Dacă aga şi spătarul sunt şefii structurilorde început cu atribuţii poliţieneşti, primul steagal Agiei Bucureştilor a fost înmânat în 1822 agăiMihăiţă Filipescu, de către domnitorul Grigore alIV-lea Ghica. Confecţionat din mătase, steagulavea reprezentată icoana Bunei Vestiri, sărbătoareadoptată, din anul 2002, drept Ziua PoliţieiRomâne.

Prima uniformă de poliţie a fost reglementatăde către domnitorul Ţării Româneşti, Gheorghe

Bibescu, la 31 decembrie 1844. Se numea ,,uni-forma mare’’ şi se purta la ceremonii şi zilesolemne. ,,Uniforma va fi din postav albastru,scurtă ca fracul, cu gulerul drept, tăiat dinainte şicu şnur împrejur’’. Pantalonii erau croiţi tot dinpostav albastru. Brâul în culorile tricolorului(roşu, galben, albastru), se termina cu ciucuri.Comisarul era încins cu o sabie şi purta pe cap opălărie în trei colţuri.

Prima lege organică a Poliţiei şi un punct dehotar pentru această instituţie este Legea pentruorganizarea Poliţiei generale a statului (LegeaVasile Lascăr) din 1903, care conţinea o serie deprincipii înnoitoare: apolitismul funcţionarilor,stabilitatea în serviciu şi condiţii obligatorii destudii.

Creată la 25 martie 1908, prin contribuţiahotărâtoare a marelui om de stat Ion I.C. Brătianuşi a directorului general Ion Panaitescu, Direcţia

Poliţiei şi Siguranţei Generale (D.P.S.G.) era in-

stituţia corespunzătoare astăzi I.G.P.R. O nouăorganizare a poliţiei noastre s-a impus dupăUnirea din 1 decembrie 1918, în condiţiile extin-derii administraţiei ţării noastre. Existau 71 poliţiiale oraşelor de reşedinţă, 94 poliţii orăşeneşti,105 poliţii de gări, frontieră şi porturi, 85 de ser-vicii şi brigăzi.

În anul 1929 se adoptă o nouă lege a poliţiei(Legea Alexandru Vaida-Voevod), prin care, înesenţă, se va organiza poliţia până după cel de-aldoilea război mondial. Direcţia Generală aPoliţiei era condusă de un director general şi deun subdirector şi era organizată cu trei direcţiuni(Poliţia Administrativă, Poliţia Judiciară şi Poliţiade Siguranţă), Corpul Detectivilor, Biroul Jan-darmeriei (pentru ţinerea legăturii între poliţia ur-bană şi cea rurală, asigurată de jandarmi) şi In-spectoratul Gardienilor Publici. Cât priveşte te ri -toriul, exista Prefectura Poliţiei Bucureşti, 7 in-spectorate regionale de poliţie (Ploieşti, Iaşi,Cernăuţi, Chişinău, Cluj, Timişoara şi Craiova),chesturi de poliţie în municipii şi sectoarele capi-talei, poliţii în oraşele reşedinţă de judeţ, comi sa -riate sau detaşamente în celelalte oraşe, în por-turi, gări, puncte de trecere a frontierei şi unelecomune rurale.

Poliţia Română a devenit membru fondator alComisiei Internaţionale de Poliţie Criminală(C.I.P.C.), precursoarea INTERPOL-ului, încădin 1923. Ca o recunoaştere a capacităţii sale, înperioada 7-12 iunie 1938, România a găzduit laBucureşti al XIV-lea Congres al C.I.P.C.

La 25 ianuarie 1949 s-a înfiinţat miliţia, insti-tuţia fiind transformată în poliţie după 22 decem-brie 1989.

Poliţia Română este, astăzi, capabilă să-şi în-deplinească menirea conferită de lege, apropiatăcetăţeanului de rând, ancorată în viaţa cotidiană aţării, membră în organizaţii internaţionale, par-ticipând la organizarea şi desfăşurarea unor ope -raţiuni complexe, manifestări, simpozioane,schimburi de experienţă.

If “Aga” and “Spătarul” are the chiefs of theearly structures entrusted with police responsibilities,the first flag of the Bucharest Agie was handed to Mi-haiţă Filipescu aga in 1822 by the ruler Grigore Ghicathe fourth. Made from silk, the flag had a representa-tion of the Annunciation icon, celebration adopted

since 2002 as the official day of the Romanian Police.The first police uniform was established by

Gheorghe Bibescu, the ruler of the Romanian Countryon the 31st of December 1844. It was called the greatuniform and it was worn during ceremonies andsolemn days. The uniform was made of blue cloth,short like the tuxedo, with pre-cut straight collar andwith a lanyard around. The pants were tailored fromblue cloth. The girdle which was made like theNational Colours (red, yellow, blue) ended in tassels.The commissioner was wearing a sword and on thehead wore a three corner hat.

The law for organizing the General State Police(The Vasile Lascăr Law) from 1903 represented thefirst organic law of the Police and also a milestone forthis institution which contained a series of renewingprinciples: apoliticism of the officials, the stability inthe service and obligatory conditions of studies.

Created on the 25th of March 1908 through thedecisive contribution of the great man of state Ion

I.C. Brătianu and the General Director IonPanaitescu, the Police Directorate and General Safetywas the institution correspondent to today’s GeneralInspectorate of Romanian Police. After the Unifica-tion from the 1st of December 1918, a new organiza-tion of the police was imposed based on the expan-sion of our country’s administration. There were 71Police Departments of Residence Cities, 94 Munici-pal Police Departments, 105 Train Station border andharbours Police Departments, 85 services andbrigades.

A new police law is adopted in 1929 (The AlexandruVaida-Voievod Law) witch, in essence, will organizethe Police until after the Second World War. TheGeneral Police Directorate was coordinated by aGeneral Director and a sub director and was orga nizedin three Directorates (Administrative Police, CriminalPolice and Security Police), The Detectives Corps,The Gendarmerie Bureau (for maintaining a connectionbetween the urban police and the rural police, whichwas assured by the gendarmes) and the Inspectoratefor Public Guardians. As for the territory, there wasthe Prefecture of Bucharest Police, 7 Regional PoliceInspectorate (Ploieşti, Iaşi, Cernăuţi, Chişinău, Cluj,Timişoara şi Craiova), Police Stations in the cities anddistricts of the capital, Police Departments in thecounty residence, Commissariats or Detachments inother cities, ports, train stations, border crossing pointsand some rural areas.

Romanian Police became a founding member ofthe International Commission for Criminal Police(C.I.P.C.), precursor of INTERPOL, since 1923. As asign of demonstrating its capacity, between the 7th and12th of June 1938, Romania hosted at Bucharest the14th C.I.P.C. Congress.

The Militia was established on the 25th of January1949, which later turned into the Police on the 22nd ofDecember 1989.

Today, the Romanian Police is capable of accom-plishing its legal responsibilities, in the service of allcitizen, anchored to the country’s realities, member inthe international organizations, taking part at complexoperations, as well as workshops, conf erences and ex-pertise exchanges.

The Romanian police officer is a real professional,demonstrating its contribution towards guaranteeinghuman rights.

Sărbătorim astăzi 192 de ani de tradiţie şi continuitate a activităţiiPoliţiei Române în slujba cetăţenilor.

De-a lungul celor aproape două secole de existenţă, această instituţiea jucat un rol fundamental în apărarea statului de drept, constituind unuldin principalii furnizori de ordine şi siguranţă publică.

Un stat puternic se bazează pe ordine şi respect faţă de lege. De multe ori, aceste valori nu se impun cu uşurinţă. Ele sunt rodul

unor bătălii pe care dumneavoastră, poliţiştii, le purtaţi zilnic cu cei caredispreţuiesc şi încalcă aceste principii.

Prin activitatea desfăşurată, conferiţi cetăţenilor un puternic senti-ment de siguranţă, ajutându-i să-şi trăiască viaţa de zi cu zi fără a resimţiameninţările ce le pot afecta viaţa, sănătatea sau bunurile.

Românii cunosc şi apreciază eforturile pe care le faceţi pentru a leoferi siguranţa de care au nevoie. Ei aşteaptă ca dumneavoastră să văfaceţi, în continuare, datoria cu profesionalism şi responsabilitate.

Realităţile lumii moderne impun Poliţiei şi poliţistului de astăzi o im-plicare totală în activitatea de apărare a statului de drept şi o deplinăasumare a rolului pe care îl au în comunităţile locale.

Doar astfel puteţi îndeplini obiective precum creşterea gradului desiguranţă publică sau cel al consolidării încrederii populaţiei în Poliţie.

Numai prin dedicare şi profesionalism, reducerea fenomenului in-fracţional şi îmbunătăţirea calităţii serviciului poliţienesc pot deveni re-alităţi ale societăţii româneşti.

În 2013 siguranţa cetăţeanului a ajuns la cel mai ridicat nivel din ul-timii cinci ani, un fapt atestat atât de statistici, cât şi de realitatea străzii.

Pentru prima dată în ultimii zece ani, criminalitatea de natură judi-ciară nu mai înregistrează creşteri, ci cunoaşte o reducere importantă.

Mai mult, siguranţa rutieră este marcată de o adevărată premieră a ul-timelor două decenii, prin reducerea semnificativă a riscului rutier.

Sunt convins că fiecare dintre dumneavoastră cunoaşte şi se mândreştecu aceste reuşite. Ele sunt dovada incontestabilă a modului profesionist şiresponsabil în care aţi înţeles să vă faceţi datoria.

Pentru aceasta, vă mulţumesc şi vă felicit! Ştiu că nu a fost uşor să ajungeţi aici şi că aceste realizări nu ar fi fost

posibile fără dedicarea şi eforturile dumneavoastră. Dar mai ştiu şi fap-tul că multe dintre acestea sunt rodul sacrificiului suprem făcut de cei pecare cu mândrie îi numim eroi ai Poliţiei Române.

Lor le datorăm recunoştinţă şi respect! De aceea, vă cer tuturor celor ce slujiţi această armă să onoraţi, prin

tot ceea ce faceţi, memoria colegilor căzuţi la datorie. Vă cer să fiţi la fel de prompţi în protejarea cetăţenilor, a vieţii,

sănătăţii şi a bunurilor acestora şi să nu vă abateţi de la principiul centralce vă călăuzeşte activitatea: LEGEA!

For nearly two centuries of its existence, this insti-tution has played a key role in defending the rule oflaw, constituting one of the leading providers of publicorder and safety.

A powerful state is based on order and respect forlaw.

Many times these values cannot be easily imposed.They are the result of battles that police officers haveevery day with those who despise and violate theseprinciples.

Through your work, you give citizens a strongsense of safety, helping them to live their daily liveswithout experiencing the threats that can affect theirlives, health or property.

Romanians know and appreciate the efforts youmake to provide the safety they need. They expect youto perform your duties with professionalism andaccountability.

The realities of the modern world require today’spolice and police officer the total involvement in thedefence of the rule of law and the full assumption of therole they have in local communities.

You can therefore accomplish such goals asenhancing the public safety and strengthening publicconfidence in the Police.

Only through dedication and professionalism,reducing crime and improving the quality of policeservice can become realities in Romania.

In 2013 citizen safety has reached the highest levelwithin the last five years, a fact which is proved both bystatistics and by the reality of the street.

For the first time within the last ten years, judicialcrime does not increase but experiences significant re-duction.

Furthermore, road safety is marked, for the firsttime within the last two decades, by a significantreduction of the road risk.

I strongly believe that each of you knows and feelsproud of this achievement. This is an unquestionableproof of the professionalism and accountability of yourservice.

For this, I thank you and congratulate you!I know it was not easy to get here and that these

achievements could not have been possible withoutyour dedication and efforts. But I also know that manyof them are the result of the supreme sacrifice made bythose who could be proudly called the heroes of theRomanian Police.

We owe them gratitude and respect!Therefore, I ask you all who serve the Police to

honour, through everything you do, the memory ofyour colleagues who died in the line of duty.

Ne mândrim cu 192 de ani de atestare docu-mentară a Poliţiei Române Moderne. De-a lungultimpului, Poliţia Română, instituţie fundamentalăa statului de drept, a urmat o serie de reforme,propriul proces de modernizare. Astăzi, putemafirma că suntem o Poliţie profesionistă, un factorde stabilitate şi siguranţă în zonă.

Ne-am îndeplinit atribuţiile cu onoare şi de-votament, am dezvoltat o relaţie de încredere şide respect cu cetăţenii, construind astfel, împre-ună, o Poliţie puternică, demnă, de care să fimmândri.

Poliţia Română este prima instituţie la careapelează cetăţeanul şi un partener important atâtal agenţiilor de aplicare a legii din România, câtşi din lume, şi toate acestea datorită efortuluipoliţiştilor români care şi-au dus la îndepliniretoate misiunile cu succes, dovedind de fiecaredată hotărâre, onestitate, încredere în puterealegii.

Un bun poliţist este acela care se află mereu ladatorie, veghează la liniştea şi siguranţa cetăţea -nu lui şi, totodată, se bucură de respectul comu-nităţii. We have performed our duties with honour and devotion, wehave developed a relationship of trust and respect with citizens,building together a strong, respectful Police to be proud of.

The Romanian Police is the first institution dealing withenquiries from citizens and an important partner for both nationaland international law enforcement agencies, due to the effort of theRomanian police officers who successfully performed all their taskswith determination, honesty and trust in the power of the law.

A good police officer will always be on duty, ensuring orderand public safety and also enjoying the respect of the community.We have won the appreciation of citizens demonstrating every daythe professionalism of the Romanian police officer. The institutional management practiced atthe Romanian Police level was continuouslyadapted to the evolutions of the criminal phe-nomenon and the social — economical muta-tions, by justified and objective measures ap-plied based on a deep knowledge of the opera-tional situation, of the resources and the actioncapacity and it has focused mainly on the im-plementation of the modern concepts of ap-proaching the police activity.

Prestigious structure

The Romanian Police is the main structure of the Ministry of Internal Affaires,with tasks aiming the protection of the fundamental rights of the person, privateand public property, prevention and revealing crimes, respect of the public order.

The activity of the Romanian Police represents the specialized public serviceand it is accomplished in the interest of the person, of the community, as well asfor the support of the state institutions, exclusively on the base and in the execu-tion of the law.

The Romanian Police has a significant contribution in keeping under controlthe criminal phenomenon and also in insuring the organization in optimal condi-tions of very important events.

Representation The Romanian Police is rep-

resented in all the administrative— territorial units, such as thecountry police units, country po-lice stations, towns and cities po-lice stations, at county level -county police departments andthe capital’s police department, atregional level — the brigades forcountering organized crime, thetransports police stations, thespecial operations services and,at central level, the General In-spectorate of Romanian Police.In the structure of the General In-spectorate of Romanian Policeare also the schools and the pro-fessional preparation units.

� Poliţia Română a desfăşu-rat activităţi de gestionare a fon-durilor europene nerambursabileîn 49 de proiecte, în valoare totalăde peste 63 milioane de euro doarîn ultimul an, fiind implicată şi în33 de parteneriate cu state mem-bre UE, în cadrul altor proiecte.

Obiective

� Creşterea gradului de siguranţă pentru cetăţeni prin protejareavieţii, integrităţii corporale şi a patrimoniului acestora, precum şi sporireagradului de siguranţă rutieră şi a transporturilor.

� Prevenirea şi combaterea infracţionalităţii organizate şi trans-frontaliere, destructurarea grupărilor infracţionale.

� Asigurarea climatului de legalitate a mediului de afaceri princombaterea evaziunii fiscale, contrabandei, corupţiei, contrafacerii demărfuri, a infracţiunilor din domeniul achiziţiilor publice, precum şi prinprotecţia intereselor financiare ale U.E.

� Asigurarea resurselor umane, a mijloacelor materiale, financiareşi informaţionale necesare dezvoltării şi menţinerii capacităţii operaţionalea Poliţiei Române.

� Increasing the safety degree forcitizens by protecting the life, the corporalintegrity and their heritage, as well the in-creasing the road and transport safety de-gree;

� Border and organized crime pre-vention and countering, dismantling crim-inal groups;

� Providing the legal climate forbusiness by countering tax evasion, smug-gling, corruption, counterfeiting goods andcrimes in public acquisitions, as well byprotecting financial interest of the Euro-pean Union;

� Providing human resources, ma-terial, financial and information resourcesrequired for developing and maintainingthe operational capacity of the RomanianPolice.

Romanian Police carried on the management of the European

grant founds in 49 projects, to a total value of 63 millions euro only

in the last year, also being involved in 33 partnerships with EU Mem-

ber States, in other projects.

Având la bază conceptul de „intelligence-ledpolicing”, au fost desfăşurate la nivel naţional ac-tivităţi specifice ce au urmărit creşterea autorităţiiPoliţiei şi asigurarea respectării legii, întărireaprezenţei echipelor de patrulare în mediile şi zonelede interes operativ.

Eforturile depuse de către Poliţia Română, îm-preună cu celelalte instituţii abilitate, au dus lamenţinerea sub control a fenomenului infracţional,reuşindu-se diminuarea criminalităţii în Româniapentru al doilea an consecutiv.

În slujba cetăţeanului şi a co-munităţii, Poliţia Română a des-făşurat ample acţiuni de comba -tere a criminalităţii, reuşinddestructurarea a numeroasegrupări infracţionale.Crimi -

nalitatea dena tură judiciară aînregistrat o scăderesemnificativă pentruprima dată în ultimii 10ani.

Siguranţa ce tă ţea -nului a ajuns la cel mai

ridicat nivel din ul-timii cinci ani.

Analiza evoluţiei fenomenului infracţional în România evi-denţiază faptul că 2013 este al doilea an consecutiv în carecriminalitatea sesizată scade, situându-se la nivelul valorii în-registrate înaintea declanşării crizei economice.

Eficienţa poliţiştilor a condus la creşterea procentului de iden-tificare a autorilor.

Basis on the intelligence-ledpolicing concept it were car-ried specific activities at thenational level which pursuitthe developing of the policeauthority and ensuring thecompliance with the law, thestrengthening of the patrol-ling teams presence in theareas of operational impor-tance.

The efforts carried by theRomanian Police, along withthe other competent institu-tions, led to maintainingunder control of the criminalphenomenon, succeeding forthe second consecutive yearin decreasing the criminalityin Romania.

The analysis of the criminalphenomenon in Romania hi-ghlights the fact that the yearof 2013 is the second conse-cutive year in which the sei-zed criminality decreases,being at the level registeredbefore the start of the econo-mic crisis.

În urma consultărilor socio-logice ale diverselor categorii depublic, a reieşit faptul că acesteaapreciază, în majoritatea cazuri-lor, utilitatea iniţiativelor preven-tive ale Poliţiei, identificată caprincipal vector în promovareamesajelor antiinfracţionale şi an-tivictimizare, precum şi necesita-tea derulării periodice a unor pro-iecte şi campanii de informare apopulaţiei, pe diferite segmentede criminalitate.

The major objective of the Romanian Police, crime prevention iscarried out both by operative structures and by those of researchantivictimal and anti-infractional prevention of the population,good practices dissemination, developing the community partner-ships, studies elaboration, organization and coordination of someprojects/campaigns at national level are just some parts of thecrime prevention policy.

The activity of the Proximity Police pursued the

set objectives, in purpose crime prevention and

strengthening the sense of public safety in commu-

nity.

After sociological consultations of different

public categories, it was revealed that, in most of

the cases, those appreciate the utility of the Police

prevention initiatives, identified as a main vector in

promoting the antivictimal and anti-infractional

messages, as well the need of frequent implemen-

tation of some projects and informing campaigns

for the population, regarding different parts of the

crime.

Rutier

Siguranţa rutieră constituie o problemă impor-tantă. În fiecare an, îşi pierd viaţa sau sunt rănite gravîn accidente rutiere mii de persoane, aspecte careafectează, în mod direct sau indirect, fiecarecetăţean, constituind o problemă de ordine publicăşi siguranţă naţională.

Activităţile desfăşurate au vizat asigurarea unuiclimat de disciplină şi siguranţă rutieră pe drumuriledeschise circulaţiei publice. Ca urmare, pentru primadată de la începutul anilor ‘90, numărul persoanelordecedate în accidente de circulaţie a scăzut.

Pentru creşterea siguranţei rutiere se impuneefortul conjugat al tuturor instituţiilor implicate,cu acţiuni şi măsuri precise, concomitent cuadoptarea unei legislaţii mult mai ferme îm-potriva celor care nu respectă regulile de circu-laţie şi îi pun în pericol pe ceilalţi participanţi latrafic.

The road safety is amajor issue. Every yearthousands of people losetheir life or they are se-riously injured in trafficaccidents, issues that af-fect, directly or indirec-tly, every citizen, being aproblem of public orderand national safety.

The performed activitiestackled the providing of aclimate of discipline androad safety on the roadsopen to public traffic. The-refore, for the first timesince the 90s’, the numberof the fatalities in trafficaccident has decreased.

In order to increase theroad safety, a joint ef-fort of all involved in-stitutions is required,with precisely actionsand measures, with theadoption of a morestringent legislationagainst those who diso-bey traffic rules andendanger the other traf-fic participants.

Traffic Police

Activities carried out by the Transport Police forcrime prevention and controlling crime pheno-menon conducted to the reduction of the judicialcrimes. The transport safety was also provided bythe prevention of some negative events.

Criminalitatea economico-fi-nanciară se manifestă ca un feno-men complex, de o gravitate ex-tremă, infiltrându-se strategic îneconomia legală, tinzând să pă-trundă în sferele decizionale celemai înalte, reprezentând una dincele mai virulente ameninţări cucare ne confruntăm, multiplele eiconsecinţe fiind greu de estimat.

Activitatea pentru combaterea infracţiunilor cu violenţă s-a concentrat asupra identificăriiautorilor, eficienţa poliţiştilor fiind evidentă prin soluţionarea acestor cazuri de impact.

Împotriva grupărilor infracţionale au fost continuate activităţile din planul de acţiune lanivel naţional ”Ofensiva”. Au fost dezmembrate 853 de grupări infracţionale.

Infracţiunile demare violenţă comisecu arme de foc con-tinuă să înregistrezevalori reduse.

Infracţiunile împotriva patrimoniului în-registrează, în premieră, după un deceniu,scăderi semnificative. În acelaşi trend seregăseşte criminalitatea de natură judiciară.

Fenomenul traficului de persoane s-amenţinut la un nivel relativ scăzut, începândcu anul 2011. The fight against

organized crime

The extend of organized crime is a threat to the world countries, requestinganalysis and evaluation in order to take proper and joint measures for limiting andcombating crime, at international, European and national level.

On national level, the organized crime is active is all the sectors of economicand social life, trying to control areas, financial markets, penetrating the real econ-omy by use of intimidation, corruption with the purpose of obtaining profit and in-fluence. The opening of the borders in the region facilitated the movement of per-sons, merchandises, capitals, the organized crime groups acting by launching newbranches in Europe countries and USA, but also in Asia, Africa, Australia, devel-oping relations with the local perpetrators.

The phenomenon of trafficking in human beings has been maintained at arelative low level, starting with 2011. This fact was due especially to the jointefforts made by de Romanian Police at the international and national level,together with the governmental or nongovernmental institutions of preventionand assistance in the field. Thus, due to the firm and persistent activity of thejudicial bodies, compared to the previous years, there were recorded a rise ofthe investigated cases and definitive convictions, things that can produce, inaverage time, a fall of the number of victims of trafficking in persons.

„FĂGĂRAŞ”. Identifica-rea unui grup infracţionalorganizat, format din 25 desuspecţi, ce acţiona pe treipaliere: trafic de persoaneşi minori (în ţară şi în Ita-lia, Elveţia, Germania),trafic de droguri şi infrac-ţiuni cu violenţă.

“TIRANA” - demarată la sfârşitul luniifebruarie 2013, având ca suport anterioractivităţi specifice de cooperare poliţie-nească desfăşurate cu autorităţile bulgareprin centrul SELEC şi suportul SRI.

”GRĂDINARII” - acţiunea a vizat un grup infrac-ţional organizat specializat în producţia şi traficulde canabis, format în majoritate din cetăţeni vietna-mezi. Aceştia au cultivat canabis, pentru a-l comer-cializa în alte ţări din Europa.

“GARDENERS” - theaction tackled an organizedcriminal group specialized inthe production and traffick-ing in cannabis, made upmostly of Vietnamese. Theygrew cannabis for selling itin European countries.

“TIRANA”- an action launched at the end of February2013, having as previous support specific activities ofpolice cooperation, was carried out with Bulgarianauthorities through SELEC center and RomanianIntelligence Service (RIS).

“FAGARAS”- identification of an organized criminalgroup, made up of 25 suspects who acted on three seg-ments: trafficking in persons and minors (at nationallevel and in Italy, Switzerland, Germany), drugstrafficking and violence crimes.

“SAMSONITE 2”- dismantling of anorganized criminal group that acted onthe line of trafficking in human beingsand minors, sexual exploitations of theyoung girl in the national and interna-tional territory, via Italy.

Following the operative actions carried out in the fightof financing terrorism and money laundering, there weredismantled 81 organized criminal groups.

“PANDORA”- actioncarried out, togetherwith the American aut-horities, FBI and SecretService offices withinUS Embassy in Bucha-rest. There were 7 orga-nized criminal groups,made up of around 100members who commit-ted payment card fraudsworldwide.

CHALLENGE 2013”, cu participarea forţelor de inter-venţie din Bulgaria, Grecia şi Cipru. Exerciţiul s-a des-făşurat simultan în 9 state europene, în fiecare stat orga-nizator participând forţe de intervenţie din alte trei statemembre ale Grupului ATLAS.

Romanian Police, throughThe National Institute ofForensic is the National Con-tact Point for the automaticexchange of genetic and fin-gerprint data with other mem-ber states of the EU accordingto the Council Decisions2008/JAI/615 and 616.

The most important information andactions of Romanian Police have been ob-tained or carried out with the support of theDirectorate of Special Operations- an eliteunit.

The Directorate of Criminal Record,Statistics and Operative Records, as Na-tional Central Authority is responsible forthe organization and the content of the in-formation exchange extracted from thecriminal records among member states.

Romanian Police is one of the mainsuppliers of data and information in thefield of order and public safety. Thus, thecommunications and IT units provided thegood functioning of one of the biggest andcomplex computer network in Romania.

The large number of ac-tivities, complexity of thetasks and diversity of thecompetences, in relation tothe existing manpower, deter-mine these units to be ones ofthe most efficient within Min-istry of Home Affairs.

The objectives of the forensic work were the priority coordinates identified in theoperative situation, the regard of the procedure according to the management of qual-ity imposed by the international standard ISO 17025, as well as the regard of the obli-gations that come to us as a member state of a UE. The National Institute of Forensicachieved a record number of expertise and technical-scientific reports as well.

The increase of the forensic identification reveals the professionalism of the scien-tific police recognized both nationally and internationally.

Un rol important în asigurarea păcii şi securităţii inter-naţionale, zonale şi regionale revine acţiunilor desfăşurate încadrul Organizaţiei Naţiunilor Unite, precum şi în cadrulpoliticii externe şi de securitate comună a Uniunii Europene,care au ca scop principal securitatea regională, precum şi pro-gresul democratic şi instituţional în ţări profund marcate deconflicte şi crize de securitate.

Sfera misiunilor internaţionale în care sunt dislocaţi ofiţeriide poliţie români este una foarte variată, poliţiştii români fiindconstant remarcaţi pentru profesionalismul de care daudovadă şi pentru contribuţia semnificativă pe care o aduc la în-

deplinirea obiectivelor strategice ale misiunilor.Poliţia Română a participat, în ultimul an, cu 83 de

poliţişti în trei misiuni de menţinere a păcii, pe trei continente:America Centrală, Africa şi Asia (MINUSTAH — Haiti,MONUSCO - R.D. Congo, EUPOL — Afganistan) şi cu patrula nivelul organizaţiilor internaţionale.

În prezent sunt dislocaţi în cinci teatre de ope raţii(MONUSCO - R.D. Congo, EU-R.D. Congo, MINUSTAH- Haiti, EUMM Georgia şi EUPOL - Afganistan) 45 depoliţişti, patru dintre ei fiind secondaţi la nivelul sediilor cen-trale ale organizaţiilor internaţionale.

A fost anul recunoaşteriicapacităţii operaţionale aPoliţiei Române la nivel eu-ropean şi mondial.

Poliţia Română a considerat prio -ritară dezvoltarea cooperării cu soci-etatea civilă şi sectorul privat.

Poliţia Română desfăşoară activităţi de co-operare cu aproape toate instituţiile statului, ac-centul fiind pus pe cooperarea cu cele de apli-care a legii şi din sectorul securităţii naţionale şiapărare, cu structurile centrale ale M.A.I., pre-cum şi cu cele subordonate acestuia.

Au fost întărite locul şi rolul PoliţieiRomâne în cadrul sistemului de ordine şi si gu -ranţă publică, prin creşterea activităţilor de co-operare cu partenerii tradiţionali în domeniulcombaterii infracţionalităţii, atât pe plan intern,cât şi internaţional.

Cooperation - an essential element in the world’s architecture

It was the year when theoperational capacity of theRomanian Police was acknowledgedat European level and worldwide.

The Romanian Police performs activi-ties of cooperation with almost all the stateinstitutions, focusing on the cooperationwith the law enforcement agencies, the na-tional security and defence structures, thecentral departments of the Ministry of In-ternal Affairs, as well as with the units sub-ordinated to it.

The place and role of the Romanian Po-lice within the order and public safety sys-tem were strengthened by increasing the co-operation activities with traditional partnersin combating crime, both domestically andinternationally.

The Romanian Police considered it apriority to develop the cooperation with thecivil society and the private sector.

An important role in ensuring internationaland regional peace and security was played bythe actions undertaken in the framework of theUnited Nations Organization, as well as part ofthe external and common security policy of theEuropean Union, which mainly aim at attain-ing regional security, as well as the democraticand institutional progress in countries deeply af-fected by conflicts and security crisis.

The scope of the international missions inwhich Romanian police officers are deployedis very varied, the Romanian police officersbeing constantly remarked for their profession-alism and for their significant contribution toaccomplishing the strategic mission objectives.

In the year 2013, the Romanian Police par-ticipated with 83 police officers in 3 peace-keeping missions, on 3 continents: CentralAmerica, Africa and Asia (MINUSTAH —Haiti, MONUSCO - D.R. of Congo, EUPOL —Afghanistan) and with 4 within international or-ganizations.

During 2013, the mission was extended for30 police officers, while 13 completed their ini-tial mission deployment, and other 15 begantheir deployment.

At the end of the year, 45 police officerswere deployed in 5 theatres of operation(MONUSCO — D.R. of Congo, EU-D. R. ofCongo, MINUSTAH - Haiti, EUMM Georgiaand EUPOL- Afghanistan), while 4 were sec-onded to the headquarters of international or-ganizations.

Învăţământul poliţienesc românesc a fost legiferat odată cuînfiinţarea, la data de 1 februarie 1968, a Şcolii de agenţi depoliţie „Vasile Lascăr” din localitatea Câmpina, judeţul Pra-hova. În anul 2002, odată cu implementarea proiectelor de re-formă din cadrul Ministerului de Interne, Şcoala a fost inte-grată în structurile poliţieneşti civile. În prezent, sunt pregătiţi355 de elevi, pentru Poliţia de Ordine Publică. Ca o re-cunoaştere internaţională, desfăşoară parteneriate cu Şcolile depoliţie din Nimes, Franţa, şi cu cea din Hahn, Renania-Palati-nat, Germania, dar şi cu Universitatea de afaceri interne dinDniepropetrovsk, Ucraina.

În prima zi a lunii mai a acestui an, Centrul de Formare şiPerfecţionare a Poliţiştilor „Nicolae Golescu” din oraşulSlatina aniversează 40 de ani de existenţă. În anul 1974, primasa denumire a fost „Şcoala Militară pentru Pregătirea Sub-ofiţerilor de Miliţie (Poliţie, după Revoluţia anticomunistă dinanul 1989) Slatina”.

În 1994, cu prilejul aniversării a 20 de ani de la înfiinţare,Şcolii Militare i se alătură numele lui Nicolae Golescu, per-sonalitate istorică afirmată în timpul Revoluţiei române de la1848, anul revoluţiilor europene, ministru de interne, în Gu-vernul provizoriu de la Bucureşti şi, mai târziu, în perioadadomniei lui Alexandru Ioan Cuza, sub conducerea căruia a fostrealizată prima unire, a două dintre cele trei principateromâneşti.

Începând cu data de 1 decembrie 1999, Centrul

funcţionează în structura Inspectoratului General al PoliţieiRomâne.

Tot în acest an, în ziua de 1 octombrie, Şcoala de Agenţi dePoliţie “Septimiu Mureşan” din municipiul Cluj-Napoca vaaniversa zece ani de la înfiinţare. Situată în inima Transilvaniei,Şcoala este în subordinea Inspectoratul General al PoliţieiRomâne, care stabileşte profilul profesional al absolvenţilor şistandardele ce trebuie respectate în procesul de formare a per-sonalului.

Programul de dezvoltare instituţională al şcolii defineşteperspectivele instituţiei pentru următorii trei ani, ţinând contde schimbările economico-sociale, de necesitatea asumării ex-igenţelor europene în ceea ce priveşte educaţia şi, nu în ultimulrând, de cultivarea valorilor Ministerului Afacerilor Interne -„Profesionalism, eficacitate, eficienţă”.

În prezent, sub deviza emblematică „Semper discamus”(Să învăţăm mereu!), Centrul de Formare şi Perfecţionare aPoliţiştilor „Nicolae Golescu” din oraşul Slatina are contactedirecte cu Şcoala de Poliţie din Hahn - Germania, schimburi deexperienţă cu reprezentanţi ai Colegiului European de Poliţie(CEPOL), precum şi cu agenţiile de aplicare a legii din S.U.A.,Franţa, Grecia, Republica Moldova, Germania, Anglia.

Modernizarea şi profesionalizarea au adus şi pentru Şcoalade Agenţi de Poliţie “Septimiu Mureşan” din municipiul Cluj-Napoca recunoaşterea meritată, aceasta fiind atestată şi pri- mind Certificatul de Şcoala Europeană.

The Romanian police has young staff, theaverage age of police personnel being 38 years.

The number of women police reached 13.4 %of all police personnel, being above the Europeanstandard of 8-12 %.

The percentage of police agents with superior educationis 38 %.

The increased exigency to the personnel of the RomanianPolice had a significant positive effect on the number of rewardsand decreasing the number of corruption.

The Romanian police educational system was legislatedonce with the establishment, on February 1, 1968, of theSchool of Police NCOs "Vasile Lascar" in the town ofCâmpina, Prahova County. In 2002, with the implementationof reform projects by the Ministry of Interior, the School wasintegrated into civilian policing. Currently, 355 students aretrained for the Public Order Police. As internationalrecognition, the school conducts partnerships with PoliceSchools in Nimes, France, with the School from Hahn,Rhineland - Palatinate, Germany, and with the InternalAffairs University from Dniepropetrovsk, Ukraine.

On the first day of May, this year, the Centre "NicolaeGolescu" from Slatina for the Training and Specialization ofPolice Officers celebrates 40 years of existence. In 1974, itsfirst name was the "Military School from Slatina for theTraining of Militia NCOs" (Militia was renamed Police afterthe anticommunist revolution of 1989).

In 1994, on the occasion of its 20th anniversary, theMilitary School was also given the name of Nicolae Golescu,who was a historical personality who asserted himself duringthe Romanian Revolution of 1848, the year of Europeanrevolutions, and was also the Interior Minister in theProvisional Government from Bucharest and later during thereign of Alexandru Ioan Cuza, under the leadership of whomthe first union of two of the three Romanian principalitieswas achieved.

As of December 1, 1999, the Center operates within the

structure of the General Inspectorate of the RomanianPolice.

Also this year, on October 1, the School of Police NCOs"Septimius Muresan" in Cluj- Napoca will celebrate ten yearsfrom establishment. Located in the heart of Transylvania, theSchool is subordinated to the General Inspectorate of theRomanian Police, which sets the professional profile of thegraduates and the standards that must be complied with inthe training of staff.

The school’s institutional development program definesthe prospects of the institution for the next three years,taking into account the economic and social changes, theneed to undertake the European requirements in relation toeducation and not least, the cultivation of values of theMoIA- "Professionalism, effectiveness, efficiency".

At present, under the emblematic motto "Semperdiscamus" (Let us always learn!), the Centre "NicolaeGolescu" from Slatina for the Training and Specialization ofPolice Officers has direct contacts with the School Policefrom Hahn - Germany, exchanges of experience withrepresentatives of the European Police College (CEPOL), aswell as with law enforcement agencies in the U.S., France,Greece, Moldova, Germany, England.

Its modernization and professionalization brought alsothe School of Police NCOs "Septimius Muresan" inCluj- Napoca the recognition deserved, being certified andawarded a European School Certificate.

În anul precedent, s-auprimit 873 de scrisori de mulţu-mire la adresa poliţiştilor careau dat dovadă de profesiona -lism şi operativitate în în-deplinirea atribuţiilor de servi-ciu. Au fost consiliaţi 88.618cetăţeni, care s-au prezentat laghişeele de relaţii cu publicul,iar 33.674 au fost primiţi în au-dienţă de către conducereastructurilor centrale şi teritori-ale de poliţie.

Inspectoratul General al Poliţiei Române, prin Centrul de Informare şiRelaţii Publice, transmite către mass-media, prin intermediul paginii de in-ternet şi prin e-mail, anual, apro ximativ 2.500 materiale de presă, 1.700 bule-tine de presă sau ştiri de presă şi 500 comunicate de presă.

Secţiunea Centrul de Presă existentă pe site-ul Poliţiei Române este ac-tualizată permanent, zilnic fiind publicate materiale de presă. Peste 20% din-tre materialele de presă difuzate sunt însoţite de imagini, prezentări power-point sau filmări de scurtă durată. Transmiterea de imagini filmate către jur-nalişti şi postarea lor pe site-ul Poliţiei se realizează cu respectarea tuturorprevederilor legale, dintre care amintim respectarea dreptului la imagine şi aprezumţiei de nevinovăţie.

Totodată, anual sunt organizate aproximativ 50 de briefing-uri/conferinţede presă/acţiuni mediatice, pe teme de interes public, prin intermediul aces-tora fiind prezentată activitatea structurilor centrale şi teritoriale de poliţiesau participarea conducerii Poliţiei Române la diferite manifestări oficiale.

La nivel teritorial, sunt transmise către mass-media peste 70.000 de ştiride presă, 12.500 de buletine de presă şi 5.500 de comunicate de presă. Deasemenea, au fost organizate peste 1.600 briefing-uri/conferinţe de presă,reprezentanţii structurilor de poliţie teritoriale participând la circa 4.000 deemisiuni ale media.

La nivel naţional sunt acreditaţi aproximativ 1.500 de jurnalişti, reprezen-tând 927 de instituţii de presă scrisă, radio, tv şi on-line.

Activitatea Poliţiei Române este reflectată preponderent obiectiv în mass-media, datorită pasiunii şi abnegaţiei echipei de comunicare a I.G.P.R.. Prinefortul colectivului C.I.R.P. - format din ofiţerii specialişti în comunicareacu presa, informarea publică şi colectivul redacţional - şi a purtătorilor de cu-vânt de la structurile judeţene, numărul referiri lor pozitive la adresa insti-tuţiei a crescut semnificativ.

Activitatea de in-formare şi relaţii pu-blice, la nivelul Poli-ţiei Române, esteadaptată la realităţileşi schimbările din so-cietate, fiind guver-nată de transparenţăşi echidistanţă.

Communication management

The RomanianPolice remains theprincipal vector ofimage of the Min-istry of Internal Af-fairs and one of themost transparentpublic institutions.

The informationand public relationsactivities at the levelof the RomanianPolice is adapted tothe realities andchanges in society,being governed bytransparency andfairness.

873 letters of thanks addressed to thepolice officers who demonstrated profes-sionalism and promptness in fulfilling theirduties were registered. 88 618 citizens ad-dressing the public relations office werecounselled, while 33 674 were received inaudience by the leadership of central andterritorial police structures.

The General Inspectorate of the Romanian Police sent to the mediathrough the Romanian Police website and by e-mail, annually, approximately2500 press materials, 1 700 press bulletins or news releases and 500 press re-leases.

The Press Center section on the Romanian Police site was permanentlyupdated, press materials being published on a daily basis. Over 20% of thepress materials distributed in 2013 were accompanied by photo albums, Pow-erPoint presentations or footages. Sending footages to the journalists andposting them on the Police website occurred in compliance with all legalprovisions, among which the observance of the right to image and the pre-sumption of innocence.

At the same time, annually , 50 briefings/ press conferences/ media ac-tions were organized on issues of public interest, through which the activityof the central and territorial police structures or the participation of the Ro-manian Police leadership to different official events were presented.

At local level, over 70 000 news releases, 12 500 press bulletins and 5500 press releases were sent to the mass/media. Also, over 1 600 briefings/press conferences were organized and about 4 000 participations were reg-istered of representatives of territorial police structures in various broadcasts.

At national level, approximately 1 500 journalists representing 927 mediainstitutions, radio , TV and online are accredited.

The Romanian Police activity is mainly objective reflected into themedia, because of the passion and dedication of the communication teamwithin GIRP. Through collective effort of the team of CIRP - consisting ofspecialists in communication with the press, public information and editorialstaff - , but also of the spokespersons from the county level, the number ofpositive references to the institution has significantly increased.
