The labour market has strongly changed in the last decade. The changes have created a need
for new institutions. National Agency for Employment (NAE) is a modern, flexible institution with
the capacity to respond to these challenges. Together with the 41 county agencies, the Bucharest
Agency and the 88 local agencies and 156 outlets meet these challenges. Its services are aimed atunemployed and businesses
Its main objective is to increase the employment of labor and thus create lower
unemployment.
The main objectives of the National Agency for Employment are:
institutionalization of social dialogue in the field of employment and training;
Delivering in the field of employment and training;
Application of measures of social protection of people unemployed.
To achieve its objectives, the National Agency for Employment has the following main
responsibilities:
organises and provides funding, under the law, training services for the unemployed;
directs the unemployed and mediates between them and employers in the country to achieve
a balance between supply and demand on the domestic labor market;
makes proposals on the draft budget of the unemployment insurance;
administers the unemployment insurance budget and presents the Ministry of Labour and
Social Solidarity quarterly and annual reports on budget execution;
proposes draft laws in employment and vocational training and social protection of
unemployed persons to the Ministry of Labour and Social Solidarity;
organises services, the payment and accounting of aid, benefits and allowances financed
from the unemployment insurance budget;
implements programs funded by the European Social Fund;
drafts, based on social performance indicators established by the Ministry of Labour and
Social Solidarity, annual work programs which shall be submitted for approval to the
Minister of Labour and Social Solidarity.

PROGRESS IN ACHIEVING EMPLOYMENT PROGRAM EMPLOYMENT OF THE
NAE,FOR THE FIRST 7 MONTHS OF 2011
For 2011, the National Agency for Employment, National Employment Programme labor,
estimated employment of 324,000 people nationwide.
The program was approved by the Board on 10.12.2010 and the Ministry of Labour, Family and
Social Protection for approval under the Government11/2009 regarding the organization and
functioning of the Ministry of Labour, Family and Social Protection, as amended.
The 324,000 people to be occupied and the types of measures financed directly from the
unemployment insurance budget is as follows:
252 750 people through the mediation program, in which:
181.550 through mediation in employment vacancies indefinitely
71 200 through the mediation of employment in fixed-term jobs,
38,250 people by providing information and counseling services;
13 150 people by organizing training courses;
20,100 people by providing grants for unemployed who's unemployment is not expirated;
14 650 unemployed people in employment over 45 years or sole providers of single parent
families, by subsidizing employment, includes:
13 420 unemployed people over 45 years
1230 supporters of single parent families single parent,
315 people that have three years to retirement;
3125 people by promoting labor mobility, including:
1525 by inclusion in a public administration at a distance of 50 km from home
1600 the employment in another locality with change of address,
10 290 persons by employment of graduates of educational institutions , by subsidizing
employment, including:
1270 graduates of junior high school of arts and crafts
4025 graduates from upper secondary or post-secondary education
4995 graduates,
4490 graduates first beneficiaries of employment;

250 persons in employment of persons with disabilities, by subsidizing employment;
50 credits by SMEs to create new jobs;
710 by providing consulting services and assistance for starting self-employment or starting

Following the implementation of the National Employment Programme for 2011, on
31/07/2011, to achieve compliance by a number of 239,197 people.
By providing employment mediation services to 203,222 people was achieved, including:

By subsidizing employers who hire graduates of educational institutions, to achieve compliance
to 3469 people, and the number of graduates for first employment beneficiaries was 1613 (of all
graduates employed by subsidizing employment and without subsidies)
The employment of persons with disabilities, by subsidizing employment, to achieve
compliance of 125 people.
Following delivery of consulting services and assistance for starting self-employment or
business start-up, 91 people started this self-employment.
The contracts of solidarity, based on Law no. 116/2002, to achieve compliance to 1027 people.
Preventing and combating social exclusion supports young people with more difficult access to
employment, namely:
- Young people from orphanages and child centers to receive specialized public and private
bodies in the protection of children
- Young single with dependent children;
- Young married with dependent children;
- Young married without dependent children;
- Young family member who served custodial sentences;
- Other types of young people in need.
Other active measures undertaken at the county level, to achieve compliance to 735 people,
the funds used to support these active measures being other than BAS (PHARE, Structural Funds).

THE STATISTICS OF REGISTERED UNEMPLOYMENT IN JULY 31, 2011
In late July 2011, national unemployment rate was 4.77%, 0.01 percentage points lower than
in June 2011 and by 2.68 percentage points lower than in July of 2010.
The total number of unemployed at the end of July, 435,152 people fell by 809 persons
compared to the previous month end.
Of the total registered unemployed, 151,279 were unemployed and 283,873 unpaid

Regarding the structure of unemployment by level of education, level of training the
unemployed with primary, secondary and vocational education constitutes the largest share of

Documents required for registration in Romania of a person who qualifies for

3. Medical certificate showing that the person is clinically healthy and able to work or to
have any medical restrictions;
4. Documents issued by the territorial financial authorities, which shows that people do not

of service performed prior to March 1, 2002 ;
b) copy of the final court decision in which court had jurisdiction under the law
reintegration work when reintegration is not possible to drive the person has previously been
employed because of cessation of activity, or unit took over its assets;
c) certificate from the unit took over the assets of the unit in which the person was
previously covered in showing that back into work is no longer possible because of the abolition of

D. In case of graduates of educational institutions, aged at least 16 years, a period of 60

E. In the case of graduates of special schools for persons with disabilities, aged 16, who
failed to employed right professional training:
a) the act of leaving the special school for disabled, original and copy.

From 1 January 2007, when Romania joined the European Union, opening duration and retention
of entitlement to unemployment benefits paid to migrant workers, are subordinated to the general
principles laid down by Community regulations on coordination of social security legislation, ie
Regulations 1408/71 and 574 / 72. Community policy in this area follows the migrant worker,
citizen or resident of a Member State moving within the EU to have adequate social protection in
the event of unemployment, allowing for this purpose, overlapping periods of insurance or
employment completed in several Member States and, where appropriate, transfer allowance
established in a Member State to another Member State for a maximum period of three months
during which an unemployed person looking for a job.
