TECHNICAL SPECIFICATION
SPECIAL VEHICLE FOR EXTRICATION OF HEAVY CAPACITY AND QUALIFIED
FIRST AID
1. DESTINATION
The vehicle is designed for extrication and rescue assistance in case of various types of
accidents - traffic (car and train), technological disasters, in order to free those caught and trained
and to administer first aid at the place where the accidents are produced.
2. APPROVALS
2.1. The vehicle prototype, fully equipped, will go through a verification program prepared by
specialists of the General Inspectorate for Emergency Situations and those of the supplier, before
the first delivery, in order to determine whether the truck (including the features mentioned
above) fall in the performance of Technical and tactical specifications of this.
2.2. Truck will be approved at Romanian Auto Registry and will comply with provisions ofGovernment Ordinance no. 43/1997 regarding the roads as amended and supplemented;
2.3.The manufacturer of the vehicle or his authorized representative, will present a CE
declaration of conformity issued for the vehicle under the provisions GD nr.1029/2008
establishing the conditions for introductions on the market of the cars. The vehicle will also bear
the CE mark.
3. QUALITY ASSURANCE
3.1. The bidder will submit a document / documents issued by specialized organizations in the
field (notice) stating that the manufacturer / producers of the vehicle, the chassis (if different
from manufacturer of the vehicle) have implemented quality management systems according to
SR EN ISO 9001 / 2001 or equivalent.

4. GENERAL ORGANIZATION,COMPOSITION
4.1. Extrication and rescue vehicle for heavy capacity must be built on a chassis equippedwith a low-pollution engine and where is mounted a compartment capable of transporting
machinery, equipment, tools, accessories and other equipment needed for these specialized
types of interventions.
4.2. The cab of the vehicle will ensure the safe transportation of crew and equipment
protection;
4.3. The cabin will be equipped with means of opto-acoustic warning and communication;
4.4. Acoustic and optical warning light of the vehicle will be to enable highlighting of the
vehicle both during movement and at the operative site;
4.5. Superstructure made of aluminum alloy, aluminum alloy frame with removable fasteners
of the same material, covered with aluminum alloy sheet applied by adhesion.
4.6. The sides are closed with aluminum shutters, fitted with shelves (to ensure future
relocation possibility, in service at different levels of the shelves depending on the specific
equip), drawers, mounting brackets and in the cabin of the crew.4.7. The compartment will be equipped with supplementary lighting installation that will
allow normal visibility conditions both inside and in close proximity to the vehicle.

7. PAINTING AND MARKINGS
Vehicle will be marked on the sides and front with the words "firefighter. Also on the truck side
will be imprinted with the logo "112". Font size will be chosen in proportion to the space
available. Writing reflective color will be white - fluorescent.
Vehicle color will be RAL-3000. Vehicles will be equipped with reflective strips and plates as
RAR, after consultation with the Contracting Authority.
NOTE: Annexes 1 to 10 form an integral part of this technical specification.

Technical Specification TETRA terminals installed in vehicles
1. Considerations
1.1. TETRA Terminals will be working on TETRA MOTOROLA (Dimetra IP ver. 6.1) and
TETRA EADS infrastructures. In consequence, TETRA terminals:
a. Have to be certified by ISCOM for TETRA MOTOROLA Infrastructure (DIMETRA IP
6.0 or following versions). For each Terminal type the Bidder should be providing first
page the Certificate issued by ISCOM and specify the web link of the ISCOM certificate
on TETRA MoU website.
b. Have to be certified by ISCOM for EADS TETRA infrastructure(NTS 4.5 or followinf
versions). For each type of Terminal, the Bidder should be providing first page the
Certificate issued by ISCOM and specify the web link of the ISCOM certificate on
TETRA MoU website.
c.
Have to be certified by Dimetra IP infrastructure operator implemented in Romania
(S.T.S.). The Procedure is published on S.T.S. website, URL:
www.stsnet.ro/documente/Procedura TETRA.pdf). The winning Bidder (Seller) has to
provide the S.T.S issued certificate before signing the contract. FAILURE TO
PROVIDE THE CERTIFICATE IN DUE TIME OR PROVIDNG A CERTIFICATE
THAT CERTIFIES MISSING SERVICES/FUNCTIONALITY WILL ATTRACT
DISQUALIFICATION OF THE BIDDER
d. Has to support multiple networks (MNC/MCC) based on Terminal programmed list.

BREATHING DEVICES
1. NAME
Compressed air breathing devices
2.PURPOSE
Insulating breathing apparatus, with compressed air is purposed for intervetion personell
protection during the missions taking place in areas with vitiated atmosphere by the presence of
toxic substances or below normal oxygen concentration.
3. CERTIFICATION, APPROVAL
3.1. The products vill bear CE mark of conformity and will and will be accompanied by SR EN
137 certificate of conformity and by declaration of conformity on oath. Certification has to be
obtained for the product having the requested configuration by the prezent technical
specification.
3.2. Before the first delivery the apparatus is due to go through a verification programme of
technico-tactical performance checking, approved by General Inspectorate of I.G.S.U.. Are
allowed onle the devices matching the technical-tactical performances specifications mentionedabove, after going through verification process earlier mentioned.

4. GENERAL ORGANIZATION
4.1. Compressed air tank from a cylinder, with a nominal capacity of 6.8 liters, tap screwconnection, made according to SR EN 144-2:2003 (stored compressed air at a pressure of 300
bar) made of composite materials;
4.2. Pressure reducer, which connects the cylinder valve, which has a pressure valve can be
adjusted and checked and is provided with separate outputs for these:
4.2.1. Hose assembly with pressure gauge and whistle. Gauge must be calibrated from 0 to 350
bar minimum value, allowing the wearer to read exactly 10 bar, have luminescent dial
(fosforcent) is protected with protective sleeve to shock, and the limit of safety (pressure trigger
audible warning signal) must be marked separately (red staining). Audible warning device
(whistle) must be activated to achieve safety and pressure to be placed near the gauge.
4.2.2. Medium pressure hose for connection to the valve on request. Hose must be equipped with
quick coupling system (mother hose coupling portion coming from the gearbox and coupling
father on the section of hose that leads to the demand valve) pressure bulkhead and allowing the
coupling / decoupling under pressure (hose length must allow the optimum use of the device)
4.2.3. Medium pressure hose (similar with 4.2.2.), for contact with other consumer, equipped
only with a mother tight coupling pressure and allowing the coupling / decoupling under
pressure.
4.3. If the gear due to the constructive solution (solution chosen by the manufacturer)
overpressure valve can not be adjusted (from checking where they were found to malfunction) by
the staff of the beneficiary unit, then the supplier will undertake, by contract, that will restore the
original operating parameters of the valve at its expense throughout the lifespan of these devices,but not less than 10 years.
4.4. Valve type with excess demand, which ensures a positive pressure according to SR EN 137.
4.5. Demand valve will have a purge button (additional flow) will be located frontal (central).
4.6. Demand valve must be able to hook up / disconnect quickly the mask.

5. SPECIFICATIONS.
5.1. Design features
5.1.1. Weight fully equipped with a loaded air cylinder rated pressure: max. 14 kg.;
5.1.2. The materials used in contact with the skin of the wearer must not cause irritation or illness
according to SR EN 136:2002/AC 2004;
5.1.3. The unit will be fitted with a device providing additional air flow for the extreme and
supply of two users simultaneously.
5.2. Functional Features:
5.2.1. Environmental conditions for normal operating temperature:- 300 + 600;
5.2.2. Air flow which is still maintained positive pressure: minim 300 l/min;

TETRA PORTABLE TERMINALS SPECIFICATIONS
1. Terminals certification for national TETRA Platform and AIM support
TETRA Terminals will be working on a TETRA MOTOROLA infrastructure (Dimetra IP ver.
6.1); ocazionally, terminals will be migrating from Dimetra IP infrastructure to the coverage of
another TETRA infrastructure(EADS TETRA).Having the above in consideration, TETRA Terminals:
a. Have to be ISCOM certified for MOTOROLA TETRA infrastructure (DIMETRA IP 6.0 or
following versions). For each terminal type, The Bidder has to provide of first page of ISCOM
issued certification and mention the link-ul (URL) towords ISCOM certification published on
TETRA Association website-ul (ex TETRA MoU).
b. Have to be ISCOM certified for EADS TETRA infrastructure (NTS 4.5 or following
versions). For each terminal type, The Bidder has to provide of first page of ISCOM issued
certification and mention the link-ul (URL) towords ISCOM certification published on TETRA
Association website-ul.
c. Have to be certified by Dimetra IP infrastructure operator, implemented in Romania (S.T.S.).
The procedure is published on S.T.S. website-ul, URL:
www.stsnet.ro/documente/Procedura_TETRA.pdf). For each Terminal type the winning Bidder
(Contracter) will provide S.T.S. issued certifcate.
d. Has to be able to support multiple networks (MNC/MCC) based on a Terminal programmed
list.
e. Has to be able to support AIM (Air Interface Migration signalling), according to ETSI 300
392-2, conditions 15 and 16 (articles regarding migration) and TIP TTR001-06 or subsequent to
(TETRA Association). Before signing the contract, the winning Bidder has to practically attest
this functionallity. Functionallity wil be shown by winning Bidder organized tests , with
