Romania ranks 28th in DESI 2017. Romanians benefit from coverage of fast broadband connections in urban areas, which translates into the second highest share of subscriptions in the EU. The take-up of mobile broadband is also accelerating. However, the rate of digitisation of the economy, including for public services, and the levels of digital skills are still low.

They work like standard SMS or Short Messaging Service. With the SMS payment system purchasers send a text message to pay for an item or service. This text message is sent to mobile payment providers. The provider clears the transaction between the purchaser and the vendor.The cost of the purchase is added to the monthly phone bill or deducted from a pre-paid balance by the mobile phone operator. By using SMS payments, mobile phone users can securely, quickly and safely pay merchants, buy goods or services, real or virtual, as well as make deposits or send remittances.

Consent to use cookiesArticle 4 (5) of Law 506/2004 provides that:‘Storing information or obtaining access to the information stored in the terminal device of a subscriber or user is allowed only if the following conditions are simultaneously fulfilled:

a) the subscriber or user has expressed consent

b) prior to expressing consent and in accordance with Article 12 of Law 677/2001 (right to be informed) the subscriber or the user has been provided with clear and comprehensive information which: (i) are expressed in an easily understandable language and are easily accessible for the subscriber or user (ii) includes provisions with regard to the purpose of processing the stored information by the subscriber or user and to which it has access to.’

b) The same article mentions that when the provider allows third parties to store or to access the stored information on the terminal equipment of the subscriber or user, the provider has to include in the notification the general scope of processing such information by third parties and the way the subscriber or user can use the settings of the Internet navigation application or other similar technologies to delete the stored information or to refuse third party access to this information.
