Some of us had a useful meeting this afternoon with Bryan Hannegan and John Peschke of the majority staff of the Senate Energy and Natural Resources Committee to discuss the climate title. We made our views known, particularly our view that the three obnoxious provisions in the climate title should be removed before committee mark-up. We had a good discussion of the pros and cons of various strategies. 2. Most importantly, Bryan Hannegan clarified a misunderstanding. He told up that he had tried to make the climate title as consistent with Bush Administration policy as possible, but that the climate title was written without input from the Bush Administration and was not supported by the Bush Administration. That should settle that particular controversy. 3. Speaking just for CEI, we informed them that we thought the negatives in the climate title outweighed the positives in the energy bill as a whole and that we would therefore assemble a conservative coalition to oppose the Senate energy bill if it included a climate title with the three obnoxious provisions. 4. The schedule remains the same: comments are being accepted through Friday; the committee staff will then prepare the chairman's mark for release Tuesday so that it can be marked up in committee on Thursday the 10th.
