Abstract: This work contains an extended presentation of the metropolitan area, from the geomorphological,

hydrographical and hydrological points of view. The map of the forms of relief is presented with the same purpose. From the presentation of these data results the preliminary framing in one of the geotechnical categories. At the end, a correlation is made between the forms of relief and the geotechnical characterisation of the foundation terrain. All these data lead to the general conclusion that the geotechnical parameters of calculus and they are founding conditions are strictly local and they are individual for every geomorphological unit and location.

Rezumat: Reducerea pierderilor de caldura prin elementele de constructii este necesara pentru a creste eficienta

energetica a unei cladiri si are ca efect reducerea poluarii si reducerea costurilor necesare întretinerii cladirilor. În acest context activitatea de cercetare din industria constructiilor manifesta o permanenta preocupare spre extinderea paletei materialelor cu un factor cât mai rid icat de izolare termica.

Abstract: An essential element of the sustainable development of constructions is the promotion of efficiency and the

rational use of energy. As the specific heat consumption and the consumptions involved in the hot water preparation in Romania are rather double compared to the ones found in the Western countries of the European Union, it seems of outmost necessity that special programmes designed for the increase of the energetic efficiency of buildings should be developed.

The reduction of heat loss through the construction elements is necessary in order to increase the energetic efficiency of a building. The paper presents one student hostel before and after thermal rehabilitation, along with the solution adopted and the economical study performed in order to sustain the execution of the constructional works. The solutions adopted referred to the improvement of global thermal resistance of the envelope elements and to building a local heating station with great performances, in order to reduce the pollution and the energy loss. The paper presents the heat loss calculation and the building energetic certificate for an old refurbish building (student hostel) and for new commercial center “Iulius Mall” from Timisoara.

politiques et culturelles propres aux pays et aux nations qui se sont eliberées des empires en décomposition, conditions qui ont caracterisé l’Europe a la fin du XIX-éme siècle et au commencement du XX-ème. La personalité et l’architecture de Paul Smarandescu, D.P.L.G. à Paris sont remarcables. Il a été fortement lié à l’effort de retravailler et interpreter les formes architecturales du passé dans un esprit moderne . Il a réalisé un volume remarcable de batiments très divers, des bureaux,des sièges de banques, des hotels et casinos,des écoles et de plusieures dizaines de maisons et villas a Bucarest, a Sinaia, presque partout dans le “ Vieux Royaume”. Pour certains d’entre eux il a conçu des pièces de mobilier ou des ensembles complets. Participant a des concours d’architecture et d’urbanisme il a gagné, plus d’une fois des prix. Toute cette carière a été accompagné du professorat a l’Ecole Supérieure d’Architecture et de multiples responsabilités, au plus haut degré dans La Société des Architectes Roumains, dans les Ministères etc. Le but de l’auteur est de restituer cette personalité aux professionels et au public, effacer l’ignorance qui l’entoure.

STABILITY AND DYNAMIC PROBLEMS IN THE BEHAVIOUR OF LIGHTWEIGHT STRUCTURES

Rezumat: Începând cu anii 90’ se constata importul masiv al unor constructii usoare din Europa occidentala, având

performante de „second hand”. Pentru actiunea de remontare pe amplasamente din România, de regula, proiectantii se limiteaza la o activitate de reproiectare a fundatiilor, în functie de terenul de fundare existent. Astfel, se accepta ca aceste structuri corespund cerintelor de siguranta si confort în exploatare. În realitate, expertizele efectuate asupra unor astfel de structuri releva necesitatea unor consolidari structurale atât pentru probleme de stabilitate cât si pentru corectarea raspunsului dinamic din actiunea vântului. În lucrare autorii prezinta problematica expertizarii si consolidarii structurilor usoare, în ceea ce priveste stabilitatea si rezistenta la actiuni statice si dinamice, corelate cu aspectul economic implicat de aceste lucrari.

Rezumat: Odata cu integrarea României în Comunitatea Europeana protectia mediului si economia de energie au devenit

domenii prioritare. La nivelul standardelor si normativelor au fost adoptate norme si standarde europene de referinta ca standarde românesti. Fondul locuit existent în Romania a fost construit în mare parte în perioada 1960 – 1989, fara adoptarea unor solutii de izolare termica eficienta. Utilizarea constructiilor de peste 30 de ani fara reparatii capitale a condus la aparitia unor degradari în special la nivelul finisajelor datorita aparitiei condensului. În Romania se desfasoara un program guvernamental pentru reabilitarea termica a blocurilor de locuit construite înainte de 1989. Investitia pentru reabilitarea termica a cladirilor se face cu finantarea a 50% din valoarea investitiei de catre guvern si a 50% de catre proprietari. Fiecare cladire urmeaza sa fie expertizata energetic, în vederea acordarii certificatului de performanta energetica. Lucrarea prezinta situatia fondului de locuit din Romania, evolutia normativelor si cerintelor privind rezistenta la transfer termic pentru elementele anvelopei si tendintele noi privind realizarea unor constructii durabile. În final se prezinta solutiile de izolare termica adoptate pentru executia centrului Comercial Iulius Mall din Timisoara (~80.000m2).

Abstract: Today the realization of modern positioning services it is based on new satellite technologies as GNSS

(Global Navigation Satellite System) including mainly GPS (USA), GLONASS (Rusia) and in the future GALILEO (Europe). The transition from post-processing position determination based on GNSS, to real time positioning requires the establishment of regional, national or local augmentation systems. These augmentation systems provides to the users the additional information (“differential corrections”) in order to achieve in real time decimeter or centimeter level positioning accuracies. Function of the accuracy level there are realized DGNSS (Differential GNSS) and RTK (Real Time Kinematic) augmentation services. Based on the Central and East European initiative supported by Germany since 2002, the realization of the EUPOS (European Position Determination Service) it is one of the most important European project concerning the GNSS technology. The project have as objectives the realization of one uniform position determination systems with a coverage of 25% of EU and 60% of Europe. Members of the EUPOS cooperation are Bosnia and Herzegovina, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russia, Serbia, Slovakia, Ukraine and advisory the German States Berlin and Hamburg. Slovenia has an observer status. Starting with 2003, Romania participate to this initiative by National Agency for Cadastre and Land Registration (NACLR). Since 2006 a special project INTERREG IIIC supported by EU it is dedicated to EUPOS. The Romanian part of the EUPOS providing DGNSS, RTK and Geodetic (postprocessing) services named ROMPOS (Romanian Position Determination) will be realized until the end of 2008 by NACLR.

Rezumat: Constructia structurilor multietajate a dus la dezvoltarea sistemelor structurale utilizate. Amplasarea acestor

tipuri de cladiri în zone cu seismicitate ridicata necesita o buna cunoastere a procedeelor de calcul si dimensionare pentru a controla comportarea cladirilor proiectate. Datorita cerintelor arhitectural functionale în principal cladirile înalte au la parter deschideri mari care deservesc spatii comerciale. Lipsa pertilor structurali de la parter are ca si consecinta o diferenta de rigiditate respectiv o capacitate de forfecare redusa între acest nivel si nivelele superioare. Utilizarea sistemelor duale îmbunatateste semnificativ comportarea cladirilor înalte multietajate. Lucrarea prezinta o sinteza a cunostintelor pe plan national si international în ceea ce priveste utilizarea sistemelor cu pereti structurali compusi otel beton.

Abstract: Present paper is searching the answer if there can be a significant difference using lightweight aggregate

concrete (LWAC) in Hungary where it is not typical for monumental civil engineering structures, and especially for loads as well as wind-storm, earthquake or influence of sea water. Three examples are studied in the present paper. The first is a model structure, a mini-bridge between two parts of a building. Two versions were compared one with normal weight concrete (NWC) and another with LWAC. For the cross-sectional design of this bridge a special cost optimalization method was used. The second is a real highway bridge and its version with LWAC superstructure.

Finally, reconstruction possibilities for a city bridge (with highway, bicycle and pedestrian traffic) are presented. Examples were analysed with respect to quality and quantity of building materials and feasibility from technical and economical aspects, too.

Rezumat: Lucrarea prezinta rezultatele obtinute în urma efectuarii unor determinari experimentale efectuate asupra unor

retete de betoane autocompactante destinate realizarii structurilor prefabricate. Parametrii luati în considerare s-au referit în principal la compozitia betonului. În atentia colectivului au fost sase compozitii care au diferit între ele prin: tipul de agregate, componenta partii fine folosite si adaosul de fibre metalice. Aceste tipuri de compozitii se aseamana cu determinarile experimentale recente din literatura tehnica de specialitate. Pentru a optimiza cantitatea de determinari experimentale au fost pastrate relativ constante urmatoarele caracteristici ale compozitiei: dozajul de ciment (~480kg/m2), tipul de superplastifiant (Glenium), dozajul de agregate (0/3 si 4/8), raportul apa/ciment (~0.4).

Abstract: The paper presents just a part of the research made by our staff for establishing the energetic performance of

windows, doors and shutters. In this paper is presented some of the results obtained for the study upon the thermal performance of windows filled with different gases: air, argon, SF6, Krypton, and Xenon. The results refers to windows with two and three glass window, untreated or with thermal reflectional treated surfaces, with emittances between e = 0.8 up to e = 0.03. The automaton calculus program “FEREASTRA”(“WINDOW”) was used for establishing the thermal performance. This expert system of analysis for windows and doors, permits the analyze for various constructional solutions. The purpose is the optimization of its structures for better knowing of its behaviour and for a better energy economics.

Abstract: The present paper analyses the reinforcement solutions for a concrete frame structure. Because the owner

intended to change the destination of this building, it must be multi-storied and refitted. The structural analysis was based on the modeling with finite elements, determination of vibration modes, so this study permitted to find out the weak zones of the structure. Finally the authors propose some necessary measures with an active view on the efficient antiseismic protection of the multi-storied building.

Metodei Elementelor Finite le presupune. Se poate spune cu certitudine ca, in analiza inginereasca moderna, destul de rar se intampla ca un proiect sa nu fie modelat si cu ajutorul Elementelor Finite. Avand in vedere acest fapt, pentru a putea avea incredere in rezultatele obtinute este deosebit de importanta cunoasterea atat a erorii solutiei aproximative data de analiza cu Elemente Finite cat si a ordinului de marime al acesteia. Pentru a putea insa determina erorile, primul pas si cel mai important este acela al cunoasterii provenientei acestora. Pe parcursul lucrarii se vor analiza etapele care trebuie urmate in utilizarea Metodei Elementelor Finite, discutandu-se, pas cu pas, care etape sunt generatoare de erori si ce tip de erori presupun (erori umane, erori date de calcul etc.)

functionality, from a single image acquired with a completely uncalibrated camera(e.g. a historic or construction photography). In the proposed approach, the five camera intrinsic parameters are directly representing from the image of the absolute conic (IAC) and the recovering procedure is based on some prior knowledge on camera's aspect ratio from a user-predefined values domain (i.e. one independent quadratic constraint on IAC) and building geometric

properties (i.e. four independent linearly constraints on IAC). This new stratisfied self-calibration method, despite the fact that it is an iterative one, is experimentally shown to be advantageous over traditional zero-skew-based calibration mathods, when historic or construction on-site, completely uncalibrated photography, is concernt. The method is of interest for architecture, photography-based construction progress control, archaeology, single image metrology, reverse engineering and virtual reality. Also, the proposed approach, in principle, can be used in any vision problem where camera self-calibration is involved, either for enhancing robustness or removing ambiguities.

Abstract: The aim of the paper is to present the study conducted at the Romanian Orthodox Cathedral in Ghelari,

Hunedoara District. The construction works started in 1939 with: the selection of the location, works for the consolidation of the foundations, elevations and of the foundation ground in the area, in the ’80, partially done. Ghelari is a commune in the district of Hunedoara, situated at an altitude of 760m, in the Massif Poiana Rusca. The soil is made of iron ore, siderite in depth and brown iron ore at the surface. The iron ore extraction goes back in time to the Geto-Dacians. The mine Ghelar-Est was founded in 1969. The valleys are dry; the water level is under the bottom level- approx. 500m. The top level is at approx. 200m. The water lenses have 5-to- 5 m depth. The damages at the Orthodox Cathedral are caused by the land subsidence in the area of the commune Ghelar. The phenomenon is caused by the mining exploitations works and the incomplete filling of the mine galleries. The intervention studies conducted aimed to find a solution to stabilize or to attenuate the subsidence phenomena, by consolidating the building to increase the load bearing capacity for different subsidence levels at the cathedral built surface.

TEHNOLOGIA DE REABILITARE STRUCTURALA A UNEI CLADIRI

Facultatea de Constructii din Timisoara Abstract: Once the new norms come into force in the domain of masonry i.e. the Seismic Code P100- 2006 and CR6 -

2006 and SR EN Standards, there is the need for the structural rehabilitation of the buildings in the public patrimony. The aim of the interventions is to increase the safety degree of the use of the building and to extend the initial life time.

The paper presents the consolidation solutions for an administrative building from the patrimony of USAMVB Timisoara, situated near the locality Voiteg, which considered to be in the seismic protection-zone C. The main interventions are to be done at the floors and at the roof of the building. The structural rehabilitation is accompanied by the improvement of the building utilities. This was designed and built around the year 1920, in compliance with the norms in force at that time, and is part of a building assembly of the German School of Agriculture and Food Industry. The rehabilitation works are in the execution stage. The works also include technological consolidation phases.

Abstract: Bitmap images that are device-independent are files with BMP extension, and they have four components: the

heading of the file, the heading for bitmap, the colour table and image data. The loading of these components in the memory is provided by the instantiation of the Cdib class. The image display requires the usage of a device context that allows its reproduction on any display device. The device context is a GDI object (Graphics Device Interface) that establishes a relationship with the graphical functions and the drivers of the display device. DIB images that are black and white, with weak features and have a reduced contrast are improved through a non-linear transformation that provides a uniform distribution of the grey levels. The new grey levels being more different among them, will determine a better definition of forms and contours belonging to the objects present in these images.

“Onisifor Ghibu”, Oradea Rezumat: Imaginile digitale sunt reprezentari discrete ale imaginilor naturale corespunzatoare. Majoritatea imaginilor au

forme dreptunghiulare, asemenea imaginilor fotografice conventionale. În aceasta lucrare sunt prezentate exemple practice a modului în care se poate folosi entropia multistagiu pentru reducerea informatiei în imagini digitale BW. Utilizând functia de entropie a histogramei imaginii 2D se pot crea imagini care se preteaza la analiza si segmentarea bazata pe obiect.

Rezumat: Este cunoscut faptul ca producerea datelor geografice spatiale reprezinta o investitie costisitoare. De aceea

este necesar ca acestea sa fie elaborate pe baza unor norme, realizate în concordanta cu tehnologiile actuale utilizate în domeniul cartografiei digitale. Problema este importanta la nivel national, pe de o parte datorita multitudinii de produse software utilizate de firmele de specialitate, iar pe de alta parte neconcordantelor privind modul de reprezentare. Aceste diferente inerente se reflecta în gradul de detaliere din cadrul produsului cartografic digital, în organizarea pe straturi a obiectelor, în alegerea atributelor caracteristice ale acestora, etc. Aceste norme ar trebui concepute astfel încât seturile de date spatiale sa fie interoperabile la nivel national si de asemenea în cadrul Uniunii Europene. În acest sens trebuie luate în considerare aspecte legate de dezideratul realizarii Infrastructurii Nationale de Date Spatiale si integrarea acesteia în infrastructura de date spatiale europeana în concordanta cu cerintele Directivei INSPIRE. Necesitatea acestor norme este justificata si de solicitarile organizatiilor de stat si private din domeniu pentru crearea unui cadru normativ care sa le ghideze activitatile. Prin urmare, Agentia Nationala de Cadastru si Publicitate Imobiliara (ANCPI) a considerat prioritara constituirea unui grup de lucru în care sa fie implicati specialisti din cadrul Directiei de Geodezie si Cartografie, ANCPI care, împreuna cu cadre didactice de la Facultatea de Geodezie, sa realizeze proiectul unor norme de cartografie digitala pentru planuri la scari mari 1:500, 1:1000, 1:2000. La realizarea acestor norme trebuiau avute în vedere standardele si reglementarile internationale existente. În prezent, proiectul elaborat este în faza finala fiind integrate si observatiile si completarile institutiilor si firmelor din domeniu, în ideea îmbunatatirii si simplificarii continutului prevazut pentru produsele cartografice digitale.

calculation elements regarding the functioning of this coupling between the wind turbine and the electrical generator. The technical system presented herein, consist of the turbine rotative element and the generator rotative element. The paper presents the calculation method regarding the coupling system, the braking system as well as the functioning of the system under stipulated conditions, where the equalization of the angular speeds the two elements is made at the ? n nominal value, where the moment of load MM is equal to the braking moment MR. The presence of an overload in its functioning requires the determination of a nominal angular speed equal with ?n”<? n’. If the value of overcharge moment exceeds the value of coupling moment, the coupling slides, working as a safety coupler.

S-au obtinut urmatoarele date semnificative: COP – climatizare = 5,5; COP – încalzire = 4; Puterea nominala necesara pt încalzire = 9,4 kW; Puterea nominala necesara pt climatizare = 13,6 kW; Energia electrica consumata pt încalzire = 5,8 MWh; Energia electrica consumata pt climatizare = 4,7 MWh.

which is involved in the process of an evaluation of accuracy, reliability and repeatability of the measurements. Statistics operates with a lot of tools of a quality evaluation that are mainly intended for a manufactured production process. In the paper, we can show an application of a statistical process control in the geodetic field, which is aimed to regulate and improve quality during the whole production process.

Universitatea Tehnica de Constructii Bucuresti Abstract: The transport area plays an important part in the transition and development of the Romanian economy and

also in the alignment process to the standards of the European Union and neighborhood countries. In the context of Trans European Network (infrastructure networks for goods, services and human transport in Europe), in the last years were set up important projects for rehabilitation, the purpose being the improvement of the traffic conditions, the recovery of the railway and road systems and also the improvement of the transit facilities on the waterways. Among these we can mention the SITRAD Project (Topo-Hydrographic Intelligent System for the improvement of the fluvial navigation in Romanian Danube area). The project follows the development of an intelligent system on Danube for navigation monitoring and control. The research starts from the development necessity of a common reference system in agreement with the systems adopted on European plan, in which will be unified all geodetic and non-geodetic data. In this article will be presented an analysis of the existing reference and projection systems which have been used in the Romanian Danube area to create topographical and hydrological maps.

Rezumat: Rolul topografiei în arheologie nu se rezuma numai la întocmirea unor planuri topografice ale siturilor

arheologice. Planul topografic reprezinta un instrument de lucru si nu un scop în sine. Scopul este reprezentarea în ansamblu a unui sit arheologic, în toata complexitatea lui. Pe lânga suprafata si natura reliefului, în investigatiile de topografie arheologica se pune accent si pe separarea microformelor de relief antropogen de cele naturale, pe extinderea si grosimea stratului de cultura, reconstituirea paleomediului si a asezarilor, etc. În lucrare sunt prezentate aspecte specifice privind realizarea Suportului topografic si a GIS-ului aferente sapaturilor arheologice sistematice în Zona Valisoara jud. Hunedoara.

The Mineral Resources and Environment Faculty North University Baia Mare Rezumat: Vântul si însorirea neuniforma provoaca oscilatii respectiv miscari diurne ale structurilor, cunoasterea

caracteristicilor (raport cauza –efect, viteza, acceleratie, amplitudine) fiind indispensabila pentru prevenirea degradarii sau distrugerii constructiei. Lucrarea îsi propune sa prezinte proiectantilor si executantilor de strcturim de constructii posibilitatile actuale de masurare topografica a oscilatiilor sub efectul vântului sau a exploatarii si a miscarilor lente, diurne, sub efectul însoririi neuniforme si propune câteva sisteme manager de monitorizare a acestor fenomene inerente, ce privesc comportarea structurilor reale. Principala concluzie a lucrarii este ca, fara a cunoaste parametri comportarii reale a unei structuri proiectate si executate, nu este posibila validarea solutiei de proiectare folosita si cu atât mai mult perfectionarea acesteia.

PRELIMINARY RESULTS OF ADVANCED PULL-OUT TEST FOR NEAR SURFACE MOUNTED FIBER

Budapest University of Technology and Economics Abstract: Strengthening of structures is a complex task. Different systems can be used in order to utilize the fibre

reinforced polymer (FRP) in the most efficient way. Near surface mounted (NSM) reinforcements have many advantages vs. externally bonded reinforcements (EBR), i.e. the larger bond surface induces better anchorage capacity, it provides higher resistance against peeling -off, therefore a higher percentage of the FRP tensile strength can be mobilized. Previous experiments showed an improved ductility, with a preferable composite action, and ultimate load development more independent from concrete surface tensile strength. In NSM applications, the FRP has an improved protection against freeze/thaw cycles, elevated temperatures, fire, ultraviolet rays and vandalism due to the reinforcement surrounded by concrete. We developed an advanced pull out test-setup in order to investigate the applicability and bond behaviour of CFRP strips in NSM applications. For the preparation of the test specimens, a middle grade concrete was used, the FRP had medium elastic modulus and it was applied with a usual epoxy adhesive recommended by the FRP producer. Test variables of the preliminary tests were FRP bond length and groove size.

Abstract: Some regions in Romania experience almost every year the drama of heavy flood events. National and local

programs targeting hazard risk mitigation and emergency preparedness have been started. An important aspect of the flood defence component consists in the preparedness in time of flood maps for sensitive areas. This complex task involves interdisciplinary cooperation between national and private companies. Decisive for elaboration of adequate flood defence strategies and plans is the flood mapping task. The progresses registered during the last years in hydroinformatic create conditions for powerful and efficient applications on this field. The GIS extensions of the hydrodynamics models make possible large scale studies for delimitation of sensitive areas. A few runoff models have capabilities to make primer estimations in this direction. On the next step, detailed studies for interest areas, through 1D/2D, models can give more precise information concerning the flooded surfaces. Classical one-dimensional (1D) models can be used – conditioned - for flood mapping in areas with unstructured relief. The big success of the 2D models (almost state of the art) is based on the large application in almost any type of relief and on the high resolution of the results. Last but not least 2D models are delivering information’s about habitat conditions. More specific aspects concerning 1D and 2D models are presented.
