    Mr. PresidentMr. Secretary General,Excellencies,Allow me first of all to congratulate Mr. John Ashe of Antigua and Barbuda on his election asPresident of the UN General Assembly's 68th session and wish him every success in this highlyhonorable position. I am confident that his diligence and perspicacity will contribute to our efforts toaddress the challenges of today's world.I would equally like to express appreciation for Mr. Vuk Jeremid's work as President of the 67thsession and wish him every further success in his career.My tribute goes to the Secretary General, Mr. Ban Ki-Moon, for his tireless work promoting peaceand security, human rights and prosperity in a sustainable global environment as well as for hisefforts to make this organization more transparent and more efficient.Mr. President,Distinguished Delegates,The United Nations is in the midst of enacting a new post-2015 development agenda which willcontinue and advance the ambitious commitments laid down in the Millennium Declaration. Wewelcome the inaugural opening earlier this week of the High Level Dialogue on SustainableDevelopment as a key step towards the implementation of the Rio+20 outcome document. Weexpect that the High Level Dialogue will enforce and put into action the three pillars of sustainabledevelopment: economic prosperity, social equity and environmental protection with the firmcommitment of the member states to deliver on those priority areas. We recall the huge effort it tookfor this organization to agree last year in Rio on the wide-ranging framework for a world workingcooperatively towards a sustainable future and we are hopeful that this effort will yield its resultssooner rather than later.Monsieur le Prdsident,Pour la Rdpublique de Moldova, le dveloppement durable est la seule voie d'assurer une viedcente pour la population. I1 s'ensuit que nous devons assurer le ddveloppement dconomique etrdsoudre les problbmes de sdcuritd nergdtique et en marne temps rendre cologiquement sainl'environnement. C'est ii cet dgard que mon Gouvernement oeuvre assidfiment, en partenariat avecles parties prenantes internationales, en particulier avec l'Union Europenne, qui serve comme pointde rfrence pour nos politiques nationales. Nous sommes convaincus que la volontd politique,l'assistance mutuelle et la transparence sur toutes les questions importantes peuvent apprter deschangements positifs, autant pour les conomies ddveloppdes, dmergeants, que pour celles pauvres.Nous rdaffirmons qu'aux questions telles que l'dradication de la pauvretd, les droits de l'homme etla tolerance, l'accs ii une ducation de qualit sans discrimination envers les garCons et les filles,1' emploi ddcent pour tous, la prdservation de la nature et la biodiversitd, devraient atre accordes uneprioritd spciale sur l'agenda des Nations Unies pour le ddveloppement, au cours des annes ii venir.La cooperation intersectorielle est aussi une question-clef. C'est pourquoi les partenairesinternationaux, la communautd des donateurs, y compris le secteur privd et la socidt civile,devraient travailler main dans la main avec I'ONU et les gouvernements afin de mobiliser lesressources ncessaires et les cibler pour des projets concrets, axds sur les rdsultats, ainsi que desinvestissements dans ses domaines vitaux.

    Je voudrais aussi aborder les problhmes de la migration et de la dynamique de la population. LesNations Unies ont reconnus t plusieurs reprises que la migration peut 4tre b4nSfique autant pour leddveloppement des pays d'origine que pour les pays de destination, lorsque la coop4rationinternationale est renforcde et des politiques adaptdes sont mises en place. Cest certainement le casde la R4publique de Moldova oh la migration a contribuS it la stabilit4 macrodconomique, au coursdes dernihres anndes.En m6me temps, nous somme dans une phase de changements considdrables susceptiblesd'influencer notre paradigme dSmographique, 4conomique, sociale et de s4curitd de la population.Sans doute, investir dans le capital humain est essentiellement une porte de sortie de la volatilitSdSmographique et une condition indispensable pour la prospSritS du pays, tout en assurant le respectdes droits de l'homme. Cest de cette manibre que nous visons/ diminuer l'interd4pendance entre led4veloppement et les flux de la migration et crSer un environnement favorable au dSveloppementcommunautaire, y compris des petites et moyennes entreprises,/ l'aide financier direct du budget del'ttat. Cependant, je voudrais attirer votre attention sur les exemples positifs apport4s par lePartenariat pour la Mobilitd entre la Rdpublique de Moldova et l'Union Europ4enne. Cette initiativea renforcS la capacitS du Gouvernement de formuler et mettre en oeuvre des politiques de migration,trouver des prioritSs communes avec I'UE et d4velopper des initiatives 14gislatives innovatrices etstratSgiques, fondSes sur les meilleures pratiques.I1 est certain que nous devons continuer dans cet esprit, qui est le seul moyen de trouver dessolutions mutuellement acceptables pour la migration rSgulibre et circulaire, dont pourraientbdn4ficier nos citoyens, en assurant la protection des droits de l'homme et garantissant la sdcuritdsociale.Monsieur le Prdsident,Permettez-moi de mentionner une des plus importantes rdalisations de notre augusteAssembl4 : l'adoption du Traits sur le Commerce des Armes (TCA), qui est devenue possible aprbsplusieurs annSes de d4bats et nSgociations intenses sur la rdglementation du commerce mondial desarmes.

    La RSpublique de Moldova a signs le TCA et nous espSrons que l'entrde en vigueur rapide du traitsrendrait plus transparent et plus 14gitime le commerce mondial des armes.Le TCA pourrait 4tre un grand pas en avant pour maitriser la prolifSration et la circulation illicitesdes armes, surtout dans les zones vulndrables et celles qui ne respectent pas le rSgimeconstitutionnel des ttats souverains.En outre, le Gouvernement collabore Stroitement avec ses partenaires europdens et internationaux,surtout avec l'Office FSddral pour l'tconomie et le Contr61e des Exportations de l'Allemagne(BAFA) et l'Organisation pour la SScuritS et la Cooparation en Europe en vue de revoir et modifierla ldgislation nationale sur le contr61e des exportations des biens double usage afln d'adopter lesmeilleurs standards et expdrience internationale dans ce domaine.Monsieur le PrSsident,Depuis qu'il est membre du Conseil des Droits de l'Homme, mon pays a achevd le premier cycle del'Examen PSriodique Universel (EPU), qui est, it notre avis, un des meilleurs exercices poursurveiller et dvaluer les rdsultats des institutions et mScanismes nationaux de protection des droits del'homme. En m4me temps, nous avons convenu de prendre de nouveaux engagements p.our faireface aux dSfis lors de la mise en oeuvre des recommandations issues de I'EPU.La RSpublique de Moldova continue it plaider en faveur de l'examen de la situation des droits del'homme par tousles pays et affirme qu'un Conseil des Droits de l'Homme robuste, non politique etimpartial, devrait exercer une autoritd plus grande, surtout dans les cas de violations graves des

    droits de l'homme et devrait dgalement donner des orientations sur la mise en ceuvre des meilleurespratiques et standards dans ce domaine.Mon Gouvernement a l'honneur d'annoncer la tenue du quatribme sdminaire des pays francophones,au commencement de la prochaine annie, it Chisinau - notre capitale - en vue d'examiner lesr&ultats et tirer des enseignements du premier cycle de I'EPU. Nous espdrons que les conclusionsde cette confdrence pourraient contribuer it l'avancement, au renforcement et t l'amdlioration deI'EPU en tant que mdcanisme unique de l'examen des pratiques en matire des droits de l'homme detousles ttats membre de 1' OIF.Mr. President,The Republic of Moldova is pursuing an intense and comprehensive program of reform: political,economic, institutional, legislative, demographic, judicial and more. We are firmly committed tobuilding a state based on the rule of law, good governance, transparency and accountability.Through these difficult efforts we become a stronger nation and a better partner internationally.And we must keep pushing ahead.In this connection, we are proud to acknowledge that the Government has embarked on a newcourse of technological modernization to enable direct public access to government services. Ouraim is to make all such government services available electronically to all citizens by 2020 atanytime, from anywhere, using modern communication technologies and devices such as computers,mobile phones and interactive payment offices. This kind of system will ensure real transparency inthe relationship between citizens and public officials, combat corruption and reduce unnecessarybureaucracy. The Republic of Moldova is among the leaders in this field, and our efforts havealready yielded real benefits to our citizens with the implementation of the electronic catalogue forpublic services, the mobile digital signature, the Government Electronic Payment Gateway andmany more.The ambitious reform agenda of the Government and its foreign policy alike are both directedtowards the fulfillment of the strategic objective of our country - the European integration. At thisstage, we have concluded the negotiations of the Association Agreement with the EU, as well as ofits component part - the Deep and Comprehensive Free Trade Agreement, and the initialling of thetexts is going to take place at the Eastern Partnership Summit in Vilnius during upcomingNovember. All these actions - the political association with the EU, the economic approximationand the perspective of the visa-free travel for our citizen - are bringing us closer to our final goal -the EU integration, and are opening new perspectives for political and economic cooperation in theregion.Mr. President,Every year my delegation brings to the attention of this Assembly the issue of the protracted conflictin the Transnistrian region which is affecting my country ever since independence. As a peaceloving nation and one who values national consolidation and unity, this conflict is a constantchallenge which undermine our development efforts.The political settlement of the conflict and the reintegration of the country is our strategic priority.It envisages uniting the population from the both banks of the Nistru River around shared goals andproviding them with a better future. It also means removing one of the most fundamental challengesto our national security, economic development and social cohesion. Ultimately, resolving theTransnistrian conflict means guarantying secured national borders and opening a new perspective ofstability, and fruitful bilateral and equitable relations with our neighbors and international partners.Peace and dialogue are fundamental prerequisites for a political solution to any conflict. Let meemphasize that there are more than two decades of peace in the region and we will spare no effort to

    preserve it further. Moldova is fully committed to dialogue through all available channels. But inorder to achieve the desired outcome we strongly need trust inside the resolution process andgenuine engagement and commitment from outside. We advocate for the continuation of theconfidence building measures activities which have been taking place since 2007 with the support ofUNDP and the European Union aiming at bridging the gaps between all the stakeholders .from theboth banks involving local authorities, business communities and the civil society.The vision of the Government of the Republic of Moldova for a final solution of the conflict which Iwill delineate further on is unambiguous and inclusive. First, the comprehensive and viable solutionmust be based on the respect for sovereignty and territorial integrity of the country. We are open fora reasonable compromise on a special status of the region within the Republic of Moldova whichwould provide the population from the left bank with a comfortable and guaranteed level of self-governance in various areas of public life. There should be a single constitutional, economic anddefense space within internationally recognized borders of Moldova. At the same time, theRepublic of Moldova should remain a functional state which continues to advance on its Europeanpath and makes every effort to allow the population and the business communities from the bothbanks to equally benefit from our extensive partnership with the European Union and hopefullywithin the European Union.On the conflict resolution matter, we will continue with a renewed impetus to seek for solutions inorder to ensure the freedom of movement, improved transportation links and new and realopportunities for businesses on the both banks of Nistru. We will also double our efforts to convinceour partners to start talks on political and security issues, including on the future status of the region.Moreover, we will seek to intensify law-enforcement interaction, preserve stability in the SecurityZone and reaffirm our stance for the need to transform the current peacekeeping mechanism into aninternational civilian mission.Strengthening the respect for human rights is of outmost importance to us. The report of the UNhigh level adviser for human rights in the Transnistrian region of the Republic of Moldova, Mr.Thomas Hammarberg, offers a good roadmap for joint activities in this regard.I would additionally like to reiterate our longstanding and unwavering call to finalize the withdrawalof the Russian military forces and ammunition from the territory of the Republic of Moldova inaccordance with relevant international commitments.Concluding this chapter, I would like to express my Government's conviction that the future of theregion is brighter if we join our efforts to build a stronger and unified country, open to Europe whereit naturally belongs, open to diversity, tolerance, economic and market opportunities. We areoptimistic that we can achieve it because there's no better scope we could embrace for the wellbeingof our people and the consolidation of our nation.Mr. President,The Republic of Moldova places peace and real, constructive dialogue above any political goals andambitions. We follow with great concern the continuing violence in the Middle East, and abhor theloss of so many lives and futures, resulting perhaps in an irremediable maiming of the consciousnessof a whole generation not only in the conflict zones but worldwide. The refugee crisis in Syriamagnifies the woes of war: hundreds of thousands of people have been displaced as they try to savetheir lives and find peace. My own country has offered protection to a number of Syrian refugeesand we recognize the significant burden that Syria's neighbors and other receiving countries, manyin Europe, face as they seek to alleviate the Syrian refugees' suffering and offer them a better chancefor survival and affirmation of their basic human rights. It is time for all sides to take a step back,find a peaceful solution and build the future for their people rather than pursue fleeting, treacherousand so often deadly political goals.

    In concluding, Mr. President, I would like to express the hope that during the current session themembers of this august Assembly will succeed in reaching valuable decisions on topic issues suchas sustainable development, peace and security, human rights and many others. My delegation iswilling and open to make its contribution in a collaborative and constructive way.I thank you.
