    Incursiunile neautorizate la pistconstituie incidente grave de

    sigurani se produc n momentul n care pe pist ptrunde

    neautorizat orice aeronav, vehicul sau persoan. Pericolul

    generic este ciocnirea aeronavelor aflate n faza de aterizare

    sau decolare cu alte aeronave, vehicule sau echipamente.

    Servicul de control al traficului aerian este responsabil pentru

    gestionarea traficului pe suprafaa de manevr (ci de rulare,

    pist). Responsabilitatea aeroportului este de a lua toate

    msurile necesare pentru cooperarea cu serviciile de trafic

    aerian i instalarea i ntreinerea panourilor, luminilor i

    marcajelor necesare.

    Prin redactarea i respectarea unui Regulament de Circulaie

    n Zona Aeronautic se previn eventualele incursiuni

    neautorizate la pist.Prevederi eseniale ale Regulamentului:

    dotarea fiecrui vehicul cu o harta aerodorumului i cu mijloace de

    comunicaii;

    stabilete condiiile de obinere apermisului de conducere pesuprafaa de micare;

    stabilete limite de vitez, rute

    autorizate, reguli referitoare laprioritatea aeronavelor, zoneautorizate de parcare;

    stabilete modul de circulaie alvehiculelor i al persoanelor petimp de noapte i n condiii de

    vizibilitate redus.

    Aprarea fa de acest pericol este

    completat i prin folosirea frazeologiei

    adecvate n convorbirile radio, respectivcontientizarea permanent apersonalului asupra consecinelor unor

    astfel de incidente.

    Runway incursions

    Runway incursions are considered serious safety

    incidents and occur when any unauthorized aircraft,

    vehicle or person is on a runway. The generic threat isthe collision of landing and departing aircraft with other

    aircraft, vehicles or equipment.

    The air traffic control service is responsible for traffic

    management on the maneuvering area (taxiways,runway). Taking all necessary measures regarding

    cooperation with air traffic service and the installation

    and maintenance of panels, lights and markings fall into

    the responsibility of the airport management.

    Runway incursions are prevented by drafting a traffic

    regulationand complying with its demands.

    Essential traffic regulation provisions:

    providing each vehicle with a map ofthe aerodrome and with means of

    communication;

    setting out the conditions forobtaining a drivers license on themovement area;

    establishing speed limits, authorized

    routes, priority rules regardingaircraft, parking areas;

    establishing the movement ofvehicles and people at night and in

    low visibility conditions.

    Usage of appropriate phraseology in radiocommunicationand permanent staff

    awarenessregarding the consequences of

    such incidents represent safety measures

    designed to complement the defense systemagainst runway incursions.
