegian sports management system:
identification of the role of state authorities in the development of physical
education and sports and in ensuring optimal conditions for their development;
presentation of the Romanian vs. Norwegian sports management system in terms
of organization and functioning, but also of the problems they encounter;
identification of the Romanian vs. Norwegian sportsdevelopment strategy;
presentation of the role of the European Union and state policies in the field of
sports.

marketing in sports organizations
defining the concept of financial management;
presenting the objectives and tasks of financial management;
analyzing the financing sources of sports structures;
identifying the role of marketing in sports organizations by carrying out SWOT
and PEST analyses of sports organizations. Parallel between the Romanian and the
Norwegian system.
8. Contributions on the research in comparative analysis of the organization and
management of existing resources at the level of sports associations/clubs (in the
two countries):
elaboration of the appropriate methodological framework for studying the
management system in sports organizations;
establishment of the general and secondary objectives in accordance with the
studied topic;
elaboration of the research hypotheses, based on the established objectives;
design of questionnaire addressed to managers of sports clubs from Romania and
Norway;
performance of a benchmarking to highlight the quality of sports systems;
process, analyse and interpretation of results obtained by applying the
questionnaires;
verification of hypotheses;
drawing conclusions and proposals based on the results obtained.
FUTURE RESEARCH LIMITS AND DIRECTIONS
Research limits
Considering that the results obtained in the undertaken research were based on the
answers received from managers of the sports clubs from Romania and Norway, we can
consider them as limitative.
In developing the research, the main difficulties encountered relate to:

The extent/complexity of the chosen research theme;
Limitation of access to data on sports organizations in Romania and Norway;
Limitation of the sample to sports club managers.
The results obtained are based on responses that constitute personal perceptions of
sports club managers, thus increasing the degree of subjectivity of the research.
Future guidelines for research and action
For this reason, the future guidelines of research, based on the scientifically elaborated
present, materialize in:
expanding the observation unit and the survey unit, so that the results obtained
reflect a general trend in the management system within sports organizations;
developing a new methodology, applying a variety of methods in order to reduce
the degree of subjectivism but providing information on the tendency of evolution
of the analyzed issue;
conducting a comparative study between management systems in Romanian vs.
international sports organizations.
