De câte ori aţi avut ocazia, în ultima vreme cel puţin, să vorbiţi despre campioni în România?Eu, unul, de prea puţine ori sau aproape de-loc. Preocupările noastre sunt acum legate de criza economică şi de traiul zilnic din ce în ce

mai greu şi o viaţă din ce în ce mai gri.

Cu toate acestea, România are un campion ce merită să fie descoperit şi apreciat din ce în ce mai mult pentru ceea ce face pentru pokerul de aici.

Dan Murariu este numele campionului şi vă rog să-l ţineţi minte, e unul dintre cei mai buni jucători pe care îi are acest sport al minţii în acest moment în România.

Dan are stofă de campion şi este, înainte de toate, OM, are trăiri sufleteşti dintre cele mai diverse, dar nu lasă să se vadă decât liniştea sufletească pe care o transmite la masa de joc, calmul său este rece ca sabia unui samurai, iar privi-rea sa concentrată nu-ţi dă senzaţia decât că timpul stă în loc în momentul când strigă “call” sau “all in”.

Dan este un om ambiţios şi de cuvânt, este o persoană de o modestie rară în zilele noastre, nu are “fiţe” şi te priveşte în ochi.

Îmi place! E genul meu de om!

De unde vine el mai sunt şi alţii care-şi aşteaptă rândul să fie câştigători, dar acum este momentul lui şi sunt sigur că nu e unic, vor mai veni şi altele, pentru că Dan Murariu este Campion, iar campionii nu se mulţumesc cu puţin.

Iţi mulţumim ce faci pentru pokerul românesc şi pentru Ro-mânia, arată lumii că există şi altfel de “ambasadori”: fără costum şi cravată, fără maşină la scară, doar cu tricou şi căşti, doar cu bun simţ şi-un zâmbet.Datorită lui Dan Murariu se vorbeşte despre România în perioada asta în lume şi se vede tricolorul! How many times did you have the oppor-tunity to speak about the champions in Romania, at least lately?I had it rarely, almost close to none. Our focus is now connected to the econo-

mic crisis, to the harsh everyday living and to a life that fades into grey.

However, Romania has a champion who is worth of being discovered and of being more appreciated for the things he does for the local poker.Dan Murariu is the name of this champion and I kin-dly ask you to remember him, as he is one of the best players this mind sport currently has in Roma-nia.

Dan is a natural champion and he is, before anything else, HUMAN; he has emotions of the most diverse range, but he shows only his peaceful state when at the gaming table; his calm nature is cold like a sa-murai sword and his undistracted look makes you feel like time stops when he says “call” or “all in”.Dan is a man of his word, is ambitious and humble, which can be rarely found nowadays; he has no VIP demands and looks you straight in the eye.

I like him! He’s my kind of person!

Where he comes from , there are others who are still waiting to be winners in their turn, but now is his moment and I am sure it will not be the only one, because Dan Murariu is the Champ, and champs don’t settle for less.

Will and desire were extremely powerful forces for Dan Mura-riu, who needed only four days to show that he deserves to win Unibet Open Golden Sands 2010. This comes after almost win-ning the big prize in two final tables within Unibet Open, Algrave and London 2009. After days of hard game and many spectacu-lar changes of situation, the only Romanian at the final table, Dan “Agentu‘ ” Murariu managed to take the big prize of 150,705 Eu-ro, after three hours of heads-up with the Danish Bjaerke Han-sen, thus becoming the winner of one of the most important Eu-ropean poker tournament and the best result of his career yet.

“The tournament was very good for me, as I came in first and the or-ganizing part was surprisingly good. It is a step further for the Balkans poker and I hope that on the future, we will have Unibet Open or another big tournament organized in Romania as well. I had a good feeling about it even from the start, I felt good, I was in shape the whole tournament” declared Dan Murariu for Casino Inside magazine, just after receiving the trophy.

Dorinţa şi voinţa au fost extrem de puternice pentru Dan Mura-riu, acesta având nevoie doar de patru zile pentru a arată că me-rită să câştige Unibet Open Golden Sands 2010, după ce a fost de câteva ori atât de aproape să câştige marele premiu, el ajun-gând la două mese finale în cadrul Unibet Open, Algarve şi Lon-dra în 2009. După zile încrâncenate de joc şi numeroase răstur-nări de situaţie, singurul român prezent la masa finală, Dan “Agentu’ “ Murariu, a reuşit să îşi adjudece în trei ore de heads-up cu danezul Bjaerke Hansen premiul cel mare de 150.705 de euro, devenind astfel câştigătorul unuia dintre cele mai impor-tante turnee europene de poker şi înregistrând cel mai bun re-zultat al carierei lui de până acum.

“Turneul a fost unul foarte bun pentru mine, având în vedere faptul că am şi câştigat primul loc, iar organizarea a fost surprinzător de bună. Acesta este un pas înainte pentru pokerul din Balcani şi sper ca pe viitor să avem şi în România un Unibet Open sau un alt turneu mare. Am avut un feeling bun încă de la început, m-am simţit bine, tot turneul am fost în formă”, a declarat Dan Murariu pentru revista Casino Inside, imediat du-pă ce a intrat în posesia trofeului.

Pornit din postura de favorit, fiind chipleader la finalul zilei a 2-a, cu un stack de peste 1 milion de chipuri, Murariu a jucat extrem de pru-dent şi a făcut bet doar atunci când a fost cazul, reuşind, de cele mai multe ori, să câştige mâna.

“A fost o singură mână decisivă, la penultimul nivel din prima zi, când am avut şeptari la popi şi am câştigat. În rest, totul a mers ca pe roate, nu am avut absolut nicio problemă, poate la heads-up….. a durat cam mult, dar jocul a fost excelent. (…) Sunt turnee când te simţi agitat, eşti nervos, nu ai răbdare, nu ai ce îţi trebuie pentru a câştiga. Dar, de data aceasta, am simţit o presiune asupra mea, aceasta fiind a treia masă fi-nală la care am participat în cadrul turneelor Unibet Open, nereuşind să trec la primele două de locul cinci. Ar fi fost un eşec total pentru mine dacă nu ieşeam pe primele trei locuri, chiar dacă, a participa la masa fi-

“There was only one critical hand before the last level of the first day, when I had Sevens to Kings and won. Otherwise, everything went smo-othly, I had absolutely no problem, only at heads-up maybe…it took a little longer, but the game was excellent (…) There are tournaments when you feel nervous, lose your patience, when you don’t have what it takes to win. But this time I felt a pressure, as it was my third final table within Unibet Open; during the first two I never managed to do better than fifth place. It would have been a total failure for me if I hadn’t been in the first three, even though only the participation to a final table is a good result in a tournament. I tried to stay more focused, I didn’t pay at-tention to the audience, I tried to be very concentrated on the game and give my best. I managed to keep the tradition for Unibet Open with this result, so as the one who entered the final table as a chip leader was al-

De aceiaşi răbdare, zice Dan, e nevoie şi pentru ca România să devi-nă un punct de atracţie pe harta ţărilor ce găzduiesc turnee de renume internaţional. El ştie mai bine!

Recent, pokerul a fost recunoscut de instituţiile internaţionale abilitate drept “sport al minţii”. Care este percepţia ta în legatură cu acest joc? Crezi că asta va schimba în vreun fel mentalitatea unora asupra pokerului?

Pentru mine e foarte clar. Pokerul, şi aici mă refer la Texas Hold’em, este un joc de skill. În Texas Hold’em contează foarte mult strategia pe care o adopţi în funcţie de tipul jocului (cash game, turneu sau satelit) şi capacitatea de a lua decizii cât mai bune în momente dificile. De ase-menea, factorul pshihologic are o importanţă majoră în timpul jocului pentru că multe persoane se enervează şi nu reuşesc să ia decizii raţio-nale. E foarte important să menţii un echilibru pe tot parcursul jocului. Despre pokerul cu 5 cărţi, pe care lumea de la noi îl cunoaşte mai bine, nu pot să mă pronunţ pentru că nu am jucat şi nici nu am studiat. Nu cred că se vor schimba prea multe în mentalitatea oamenilor şi asta pentru că mulţi asociază cuvâtul “poker” cu cazinoul şi asta e de ajuns. În plus, cred că nici 0,1 % din populaţia României nu ştie că pokerul a fost recunoscut ca “sport al minţii”.

Care este influenţa pokerului asupra ta?Sunt jucător profesionist şi încerc să fac totul cât mai bine. Pokerul

mi-a schimbat programul şi modul de a vedea anumite lucruri. Pe par-cursul unui an, am foarte puţine weekend-uri libere, pentru că cele mai bune turnee sunt în weekend şi atunci nu îţi poţi permite să iroseşti zile-le de sâmbătă şi duminică făcând altceva.

gical level, taking slowly the chips out of his stack. The final hit was a “piece of cake” for Dan Murariu, as the Danish bet all his remaining 800.000 chips.

He was holding two queens, whereas the Danish had a queen and an eight of spades. Right after the croupier faced-up the first three cards, an eight of hearts, a two of hearts and a seven of clubs, the two started growing their hopes. The fourth card, a seven of hearts, and the fifth, a three of clubs, were the ones that put an end to the story: the Romanian won the Unibet Open title and the big prize of 150,705 Euro. “The Danish (Bjaerke Hansen) was a fairly good player, but too aggres-sive and driven by the moment, that is why I knew he would make a mistake. I was patient and I finally got him and managed to win. Even though he bluffed me several times, I bluffed him as well, but I had also more patience and I had chance to my side” explained Dan the ways of his strategy.

Walking slowly, but certainly towards progress in the poker ga-me

The first Romanian winner of the Unibet Open tournament, Golden Sands 2010, who faced 400 competitors from over 25 countries, Dan Murariu, is the best example of this kind; he admits that patience is one of his strong points when playing. The same patience is needed also waiting for Romania to become a point of interest on the map of inter-national tournament host- countries, that’s what Dan says. He knows best!

Recently, poker has been acknowledged as a mind sport, by the authorized institutions. Which is you perception connected to this game? Do you think this will change in some way, the men-tality regarding poker?

For me it is very clear. Poker, and when I say poker I mean Texas Hold’em, is a game of skill. In Texas Hold’em, what really counts is your strategy according to the type of the game (cash game, tournament, satellite) and the capacity to take good decisions in difficult moments. Moreover, the psychological factor has a major importance during the game, because many persons get mad and don’t succeed in taking rati-

onal decisions. It is very important to keep a balance du-ring the entire game. In what regards 5 cards poker, whi-ch here in Romania is better known, I cannot state my opinion as I haven’t played and haven’t studied it. I don’t think many things will change regarding mentality and that is because many people associate the word “poker”, with casino, and that is enough. Besides, I think that less than 0.1% of the Romanian population knows that poker has been acknowledged as a mind sport.

What is the influence of poker over you?I am a professional player and I try to do everything as

good as possible. Poker changed my schedule and my way of seeing things. During one year, I have very few free weekends and because the best tournaments are during the weekends, you cannot waste your Saturdays and Sundays doing anything else. It is rather strange, be-cause most of my friends have another schedule and it is getting harder and harder to meet with them. I am however my own boss, so if in one week I don’t want to play, I just don’t do it.

What are you most interested in? Online or live poker?

I like both types very much so I try to mix them. While I’m at home I play online, but at least once a month, I go to a live tournament. It would be extremely hard to play only live or only online, but if I were to choose, I would choose the latter.

Pe ce pui mai mult ac-cent – poker on-line sau live?

Ambele tipuri îmi plac foarte mult şi încerc să le mixez. Când sunt acasă joc on-line, dar, cel puţin o dată pe lună, plec la câte un tur-neu live. Ar fi extrem de greu să joc numai live sau numai on-line, dar, dacă to-tuşi ar trebui să aleg, aş alege on-line.

lific pentru cariera ta de jucător profesionist de poker. Cum s-a prezen-tat până acum anul aces-ta pentru tine şi ce pro-iecte ai în vedere până la finele lui 2010?

On-line a mers destul de bine în prima jumătate a anului 2010, dar live, momentan, nu am nici o realizare notabilă. Mai e destul timp până la sfârşitul anului şi, cu siguranţă, o să apară şi rezultate mai bune. Am participat la Unibet Open Nisipurile de Aur unde am şi câştigat, urmea-ză WSOP şi, cel puţin, încă 10 turnee live în a 2-a jumătate a anului. Sper să reuşesc o masă finală sau - cine ştie - poate chiar un titlu.

Cum se conturează profilul tău de jucător de poker şi care e

atuul pe care mizezi?Sunt un jucător disciplinat, ambiţios şi muncitor. Evoluţia mea a fost

una constant ascendentă. Am preferat să progresez cu paşi mici, decât să încerc salturi spectaculoase. Cred că atuul meu este constanţa în joc şi răbdarea.

Ai participat la numeroase turnee, atât în ţară, cât şi în străină-tate. Ce crezi că-i lipseşte României pentru a ajunge să găzdu-iască şi alte evenimente importante de profil, aşa cum a fost WPT Bucureşti şi Romanian Poker Championship?

În primul rând, cred că lipseşte legislaţia necesară pentru organizarea unor astfel de turnee şi, în al doilea rând, lipsesc jucătorii. S-a văzut la WPT Bucureşti, unde participarea jucătorilor români a fost extrem de scăzută, apoi, la RPC II, deoarece buy-in-ul a fost un pic mai mare ca la RPC I, numărul de jucători a scăzut cu 30%. Suntem la început în acest sport şi trebuie să avem răbdare.

Ce turneu de poker la care ai participat ţi-a rămas la suflet?Unibet Open Algarve, deoarece a fost prima mea masă finală televi-

zată. E un sentiment deosebit să fii acolo şi să ştii că toată atenţia este îndreptată asupra ta. Îmi plac foarte mult şi turneele organizate în Bar-celona, indiferent că sunt WPT, EPT sau altele.

Dacă nu te-ai fi apucat de poker, spre ce altă activitate ţi-ai fi îndreptat atenţia?

E greu de spus! Au trecut aproape 5 ani de când m-am apucat de poker şi chiar nu ştiu ce aş fi făcut dacă nu jucam poker. Cert este că sunt dedicat 100% pokerului şi sper să continui cât mai mult la nivel înalt în acest sport.

Cum arată viaţa ta de zi cu zi, când nu te aşezi la masă pentru un joc de poker?

Merg la fotbal, tenis, mă uit la un film, merg la o plimbare, fac absolut ce face un om normal. Încerc să mă relaxez şi să mă detaşez de poker în zilele în care nu joc.


2009 has been a prolific year for your career as a professional poker player. How was this year until now and what are your fu-ture projects for 2010?

The online part went fairly good in the first half of 2010, but I don’t have any major success at live poker. There is still time by the end of 2010 and there will be for sure better results. I attended the Unibet Open Golden Sands where I won the tournament, then WSOP and at least 10 more live tournaments in the second half of the year. I hope to reach a final table and who knows, maybe even a title.

How is your poker player profile; what are your strong points?I am a very disciplined, ambitious and hard-working player. My evo-

lution was constantly upward. I prefer to walk slowly, than to have spectacular leaps. I think my strong points are consistency and pati-ence.

You participated to many tournaments, both in the country as well as abroad. What do you think that Romania doesn’t have for hosting other important industry events, such as it was with WPT Bucharest and Romanian Poker Championship?

First of all, I think the necessary legislation for such tournaments lacks and second of all, the players. It was obvious at WPT Bucharest, that the Romanian players’ participation was very low and that at RPC II the number of players dropped 30%, because the buy-in was higher than in RPC I. We are still at the beginning of this game and we need to have patience.

What poker tournament you participated to is still with you, emotionally speaking?

Unibet Open Algarve, because it was my first game on TV. It is a spe-cial feeling to be there and have all eyes on you. I very much like the tournaments in Barcelona, no matter they are WPT, EPT or others.

What would have been your activity, if it weren’t poker?It is hard to tell! I’ve started playing poker 5 years ago and I really

don’t know what else I would have done. I am for sure 100% focused on poker and I hope to keep on and reach the highest level in this sport.

How does you normal life look like, when you’re not at the po-ker table?

I like playing football, tennis, watch movies, go for a walk, I do everything a normal person does. . I try to relax and detach from poker when I don’t play.

Lotteries have existed since long before Columbus decided to set his sails towards the new world. Not just the illegal lotteries, like the numbers games which remain popular in several cities, but the legal lotteries which are officially regulated by local government agencies.

Astăzi, există multe loterii peste tot în lume. Europenii s-au bucurat de ele chiar de pe vremea ilustrului conducător roman, Nero, care a domnit între anii 54 şi 68 d.H.

Prima loterie cunoscută din Franţa, a fost creată de Regele Francis I, în jurul anului 1505. După prima sa încercare, acestea au fost interzise timp de două secole şi au reapărut la sfârşitul secolului 17, în două forme. Una de "loterie publică" pentru mu-nicipalitatea din Paris (denumită şi Loterie de L'Hotel de Ville) şi una de "loterie privată" pentru ordinele religioase, îndeosebi pentru călugăriţele din mănăstiri.

The first known lottery in France was created by King Francis I in or around 1505. After that first attempt, lotteries were forbid-den for two centuries. They reappeared at the end of the 17th century, as a "public lottery" for the Paris municipality (called Lo-terie de L'Hotel de Ville) and as "private" ones for religious or-ders, mostly for nuns in convents.

Don’t bets tie when the come out roll is 12 (2 in some casinos; the ‚Bar’ roll on the layout indi-cates which roll is treated as a tie).

How was Unibet Open for you?It was a really great tournament, I had

a lot of fun. The first day it was all about gathering chips and playing against the soft spots of the tournament. The se-cond day I bluffed the winner of the to-urnament and I had to actually get in the game. I am thrilled about reaching the final table, but I am also disappointed, as anyone is when finishing second.

What can you tell us about the players from the final table?

Oh, they were very tough. The guy I played heads-up with was the one I found the toughest. I had some trouble figuring out the way he played; he had a very good game, putting some constant pressure on the others. It was a very powerful field and I was lucky enough or good enough to end up playing heads-up. It could have happened differently. There were some very good players in this tournament.

What are your future plans?Well, I’m planning to celebrate tonight and have fun. After I get ho-

me, I want to play more live poker. It’s a lot of money in this prize, but I don’t want to waste it on other big tournaments. I think I’ll stick to how I normally play for the moment.

Well, I have nothing to complain about. It was good.

ma la a strânge cât mai multe chipsuri şi la a juca contra punctelor slabe din turneu, iar în cea de-a doua zi, l-am blufat pe câştigătorul turneului şi a trebuit să intru cu adevărat în joc.Sunt încântat de faptul că am ajuns la masa finală, dar sunt şi puţin dezamăgit, la fel ca orice persoa-nă care iese pe locul al doilea.

Ce ne poţi spune despre jucătorii de la masa finală?

Ei bine, au fost foarte duri! Cel împotriva căruia am jucat heads-up (n.red. Dan Mura-riu), cred eu că a fost cel mai dur. Mi-a luat ceva timp să înţeleg stilul său de joc, dar a jucat foarte bine şi a pus o presiune con-stantă pe toţi jucătorii. A fost un câmp de forţe puternice şi am fost îndeajuns de no-rocos sau de bun încât să ajung să fiu eu cel care joacă heads-up. S-ar fi putut întâmpla altfel. Au fost câţiva jucători foarte puter-nici în acest turneu.

Ce-ţi propui pe viitor?Am de gând să sărbătoresc şi să mă dis-

trez. Când mă întorc acasă însă, vreau să joc mai mult poker live. Sunt mulţi bani câşti-gaţi cu acest premiu, însă nu vreau să îi iro-sesc la alte turnee de anvergură. Mă voi li-mita la cum joc eu de obicei, pentru moment.

ut oportunităţi.

Ce ne poţi spune depre ceilalţi jucă-tori pe care i-ai întâlnit la masa finală?

Au fost jucători puternici. A început bine pentru mine, dar Bjaerke a preluat controlul mesei şi a trebuit să îi fac pe plac.

Cum a fost mâna pe care ai pierdut-o?Aveam puţine chipsuri rămase, doi pă-

trari şi Big Blind-ul. Trebuia să dublez miza oricum dacă vroiam să am o şansă la acest turneu. Din păcate, nu a funcţionat pentru mine.

What other tournaments have you participated in?I played the WSOP last year and finished in the money.

How can you describe yourself as a player? I more of a realistic player, I sit around, wait and look for good spots.

What can you tell us about the other players you have met at the final table?

They were strong players. It started well for me, but Bjaerke took control of the table and I had to play accordingly.

How was losing your hand?Well I was in a short stack with two fours and a Big Blind. I had to

double-up anyway so as to have a chance in this tournament. Unfortu-nately, it didn’t work out for me.

How do you perceive confidentiality in the life of a public person in Romania, after all these years of experience in the journalistic field?

Confidentiality should have a limit and this depends on each and every person. Confidentiality is where you feel comfortable in your own space, and not somebody else’s. There are some people in Ro-mania whose confidentiality line is so far away, that they sketch even the finest details of their life. There are others who don’t want to stand out with anything, no matter how common. From this point of view, in the TV illustrated Romania, confidentiality is where there is rating and large circulation. Tabloids in this country are the least con-fidential worldwide and the most “colorful”, while in other countries these types of newspapers are combative. In these times we live,

Confidenţialitatea ar trebui să aibă o limită, iar aceasta depinde de fiecare. Confidenţialitatea e acolo unde tu simţi că dincolo de o linie tra-sată e teritoriul tău şi nu al altcuiva. În România există oameni a căror limită de confidenţialitate este atât de îndepărtată, încât îşi arată viaţa în cele mai mici detalii. Alţii nici măcar nu se gândesc să iasă în evidenţă cu ceva, oricât de banal. Din acest punct de vedere în România văzută la tv, confidenţialitatea este acolo unde există rating şi tiraj. Ziarele ta-bloide din România sunt cele mai neconfidenţiale din lume, sunt cele mai “colorate”, în timp ce în alte ţări, astfel de ziare sunt combative. What was the amount of luck, passion and talent in your jo-urnalistic career in Romania?

There was a little bit of everything. One without the other is not a good combination. Anyhow, I had the luck to meet people who belie-ved in me to become their partner, and I had a career path with no failure. This is probably luck. But there is also a lot of work. I didn’t receive anything for free so for every thing I own, I worked hard and struggled. A lot of work combined with a little bit of talent is the pas-sword to a successful TV career. It is also important to have the right circumstances and to feel that a certain product is to reach success. To draw a conclusion, talent is worthless if you don’t work hard, and even when you do work hard, a drop of success won’t hurt.

How do you see the gambling industry on the whole? exclu-sivist, opulent, elegant, entertaining? Can you find any resem-blance with the public life in Romania?

The gambling industry can be compared to our public life, but only to a small extent, when they meet, when they collide. There are some “juicy” stories with celebrities who play, who lose, who fight. The most spectacular are of course, those in which the main actors lose hun-dred of thousands of Euro. This gambling life finally developed in Ro-mania as it should have. I think that a country can analyze its well being taking into account the number of casinos in a such a large city as Bucharest. As long there are clients, it means there is still mo-ney and the crisis is felt just by some; others can still satisfy such a passion. This world has the necessary amount of discretion, because you want to be left alone when you go to a casino. It knows how to preserve the clients and to promote itself, and this can be seen in Bucharest. Some say there are too many casinos; I do not agree as long as there is money. Money must circulate. The industry is still blo-oming. If a man comes to give you his money, do everything in your

Cât a fost noroc şi cât a fost pasiune şi talent în ca-riera dvs de jurnalist în presa tabloidă din România?

Au fost de toate! Una fără alta nu merge. În orice caz, am avut norocul să cunosc nişte oameni care să creadă în mi-ne, să devin partner cu ei, după care am avut un parcurs profesional în care nu au existat eşecuri. Şi probabil că asta ţine şi de noroc. Dar, dincolo de asta e foarte multă muncă. N-am primit nimic de la nimeni pe gratis în viaţă, astfel că, pentru fiecare lucru pe care îl am, am strâns din dinţi şi am muncit cu adevărat. Multă muncă, combinată şi cu puţin ta-lent este paşaportul spre reuşita în cariera din televiziune. De asemenea, important este să te poţi afla şi într-o con-junctură favorabilă în care să simţi că un anumit produs es-te de succes. În concluzie, fără muncă degeaba ai talent, şi chiar dacă ai talent şi depui şi efort în ceea ce faci, un gram de noroc nu strică.

Cum vedeţi această industrie a gamblingului, gene-ral vorbind? exclusivistă, opulentă, elegantă, de diver-tisment? O puteţi asemana cu viaţa mondenă din Ro-mânia?

Industria gamblingului poate fi asemănată cu viaţa mon-


denă de la noi, dar numai într-o anumită măsură, atunci când se ating, când se întâlnesc. În acest sens există subiecte “picante” cu vedete care joacă şi pierd, care se ceartă. Cele mai spectaculoase sunt, evident, acelea când protagoniştii pierd sute de mii de euro. Această lume, a jocurilor de noroc, s-a dezvoltat în România în fine aşa cum ar trebui. Cred că o ţară îşi poate măsura bunăstarea şi după faptul că se umplu cazinourile existente într-o me-tropolă aşa cum este Bucureşti. Câtă vreme există clienţi, înseamnă că în continuare există bani şi e criză numai pentru anumiţi oameni; alţii îşi pot sati-sface, totuşi, o astfel de pasiune. Lumea aceasta are atâta discreţie atât cât trebuie să aibă pentru că în momentul în care vii la un cazino să joci e bine să fii lăsat în pace. Ştie să-şi conserve clienţii şi modul de a se promova, iar asta se vede şi în Bucureşti. Unii spun că sunt prea multe cazinouri; eu nu sunt de aceiaşi părere atâta vreme cât sunt bani. Banul trebuie să circule. Industria e încă în plină înflorire. Dacă omul vine să dea banul, oferă-i tot ce poţi ca să se simtă şi bine, oferă-i acel divertisment de care are nevoie, să vadă şi altceva faţă de ceea ce ar pu-tea să vadă şi în altă parte. Este o lume care s-a aşezat exact aşa cum trebuie, cu zonele ei negre, gri şi albe.

Adesea, subiectul “jocuri de noroc” este con-siderat unul tabu şi este asimilat cu un produs din lumea oamenilor bogaţi şi cunoscuţi, a “ve-detelor”. Apar situaţii când aceştia se feresc să recunoască că sunt jucători de cazino, spre exemplu. De unde credeţi că vine reacţia asta? e cumva teama în faţa mentalităţii unora sau, pur şi simplu, discreţie?

În momentul în care ocupi o funcţie publică sau vrei să accezi către un astfel de loc şi să deveni un reper moral, nu ştiu de ce trebuie să pară că, o pasi-une care poate fi ţinută în frâu, nu există. Asta e o reminiscenţă oarecum comunistă ce continuă să fie în mintea unora şi aşa cum n-am scăpat de multe lucruri în mentalitate, nu ne-am detaşat nici de această istorie care e, oricum, privită cu cât mai multă normalitate. Oraşele s-au umplut de săli de jocuri, de cazinouri şi tot aşa… Lumea s-a obişnuit. Cunosc şi oa-meni care joacă la cazino, dar fără să-şi piardă minţile, ci, pur şi simplu, din plăcere, să-şi încerce norocul. Este o lume normală cu nesăbuiţii ei, cu bogaţii şi excentricii ei.

Cum comentaţi faptul că, recent, pokerul a fost recunoscut ofi-cial drept sport al minţii şi că mulţi jucători români sunt printre cei mai buni?

Aşa şi este! Mie mi se pare o ştire foarte simpatică şi care consfin-ţeşte cumva faptul că, prin sângele multor oameni, jocul cu mintea şi cu noroc, în egală măsură, trebuie să fie recunoscute ca o parte din noi. După părerea mea, pokerul este un joc în care mintea e elementul prin-cipal. Oamenii care ştiu să joace poker, ştiu să joace bine cartea şi în viaţă în sensul în care ştiu să aştepte, să-şi construiască o strategie, să bluffeze. Faptul că a fost recunoscut drept un sport internaţional, este o chestiune pe care ar trebui să o înţeleagă şi românii.

În România viaţa a devenit un joc de loterie pentru că, indiferent ce ai face uneori, sau cât de bine te-ai mişca, dacă tragi un loz şi el este ne-câştigător, iar cel care organizează loteria este un stat care timp de 20 de ani n-a avut grijă de tine, viaţa ia aspectul unui astfel de joc de no-roc. Totul a devenit nesigur. Aş vrea să devină viaţa un joc de cazino dintr-un singur motiv: în cazino există reguli, în viaţa de zi cu zi, nu. Aşa că, în astfel de condiţii, aş apropia viaţa mai degrabă de idee de “pradă”. Suntem într-o zonă capitalistă în care există victime şi vânători şi nu e o limită ca într-un joc cazino. Da, “viaţa e ca o pradă”, cum bine a zis Marin Preda.

Cities are full of gaming rooms, casino and so on… People got used to it. I know many persons who play the casino without losing their minds, but just for the pleasure of it, to try their luck. It is a normal world wi-th all its reckless people, wealthy people, eccentric people.

“is life like a prey” or like a casino game where everything submits to destiny?

In Romania life has become a lottery, because whatever you do or however you act, if you draw the losing ticket and the lottery organi-zer is the state that never took care of you in 20 years, life starts to look like a game. Everything is uncertain. I wish that life turned into casino game for one reason only: there are rules in a casino; in everyday life there are not. Thus, in conditions like these, I would find life more as a prey. We are in a capitalist area, where there are victi-ms and hunters and there is no limit, just as in a casino game. Yes,” life is like a prey”, just like Marin Preda said.

The Romanian market was constantly growing until the effect of the financial crisis started taking shape and the ac-tors of this industry used to base their activities on gambling tourism as well. What is the status of this type of tourism now, how resourceful is it exactly?

We could start to widen our tourism activi-ties, from the Danube ones and cruises, to that of gambling. In this regard, for example, the Israeli tour-operator Flying Carpet wan-ted to change some of its last years’ char-ters to Bulgaria and create some direct rou-tes for the foreigners, to Constanţa (Tel Aviv-Constanţa). It was good, but one of the conditions was the existence of casinos. Un-fortunately there was nothing available to satisfy their requirements. They had this idea, as they had heard about the Constanţa Casino, but they saw the reality and dropped out. We could have managed to cover the hotels capacity needed, the tarifs, the trips, but the lack of casinos was an impediment as the people in their country are very inte-rested in gambling, because gambling is for-

Am putea să dezvoltăm alături de turismul de croaziera şi cel pe Dunare şi turismul de gambling. Chiar în acest sens, touroperatorul israelian Flying Carpet ne-a abordat anul tre-cut, ar fi vrut să renunţe la o parte din charte-rele pe Bulgaria şi să mute sosiri de turişti străini cu chartere direct la Constanţa (Tel Aviv-Constanţa). Toate bune şi frumoase, în-să, una dintre condiţii era prezenţa cazinouri-lor. Din păcate, noi n-am putut indentifica ce-va care să le placă în acest sens. Ei veniseră cu o idee, ştiind Cazinoul din Constanţa, însă s-au convins uşor când au văzut care e reali-tatea. Am fi făcut faţă la capacitatea hotelie-ră, la tarife, la excursii, dar lucrurile s-au blo-cat tocmai din cauza absenţei cazinourilor, care pe turiştii israelieni i-ar fi interesat foarte mult, având în vedere că la ei în ţară, jocurile

top tour-operator on the Israeli market, replaced Turkey with Roma-nia, espcially the coastline of Romania, as a main destination for the Israeli tourists. Their estimates are at least 2,500 Israeli tourists for this year only. This is indeed a premier, a Tel Aviv-coastline charter, with 95% success rate, starting from July 15. We would be really in-terested to manage placing at the disposal of this company, together with the Ministry of Regional Development and Tourism, packages that include casino services. This requires a very strong alliance of the administrations, authorities and the gamblers in the industry. We don’t have, unfortunately, a legislation that encourages the investors to place thier money in such a business.

What is the ”hottest” issue on the list of the tourism admi-nistrations?

Din pă-cate, nu avem nici o legislaţie care să încurajeze investitorii să-şi pună banii la bătaie într-o astfel de afacere.

Care este aspectul cel mai arzător cu care se con-fruntă patronatele din tu-rism?

Nu se investeşte suficient în promovarea destinaţiilor româ-neşti, indiferent care ar fi po-tenţialul turistic. România chiar are o uriaşă comoară în acest sens, însă noi nu ştim să împa-chetăm ceea ce avem şi să creăm o poveste care să atra-gă turişti spre această ţară. Paradoxal este faptul că im-presia turiştilor străini este mult mai bună decât o au ro-mânii. Chiar recent am emis un comunicat de presă în care am cerut intervenţia de urgenţă a Guvernului României. Impor-tant e ca şi acei 5 milioane de euro aferenţi promovării pentru acest an să-i folosim acum, când e momentul potrivit, şi nu în septembrie-octombrie când ia sfârşit sezonul. Chiar dacă e perioadă de criză, parerea mea este că nu trebuie să sugru-măm mediul privat. Nu reprezintă o cheltuială extravagantă pentru această perioadă.

Ce segment al turismului credeţi că poate atrage oaspeţi chiar şi în această perioadă?

Turismul de evenimente, în general, atrage spre o destinaţie anume fluxul de vizitatori. De asta am avea nevoie! Orice competiţie internaţi-onală, de genul turneelor de poker, spre exemplu, ar trebui avută în vedere cu prisosinţă. Altfel spus – omul vine cu o motivaţie clară la un eveniment şi astfel atrage după sine satisfacerea şi celorlate servicii precum cazarea, plimbările, suvenirurile… cel mai relevant exemplu în acest sens este Las Vegas.

De ce credeţi că în România există împământenită ideea po-trivit căreia cazinourile sunt asimilate unor conotaţii negative?

Simplu! Ne lipseşte educaţia turistică. Până la un punct am avut


There is not enough invest-ment done for promoting the Romanian holiday destinati-ons, no matter the touristic potential of our country. Ro-mania is a huge treasure in this regard, but we don’t know how to package it and to crea-te a story that attracts tourists to this country. As a paradox, however, the opinion of fo-reign tourists is better than that of Romanians. We have recently issued a press relea-se to ask for the emergency intervention of the Romanian Government. It is important that those 5 million Euro ne-cessary for this year promoti-on of the country shall be used now, at the right time, and not in September or Octo-ber, at the end of the season. Even if it is still a crisis period, my opinion is that we don’t ha-ve to kill the private environ-ment. It is not an extravagant expense for these times.

What tourism segment can attract guests, in your opinion, given this troubled period?

Mainly event tourism gene-rates a flow of visitors. That is what we need! Any internatio-nal competition, like poker to-urnaments for example, sho-uld be carefully considered. To put it in a different light, peo-ple come with a purpose to an event but at the same time, this purpose implies other ser-vices like accomodation, trips, souvenirs...the most obvious example of this kind is Las Vegas.

What is,in your opinion, the rooted reason for which Romanians associate casi-nos with negative issues?

It is simple! Because we lack tourism education. We had the same path as Bulgaria had, till our neighbors let the German investors take over

their tourism development. The private sector was poor managed on our coastline, and our authorities did not approve the Germans to ha-ve an input of ideas, of money and of management, that is why they turned to Bulgaria. As a consequence, the first wave of tourists was from Germany. The results: 5 year contracts on minimum price - 5, 10 Euro, many requests for holidays- the way many hotel chains we-re actually built. In 5 years, the Germans had a way of shaping the Bulgarian people, changing their mentality. Our problem is that 95% of our seaside tourists are… Romanian. We lost the education of de-aling with foreign tourism. However, it could be important for the ac-tors in the gambling industry to involve themselves more and promo-te accordingly, beyond that smoky glass that protects them. They have, more than anything, to stay together, in order to consolidate the private structure.

Oricum, şi dincolo de geamul acela fumuriu, ar fi bine dacă actorii din industria de gambling s-ar implica şi ei mai mult şi s-ar promova corespunzător. How can you describe a normal work day as a CFO in Regent Casino?

A usual day starts at 7.00 a.m. until 11.00 p.m., and some days even till 2.00-3.00 the next morning. Best case scenario, the day can end at 8.00 p.m. and when I reach home, my fa-mily asks: ”Is something wrong?”. Mostly, my undertake activities go far beyond the duti-es stipulated in the job, but as I have some prior experience in the field, I tried to make myself heard and to do more than the job requires. I have 11 years of experience in tourism and ano-ther three in a casino. Together with all my colleagues, we have been selected due to our vast experience and each of us have contributed to this business and at the strengthening of Casino Regent brand market profile. Thus, only a year after opening, our casino has succeeded to impose quickly among the casi-nos in Bucharest.

Cum se desfășoară o zi de lucru la Regent Casino în cali-tate de director financiar?

What about the accounting background?Strictly from a financial point of view, the activity we carry on here

is different to other types of businesses, especially in what concerns the operational part, the reports, contract analysis or suppliers. One has to first comprehend the system. As the amount of money used in a casino is so large, the responsibilities are as clear as possible- maximum attention, fairness and thoroughness.

Moreover, we don’t sell services, but entertainment - a complete and exciting casino experience, and we want to obtain a change of the players mentality, an attempt to drive them away from the idea that only shady business goes on in a casino.

It is clear that both the work and the responsibilities are hu-ge. What motivates you however to carry on your activity he-

re?I cannot deny that

the financial incenti-ve is fairly strong, but I do everything with passion. Working in a casino is like magic, it is different from other jobs, as you cannot stay away, you cannot escape from this world. Besi-des, it has a spirit of adventure that can-not be found anywhere else.

If it were to change or improve something in this gaming industry, what would you do?

It is for sure that now, I would change the entire legislation, which causes trouble for both the private and the public sec-tor. Many more things could be ob-tained from this in-dustry if people co-uld think deeper and to the point. It could be done using peo-ple inside the sys-tem, people who are really interested in how this field works. Moreover, our legis-lation is easy to be interpreted and even the people who crea-ted it need some cla-

rifications from time to time.

How do you manage to spend your free time away from this atmosphere?

As in a business like this there are mostly men involved, I have the luck to find understanding in my family, who has supported me for all this time and keeps on doing so. This is another reason to come to work relaxed and to focus strictly on what I have to do. Also, be-cause I worked in tourism for quite a long time, I had the chance to travel and to see many amazing places around the world. This passi-on for traveling is still with me.

Dar din punct de vedere al pregătirii financiar-contabile?Strict, din punct de vedere financiar-contabil, activitatea pe care o

desfășor aici este diferită de cea a altor tipuri de afaceri, mai ales în pri-vinţa operaţiunilor, la acestea se adaugă întocmirea de rapoarte, anali-zarea contractelor, a furnizorilor. Însă, mai întâi de toate, trebuie să înţe-legi sistemul. Având un rulaj important, responsabilităţile sunt mult mai mari, atenţia este maximă, iar corectitudinea și rigurozitatea sunt o ne-cesitate.

În plus, noi nu vindem servicii, ci oferim entertainment sub forma unei experienţe complexe de joc, și mizăm pe o schimbare de mentalitate a jucătorilor, iar ideea preconcepută că într-un cazino se întâmplă doar lucruri ilegale să dispară.

E clar, munca și res-ponsabilităţile sunt enorme. Și totuși, ce vă motivează să vă continuaţi activitatea aici?

Nu pot nega că moti-vaţia financiară este destul de puternică, însă chiar fac totul cu pasiu-ne aici. Aș putea spune că jobul într-un cazino este diferit de altele, are un fel de magie aparte, care te învăluie și nu te lasă să stai deoparte... nu te poţi rupe total de această lume. În plus, provocarea este mare, iar spiritul de aventură este ceva ce nu găsești oriunde.

Dacă ar fi să schim-baţi sau să îmbunătă-ţiţi ceva în această in-dustrie a gamblingului, despre ce anume ar fi vorba?

În momentul de faţă, în mod cert, legislaţia, de la A la Z, care e deficita-ră nu numai pentru me-diul privat, ci și pentru cel bugetar. S-ar putea obţine mult mai multe lucuri benefice acestei industrii dacă totul s-ar gândi temeinic și con-cret, cu implicarea unor oameni din interiorul sis-temului sau a unor oa-meni care sunt cu ade-vărat interesaţi de modul în care funcţioneză acest domeniu. În plus, legislaţia noastră este interpretabilă și adesea sunt solicitată pentru lă-muriri de însuși acei oameni care au creat-o.

Cum reușiţi să vă detașaţi în timpul liber de această atmosfe-ră?

Ţinând cont de faptul că, în această activitate, angajaţii bărbaţi domi-nă, am șansa unei familii care mă înţelege, care m-a susţinut în tot acest timp și continuă să o facă. Încă un motiv în plus să vin liniștită la serviciu și să mă concentrez strict la ceea ce am de făcut aici. De ase-menea, pentru că am lucrat în domeniul turismului destul de mult timp, am avut ocazia să călătoresc în mai toate colţurile lumii, iar microbul acesta, al călătoriilor s-a păstrat.

Alianţa Confederaţiilor Patronale din România (ACPR) şi Asociaţia Organizatorilor de Pariuri din România se opun propunerii de modificare a art. 77 din Codul Fiscal în sensul eliminării plafonului neimpozabil, de 600 lei, pentru

veniturile din jocuri de noroc. În semn de protest, faţă de această decizie a Guvernului, cele doua instituţii au hotărât ca, începând de marţi, 8 iunie, casele de pariuri să fie închise. Purtătorul de cuvânt al ACPR, Dan Matei

Agathon, a explicat într-o conferinţă de presă că, astfel, vor fi închise pe o durată nedeterminată, 1.423 de agenţii de pariuri, reprezentând 97,8% din total. Companiile implicate în acest demers sunt: Stanleybet, Publicbet,

Mozzart, Casa pariurilor, Parisport, Sky-Bets, GS Bet, Super Bet, Hypobet, Bet Café Arena, Admiral Sports Betting, Power Club şi Empire Betting.

O măsură similară a fost adoptată în 2005, prin OUG nr. 138 din 29.12.2004, aplicabilă începând cu 01 Ianuarie 2005, iar consecinţa imediată a acestei măsuri a fost înregistrarea de către organizatorii de pariuri a unei scăderi a

încasărilor medii per agenţie de 47,5%, ceea ce a determinat un proces accelerat de închidere a agenţiilor de pariuri, care, anterior, erau neprofitabile sau cu profit redus.

Ulterior, 4 luni mai târziu, pierderile bugetului de stat generate de scăderea dramatică a cifrei de afaceri a companiilor de pariuri au fost mai mari decât sumele colectate în plus prin impozitele reţinute la sursă, astfel încât

s-a revenit asupra măsurii de eliminare a pragului de neimpozitare prin OUG 24 din 24.03.2005. Era însa prea târziu, pentru că industria fusese deja grav afectată, iar companiile au avut nevoie de încă aproximativ un an ca să

revină la nivelul anterior de încasări.

Estimarile facute de specialişti arată că, sumele adiţionale care vor fi colectate prin impunerea procentului de 25% tuturor câştigurilor obţinute din jocuri de noroc, vor însuma aproximativ 1,7 milioane lei, în timp ce pierderea

lunară generată de scăderea cifrei de afaceri asupra impozitelor şi taxelor directe va fi de peste 4,1 milioane lei. Aşadar, măsura propusă ar produce o pierdere lunară directă bugetului de stat de aproximativ 2,4 milioane lei.

Indirect, măsura eliminării pragului de neimpozitare a veniturilor obținute din jocuri de noroc, va avea și alte efecte economice asupra forței de muncă și achizițiilor de bunuri și servicii. Trebuie, de asemenea, avut în vedere că, în

acest moment, companiile private de pariuri au peste 4000 de angajați din care, în condițiile eliminării pragului de neimpozitare a veniturilor obținute din jocuri de noroc, cel puțin jumătate și-ar pierde locurile de muncă. Pentru

pierderile generate de desființarea a peste 2000 de locuri de muncă, impozitele și contribuțiile sociale lunare aferente sunt estimate la minimum 1,5 milioane lei. Mai există o scădere a cheltuielilor operaționale (achizițiilor de

bunuri și servicii, inclusiv chirii) și implicit reducerea cu peste 1 milion lei lunar a TVA-ului aferent, ca urmare a reducerii activității. La toate acestea se adaugă cheltuielile suplimentare produse statului român prin creșterea

somajului, dar și stoparea investițiilor în curs de derulare.

“Luând în considerare toate aspectele prezentate mai sus este evident că măsura eliminarii pragului de neimpozitare nu are nici o susținere economică și, cu siguranță, va genera pierderi atât bugetului de stat

consolidat, cât și bugetului asigurărilor sociale de minimum 4,9 milioane lei lunar”, se arată în comunicatul semnat de ACPR.

În afară de pierderile directe către buget, printre efectele acestei măsuri vor fi și migrarea masivă a jucătorilor către piața on-line și redirecționarea taxelor către alte state din cauza faptului că firmele respective nu sunt

înregistrate și autorizate în România, “resuscitarea” pieței negre a pariurilor sportive asociată în mod direct cu criminalitatea organizată, care va găsi o nouă sursă de finanțare a activităților ilegale și ieșirea de pe piață a

companiilor multinaționale care au credibilizat piața pariurilor sportive.

În consecință, liderii ACPR solicită păstrarea sistemului actual de impozitare a veniturilor din jocuri de noroc și securizarea unei surse sigure de venituri către bugetul de stat.

Ca şi cum scăderea valorii pariurilor nu ar fi fost suficientă, au-torităţile au pus sare pe rană. Astfel, au făcut din această industrie ţapul ispăşitor pentru suplimentarea bugetului deficitar.

Mizând pe vechimea legislaţiei şi pe faptul că reglementările normative existente nu mai corespundeau realităţilor economice, tehnice şi con-ceptuale din domeniu, oficialităţile au încercat “să răspundă cât mai bine” cerinţelor acestei pieţe prin Ordonanţa de urgenţă a Guvernului nr. 77/2009 din 26 iunie 2009. Măsura s-a dovedit a fi, însă, o lovitură mult prea grea pentru unii operatori. Bilanţul de la finele anului trecut marca o scădere a afacerilor din domeniu cu circa jumătate de miliard de euro şi o contractare a pieţei cu peste o treime, pentru unităţile de tip live game.

Nici pentru operatorii de slot machines legea nu a fost mai indulgentă. După extinderile haotice, unii au cunoscut şi reversul medaliei, fiind obli-gaţi de noul cadru normativ, să îşi reorganizeze activitatea şi să numere minimum 20 de slot machines pentru fiecare sală de jocuri. Majoritatea reprezentanţilor acestui segment consideră că prin această reglementa-re se urmăreşte alinierea la standardele europene, ceea ce reprezintă un real avantaj pentru jucători. Mai mult, Liudmila Sapega general manager al Aurum Slot Room susţine că mulţi operatori au neglijat faptul că această industrie vizează latura de entertainment, ceea ce a dus, uneori, la dispariţia unor unităţi.

Marii reprezentanţi ai acestui segment al jocurilor de noroc sunt de părere că era necesară o modificare a cadrului legislativ întrucât piaţa locală de profil trece printr-un proces natural de maturizare şi consolida-re. “Introducerea acestei noi legi într-o perioadă atât de dificilă, când cri-za financiară globală a afectat întreaga economie, îi pune pe operatorii din domeniu în faţa unei adevărate provocări. Cu toate acestea, ne aş-teptăm ca în viitor să vedem efectele pozitive ale unei pieţe mai bine re-glementate”, a declarat pentru Casino Inside Ali Birbudak Slot director la Casino Palace.

Basing their judgment on the fact that the legislation was old and the normative regulations did not fit the economic, technical and conceptu-al realities, the representatives of the state tried to “meet the needs” of the market with the normative act OUG 77/2009, dated 26th of June, 2009. This measure turned out to be, however, a much too heavy chan-ge for some of the operators. The accounting of last year’s end revea-led a decrease of the business in the industry by a billion Euros and a shrink of the market by over a third, for all the live game units.

The law hasn’t forgotten about the slot machines operators either. After the chaotic spread, some got to know the other side of the coin, as they were forced by the new normative rules to reorganize their acti-vity and have at least 20 slots machines for each gaming room. Most of the representatives of this segment consider that this new regulation wants to align the legislation with the European standards, which repre-sents a real advantage for the players. Furthermore, Liudmila Sapega, General Manager of Aurum Slot Room claims that many operators ignored the entertainment aspect of this industry, which finally led to the end of some units.

The most important representatives in this game segment opinionate that a change of the legislative norms was necessary, as the local mar-ket passed through a natural process of becoming mature and consoli-dated. “Introducing this new law in such a difficult period, when the glo-bal financial crisis influenced the entire economy, makes the operators in the industry deal with real challenges. However, we expect that in the future, we shall see the positive effects of a better regulated market” declared Ali Birbudak for Casino Inside, Slot director of Casino Palace.

Jucătorii sunt mai responsabili, mai organizaţi şi mult mai axaţi pe re-ducerea cheltuielilor. “În general, clienţii alocă un buget mai mic pentru joc, decât înainte, iar frecvenţa vizitelor lor a scăzut”, explică Birbudak.

În opinia Liudmilei Sapega industria de gambling suferă din cauza ta-xelor mărite. Tot acest aspect a fost menţionat şi de reprezentanţii cazi-noului Palace ca fiind amendamentul care le-a afectat cel mai mult busi-nessul. În schimb, Sorin Georgescu vede un avantaj în creşterea taxelor întrucât s-a diminuat numărul posturilor de pariat la nivel local. Majorarea costurilor şi a pieţei ilegale sunt punctuate, însă, la capitolul dezavantaje în cazul acestei măsuri.

Modificarea legislaţiei în contextul crizei economice a fost, probabil, mai mult decât un duş cu apă rece pentru reprezentanţii companiei Ma-xbet. „S-a produs un dezechilibru pronunţat în echilibrul costuri – venituri în trimestrul trei din 2009, urmat de o diminuare iniţială cu 30% a numa-rului de posturi de pariat faţă de trimestrul anterior. Anul 2008 a fost unul al cărui profit a permis parţial să acoperim pierderea din 2009. Pen-tru 2010 este prea devreme să mă pronunţ, ţinând cont de climatul eco-nomic intern şi extern. Sperăm să obtinem profit la sfârşitul anului”, a de-clarat Sorin Georgescu.

Birbudak consideră că restricţiile impuse şi creşterea semnificativă a taxelor este un proces de selecţie a operatorilor, care dispun de resurse-le, experienţa şi voinţa de a concura pentru o cotă de piaţă la nivel local. În opinia lui Georgescu, însă, îngrădirile legislative, coroborate cu nivelul ridicat de impozitare sunt lipsite de sincronizare pentru că au produs cos-turi relevante pentru domeniu, pe fondul diminuării cu 30% a veniturilor.

The players are more responsible, better organized and more focused on keeping their costs low. “Generally speaking, the clients have a lower game budget than before, and the frequency of their visits has decrea-sed” explains Birbudak.

Liudmila Sapega believes that the gambling industry is damaged by the high taxes. This aspect was also brought to light by the representati-ves of Casino Palace, as the change that hurt their business the most. However, Sorin Georgescu can see an advantage for the increase of taxes, that of decreasing the number of betting units, locally. Most of the costs and illegal market are however part of the disadvantages of this measure.

The change in legislation on the background of the economic crisis constituted probably more than a cold shower for the representatives of the Maxbet company. “There was a deep disequilibrium at the cost-inco-me ratio level in the third quarter of 2009, followed by a decrease of 30% of betting units, compared to the previous quarter. The profit obtai-ned in 2008 allowed us to cover the loss suffered in 2009. It is yet hard to tell something about 2010, considering both the internal an external economic environment. We hope to reach profit by the end of the year”, declared Sorin Georgescu.

Birbudak claims that the imposed restrictions as well as the high in-crease of the taxes is a process of selection for the operators who have the necessary resources, experience and will to compete for a local mar-ket share. However, Georgescu believes that the legislative limitations corroborated with the high level of taxation lack synchronization as they bring higher costs, in a context with 30% lower income.

Among the measures imposed by the new legislative frame, there is one less favorable for some players. As many of the gambling passiona-tes are smokers, the interdiction of this vice in gaming rooms caused supplementary losses for some operators. “The law against smoking, brings along, according to our estimations, a decrease of 15% of the number of clients”, says Georgescu.

A much debated issue, according to Liudmila Sapega, is that of the unclear legislation and lack of precise directions. In this way, the new legislative frame leaves room for interpretation, which impedes the au-thorities to minutely control the units. “I have a very vast experience in Russia and I can tell you that over there, the lack of control led to the interdiction of gambling, which did nothing but move the activities under-ground. This actually produces more problems to both the operators and the state, because there is a waste of money for the budget and the in-

dustry is completely out of control”, explained the representative of Au-rum Slot Room.

The local gambling incomes might increase, according to some of the operators, directly proportional to the investments in connected domains. “Casinos belong to the big entertainment industry, as it is correlated with tourism and hospitality. Any measures meant to improve these activities will have a positive impact on the casinos as well. Therefore, the efforts of the authorities should be focused on the investments in infrastructure and in transforming Romania, as well as Bucharest into an attractive destination for tourism and a host for major sports and cultural events”, declared Birbudak.

Georgescu shows that a greater flexibility of the authorities in collec-ting the taxes and a much more powerful action in overcoming illegal businesses will support local gambling. The low incomes and the high expenses sealed the doors of many companies, because it was almost impossible for them to survive.

Liudmila Sapega reckons that the legislation should be less forgiving with the gaming authorizations. “An efficient measure could be transfor-ming the process of receiving an authorization into a much more deman-ding one, more restrictions should be introduced. It is not hard to receive an authorization in Romania, but to carry on your activity” says Sapega.

Preconceived opinions that reprehend the image of local gambling

If before July 2009, the gaming rooms were everywhere, in small pla-ces, with old and unsecured machines, the change of legislation put an end to the spread of the operators with no market potential. “We don’t sell candies, we are part of a serious business and this must be ruled by professionals, who can offer the clients entertainment, who can treat them well. It is normal for the operators who carried on their business in small venues, with old, ugly and dirty machines, to disappear off the mar-ket. You need to keep a flawless image in order to be in the gaming in-dustry”, explained Liudmila Sapega.

Georgescu claims that gambling is just like alcohol and tobacco. “I don’ believe that we need to promote a positive image, but a fair one. When I say fair, I think of the high service standards, of last generation equipment and a secure and enjoyable atmosphere. That is why we will continue to improve everything that has contact to the clients, every day, so as to increase their satisfaction level”, adds the General Director of the gaming room chain Maxbet.

The preconceived ideas are still the foundation of the strangers to this field. “As we well know, casinos are part of the entertaining industry, and our target audience is represented by people who want to enjoy them-selves in a comfortable and secured environment. The entertainment culture in Romania is still in its initial developing stage. A better under-standing of the casino business requires more information and an open communication”, explained Birbudak.

Only time will show us how the operators of the gaming rooms will survive this crisis and the changes of the 2009 summer. “What is impor-tant now is to see how the casinos and the gaming rooms manage the new legislative frame”, ended Birbudak.

O problemă spinoasă, în opinia Liudmilei Sape-ga, este cea a legislaţiei vagi, precum şi lipsa unor specificaţii clare. Astfel, noul cadru normativ lasă loc pentru multiple interpretări, ceea ce împiedică autorităţile să facă un control riguros asupra unită-ţilor. “Am o experienţă foarte mare în Rusia şi acolo lipsa controlului a dus la interzicerea jocurilor de noroc, dar o asemenea măsură nu face decât să mute imediat afacerile în underground, ceea ce provoacă şi mai multe probleme, atât operatorilor, cât şi statului, pentru că se pierd bani la buget, iar industria este total lipsită de control”, a explicat reprezentanta Aurum Slot Room.

Veniturile gambling-ului local ar putea creşte, potrivit unor operatori, direct proporţional cu investiţiile în domeniile conexe. “Cazinourile aparţin marii industrii de entertainment, fiind puternic legate de turism şi de seg-mentul ospitalităţii. Orice măsuri menite să îmbunătăţească aceste activi-tăţi vor avea un impact pozitiv şi asupra cazinourilor. Prin urmare, eforturi-le autorităţilor ar trebui să se concentreze pe investiţiile în infrastructură şi în a face din România, în general, şi din Bucureşti, în special, o destina-ţie atractivă pentru turişti şi o gazdă pentru competiţiile sportive majore şi evenimentele culturale”, a declarat Birbudak.

Georgescu arată că o mai mare flexibilitate a autorităţilor în colectarea taxelor şi o fermitate mai mare în combaterea operaţiunilor ilicite vor spri-jini gambling-ul local. Veniturile reduse şi cheltuielile foarte mari au pus lacătele pe uşile multor companii pentru că le-a fost aproape imposibil să supravieţuiască.

Liudmila Sapega consideră că legislaţia nu ar trebui să fie atât de per-misivă cu emiterea licenţelor de joc. “O măsură eficientă ar fi creşterea dificultăţii în obţinerea unei licenţe, să fie introduse mai multe restricţii în acest sens. Nu e greu să obţii o licenţă de joc în România, este dificil să operezi”, completează Sapega.

Ideile preconcepute blamează imaginea industriei locale de gambling

Dacă înainte de iulie 2009 sălile de jocuri se înmulţeau ca “ciupercile după ploaie” în locaţii mici, cu aparatură veche, nesigură, modificarea le-gislaţiei a frânat expansiunea operatorilor fără potenţial. “Nu vindem bomboane, facem parte dintr-o industrie serioasă, iar acest domeniu tre-buie condus de profesionişti, care să poată oferi clienţilor entertainment şi să îi trateze foarte bine. Este normal ca operatorii care îşi desfăşurau activitatea în locaţii mici, cu aparate vechi, urâte, murdare, să dispară de pe piaţă pentru că trebuie să ai o imagine bună pentru a-ţi desfăşura ac-tivitatea în industria jocurilor de noroc”, a explicat Liudmila Sapega.

Georgescu spune că jocurile de noroc sunt un viciu asemănător tutu-nului şi alcoolului. “Nu cred ca ar trebui promovată o imagine pozitivă, ci una corectă. Iar aici mă refer atât la standardele ridicate de servicii, la echipamentele de ultimă generaţie, cât şi la o atmosferă sigură şi plăcu-tă. Astfel, vom căuta şi vom continua să îmbunătăţim zilnic tot ceea ce are contact direct cu clienţii noştri şi să le sporim sentimentul de satis-facţie”, completează directorul general al lanţului de săli de jocuri Maxbet.

Ideile preconcepute stau încă la baza imaginii celor neiniţiaţi în acest domeniu. “După cum bine ştim, cazinourile fac parte din industria de di-vertisment, iar publicul nostru ţintă este reprezentat de oamenii care vor să se simtă bine într-un mediu confortabil şi sigur. Cultura divertismentu-lui în România este încă la stadiul de dezvoltare. O mai bună înţelegere a businessului din cazinou presupune mai multe informaţii şi o comunicare deschisă”, a explicat Birbudak.

Numai timpul va arăta cum vor rezista operatorii de jocuri de noroc unui an de criză şi în faţa schimbărilor impuse în vara lui 2009. “Impor-tant acum este să vedem cum se vor gestiona cazinourile şi sălile de jo-curi pentru a se conforma noului cadru legislativ”, a conchis Birbudak.

Dealerul poate, de asemenea, hotărî că orice carte, la alegerea sa (bineînţeles, fără a se uita la mâna pe care o are), este <<wild>>, adică are valoarea de joker. „Doiarii și treiarii sunt wild”, spre exemplu. La începutul zilei a doua s-au prezentat la mesele turneului 394 jucă-tori. Printre ei, un jucător român în mare formă şi favorit la câştigarea tur-neului: Dan Murariu. În seara zilei de 4 iunie Unibet Open Nisipurile de Aur a oferit doamnelor şansa de a se afirma la masa de joc. Astfel, 47 de jucătoare din 15 ţări au luat parte la Side Events Lady’s Night. mai organizat de asemenea un turneu anul trecut, European Masters of Poker (EMOP), unde am avut şi reprezentanţi români. Cu toate acestea, Unibet Open are o influenţă mai mare şi este cunoscut ca cel mai incitant turneu de poker. În concluzie, anul acesta am făcut un pas înainte.

Dacă anul trecut am avut 300 de jucători, anul acesta am avut peste 400 şi am oferit servicii unui total de peste 1.000 de oameni. Cred că es-te un progres şi sper că este doar începutul, nu doar pentru Bulgaria, dar pentru Balcani, pe harta jocului de poker. Evenimentele de acest tip sunt foarte importante în regiunea noastră, nu contează că este vorba despre Bulgaria sau România. Putem transforma ţările noastre în destinaţii popu-lare, precum marile ţări europene.

Le puteţi explica cititorilor noştri, chiar şi autorităţilor române, care este importanţa unui astfel de eveniment pentru turism?

În primul rând, turimul de gambling este foarte important pentru că nu depinde de sezon. Nu contează că ne aflăm într-o staţiune muntoasă, pe litoral, nu contează că e cald sau frig... Percepţia calităţii serviciilor este importantă, pentru că mulţi oameni vin alături de jucători. În al doilea rând, turiştii pasionaţi de jocuri de noroc au în mod normal bugete mai generoa-se decât turiştii „obişnuiţi”. Turismul de gambling nu include niciodată pa-chete all inclusive, pentru că acest concept se opune unei structuri de ca-zino. De aceea, este foarte adevărat că acest turism în creştere este o parte integrantă a turismului bulgăresc în general.

Nu în ultimul rând, acest tip de evenimente oferă popularitate destinaţi-ei. Website-ul Unibet Open este vizitat de peste 5.000 de oameni, iar în aceste trei zile, au fost peste 90.000 de spectatori, deci nicio altă reclamă nu poate avea un rezultat similar. Putem crea nu doar o reclamă, ci o ima-gine.

Care sunt planurile de viitor ale Casino International?Echipa noastră speră să fie parte din organizarea Turneului European

de Poker (EPT) într-o bună zi. Chiar sper că asta se va întâmpla şi mai mult, sper că se vor apropia mai mult de Bulgaria pe viitor, pentru că acum sunt foarte departe. Avem probleme în Bulgaria cu mentalitatea oameni-lor, aşa cum ştiu că şi voi aveţi în România, însă cu o voinţă comună, sunt sigură cu vom putea depăşi această situaţie.

Tell us a few things about your background…Well, I’ve been working in this industry for 10 years now and I first

started as a dealer. I then worked in the guest relationship department and became also the manager of this department. In the last three years, I have been the marketing manager of both the hotel and the casino. We are the only hotel-casino in Bulgaria and we have the same management team for both, which offers great flexibility for this type of events, when you need to offer a package of accommodation and casino services.

What is the feeling after this Unibet Open Golden Sands?From my point of view, as a host of the event, it means one year of

hard work, of preparation, but I do believe that from the participants’ point of view it was great. The final day had no major problems, no-thing that we couldn’t manage on time. It was not our first time as ho-sts, as we also organized another tournament last year, European Mas-ters of Poker (EMOP), where we had some Romanian representatives as well. However, Unibet Open has a much larger influence and it is better known as the most exciting poker tournament. Therefore, this year we made one step ahead. If last year we had 300 players, this year we had over 400 and we serviced for almost 1,000 people. I do think it is a progress and I hope that it is just the beginning, not only for Bulgaria but for the Balkans, on the poker map. It is very important to have events like this in our region, no matter they are in Bulgaria or Romania. We can transform our countries in popular destinations, just like the big European countries.

Could you explain to our readers, or even to the Romanian authorities, what is the importance of such an event for tou-rism?

First of all, gambling tourism is very important because it doesn’t de-pend on the season. It doesn’t matter if we are in a mountain resort, in a seaside resort, if it is cold or hot…The feeling of the quality of ser-vices is important, because many people come together with the pla-yers. Second of all, the gambling tourists have usually higher budgets than the “regular” tourists. Gambling tourism never implies all inclusive packages, because it is opposite to the casino structure. Therefore it is very true that this growing part of tourism is very important for the Bul-

garian tourism on the whole. Last but not least, this type of events provides popularity for the desti-nation. The website of Unibet Open is visited by more than 5000 people and during these three days, there were over 90,000 viewers, so no other com-mercial can have equivalent re-sults. We can create not only an advertisement, but an image.

What are the future plans of Casino International?

Out team dreams to be part of the organization of the European Poker Tour one day. I do hope that it will happen and moreover, that they come closer to Bulgaria in the future, as they are currently too far away. We do have proble-ms here in Bulgaria with the men-tality of people, as I know you too have in Romania, but I do believe that with a common will, we can overcome this situation.

am fost acceptată. Am lucrat timp de 20 de ani pentru acea companie, timp în care am fost, bineînţeles, promovată pe posturi cu mai multă responsabilitate. La un moment dat, compania a primit încă o licenţă, iar eu am început să mă ocup de partea de marketing. A trebuit să ne gân-dim la un concept de afacere care ar putea avea succes dicolo de cen-trul oraşului. Ne-am dus cu gândul la jocul de poker, dar era ceva nou şi nimeni nu ştia cum se fac lucrurile. S-a dovedit însă de succes, iar în doar 3 ani, cazinoul a devenit cea mai mare sală de poker din Polonia. Ca manager de marketing, am început să colaborez cu diverse compa-nii online de jocuri de noroc şi să organizez pentru ele diferite turnee internaţionale. Unibet era unul dintre acestea.

Pentru că aţi pomenit de asta, cum a început relaţia cu Uni-bet?

Reprezentanţii companiei Unibet m-au abordat acum 4 ani, pentru a le organiza unul dintre turneele de poker, în Varşovia. Au fost foarte mulţumiţi de modul în care au decurs lucrurile, aşa că am colaborat pe un termen mai lung. Dupa ce am organizat un alt turneu al lor, mi-au făcut propunerea de a intra la ei în echipă şi de a le administra turneele prin Europa. Aveam deci, înainte de a lucra cu Unibet, o experienţă de organizare a 40 de turnee internaţionale de diferite anverguri, pentru numeroase cazinouri din Varşovia.

În consecinţă, mi-am luat bagajele şi m-am mutat din Polonia la Lon-dra, unde am început să lucrez în urmă cu un an şi jumătate.

Care a fost evenimentul la care v-aţi simţit cel mai bine?Fiecare eveniment în parte are pentru mine un spirit al său, fiecare

cu problemele lui. Uneori am probleme în ceea ce priveşte colaborarea cu oamenii, uneori cu jucătorii sau uneori totul merge ”ca uns”. Dar da-că trebuie să aleg un eveniment, aş spune că acest Unibet Open a fost cel care a decurs cu cele mai puţine probleme. Cooperarea cu hoteluri-le şi cazinourile a fost perfectă, vremea şi locul au fost frumoase, am reuşit să strângem 500 de oameni, aşa că totul a mers perfect, având în vedere că Nisipurile de Aur nu sunt o destinaţie uşor de atins.

Deci puteţi spune că a fost un eveniment reuşit pentru Unibet?Am verificat rezultatele cu echipa de televiziune şi am aflat că am

avut 90.000 de conexiuni. Vă puteţi imagina 90.000 de grupuri de oa-meni care au urmărit ce se întâmpla aici timp de trei zile? Deci da, pot să spun că a ieşit bine.

Când credeţi că Unibet.com va organiza un turneu Unibet Open şi în România?

Managementul superior al Unibet decide ce tip de pieţe vor să abor-deze, fie că sunt pieţe bine cotate sau pieţe în dezvoltare. De aceea, eu doar caut acele pieţe care se încadrează în categoria selectată. Nu tre-buie nici să propun organizarea evenimentului, pentru că deja ne-am creat o reputaţie şi sunt invitată în fiecare săptămână la diferite cazino-uri, pentru a organiza un eveniment cu ei. Am o listă de 20 până la 25 de locuri şi dacă voi avea timp, le voi verifica pe toate. Ideea este că, din cele 5 evenimente organizate anual, alegem doar trei noi destinaţii, ce-lelate două fiind aceleaşi ca în anul anterior.

Nu pot spune, în concluzie, nimic clar în legătura cu acest aspect.

Puteţi să ne spuneţi o cifră care acoperă cheltuielile unui ase-menea turneu?

Nu pot să vă spun suma exactă, sunt multe costuri implicate de la echipa de televiziune, şoferi, hoteluri etc. Să spunem că este undeva la 300.000 euro.

Ce ne puteţi zice despre jucătorii români?Nu vă pot spune multe lucruri, din cauza lipsei mele de experienţă cu

jucătorii români, dar pot afirma că sunt români care joacă cu Unibet şi se situează printre cei mai buni jucători. Puteţi trage o concluzie de aici...

Aveţi ceva să le împărtăşiţi jucătorilor români?Să joace pentru că pokerul nu este doar un joc de noroc, ci unul de

îndemânare, de management al riscului. Vreau să vă văd participând la Unibet Open şi poate că într-o zi ne vom întâlni în Bucureşti!

on in my origin city and I got accepted. I worked for that company for 20 years, during which I was promoted, of course, to upper levels. At one time, the company received another license and I started mana-ging the marketing aspect. We had to think of a business idea that could reach success, outside the centre of the city. We thought of po-ker games, but it was something new and no one knew how to do it. It turned out successful, and in just three years, this casino became the biggest poker room in Poland. As a marketing manager, I started to collaborate with online gaming companies and to organize various international tournaments. Unibet was one of these companies.

Coming to this, how did you start your relation with Unibet?The representatives of Unibet approached me around 4 years ago,

to organize one of their poker tournaments in Warsaw. They were very pleased by the way the tournament came out so we had a longer collaboration. After we organized another one of their tournaments, they made a proposal to me, to become part of their team and to ma-nage their tournaments all over Europe. So before working with Uni-bet, I had an experience of 40 international tournaments of various sizes, for numerous casinos in Warsaw. Therefore, I took my luggage and moved from Poland to London, where I started working about one year and a half ago.

What was the event that you enjoyed the most?Every single event, from my perspective, has a different spirit, with

different problems. Sometimes I have problems with the people I coo-perate with, sometimes with the players or sometimes everything go-es smoothly. But if I have to choose one event, I would say that this Unibet Open was the one that went on without any big problems. The cooperation from the casinos and hotels was perfect, the weather and the venue were nice, we managed to gather 500 people, and so everything went out perfectly, taking into account that Golden Sands is not a very easy destination to reach.

So you can say that this event was a successful one for Uni-bet?

I checked the results with the TV crew and I found out that we had 90,000 connections. Can you imagine that 90,000 groups of people watched what was going one here for three days? So, yes, I believe it turned out well.

When do you expect Unibet.com to organize a Unibet Open tournament in Romania?

The top management of Unibet decides what type of markets they want to approach, whether they are well established markets or fast-growing markets. Therefore, I can only look for the markets that fall within the selected category. I don’t even have to ask to organize the tournament, because we already have a reputation and I get invited every week by different casinos, to come and organize the tourna-ment with them. I have a list of around 20 to 25 places and if I have time, I will inspect them all. The fact this is that out of 5 events per year, we choose only three new locations, and the other two are the same of last year. I can thus tell you nothing exactly about this.

Can you tell me a figure that could cover such a tourna-ment?

I cannot tell you the exact amount, there are many things involved, the TV crew, the drivers, the hotels, etc. but let’s say the somewhere around 300,000 Euro.

What can you tell us about the Romanian players?I cannot tell you many things, because of my lack of experience

with Romanian players, but I can say that we have Romanian people who play with Unibet and are some of the best players. You can draw a conclusion from here…

Do you have something to share with the Romanian poker players?

What I can tell them is to play, because poker is not only a game of luck, but a game of skill and of risk management. I want to see you participating to the Unibet Open and may be one day we shall meet in Bucharest!

try started in 2007, when many operators moved their business from Russia to Ukraine, because of the restrictions imposed in Kre-mlin. A fire burst in a gaming room in May 2009, destroyed the gambling in Kiev and killed 9 per-sons. This even rushed the inter-diction of this type of activities all around the country. Thus, on June 23rd, Victor Yuschenko, the Ukrai-nian president put his signature on the law which was to melt down any business in gambling. The termination of the gambling activities increased the number of unemployed persons. According to Grigory Trypulsky, vice-presi-dent of Gambling Operators Asso-ciation in Ukraine, around 200.000 people had lost their job through this legislative measure.

The companies in the industry which were forced to put an end to their activity want large com-pensations from Ukraine and even intend to go to the European Commission. Today, the authorities in Kiev plan to go on the same pa-th as Russia and relocate the casi-nos in Crimea.

Putin’s “Molotov Cocktail”A bomb with a delayed effect.

This is one way to describe the situation of the gambling industry in Kremlin. The “Molotov Cocktail” dropped by the former president, Vladimir Putin, in 2006, exploded three years later. The current Pri-me Minister of Russia decided fo-ur years ago to move the casinos in Moscow 6,000 km away from the capital, in four isolated regions of the country. Exile was a like a suicide of the gambling operators as none of those regions was pre-pared for such a change. Even though the casino owners put their bets on the income the in-dustry annually generated for the state budget, over one billion dol-lars, both the Prime Minister and

his protégé, the president Dimitri Medvedev, didn’t change their minds. Hundreds of people lost their workplaces.

Some operators found though a way out. They reorganized their ac-tivity as to poker rooms, smaller and allowed by the legislation. By betting on small winnings, the casinos representatives chose to carry on with their business, even at a smaller scale. This method couldn’t have solved the problems of the persons left without a job. The num-ber of workplaces created in this way was much smaller then the num-ber of qualified personnel, it was just like a drop of water in a sea of firing.

When two quarrel, Belarus winsAfter the changes that have occurred in Ukraine and Russia, the

president of Belarus, Alexander Lukasenko bets on the gaming indus-try to bring the country above the sea level. Taking advantage of the legislative measures imposed in the neighboring countries, Lukasenko declared that by sustaining local gambling he will bring big money to the state budget. More than this, the president wants to achieve the top gambling position in regional gambling, by decentralizing the busi-

Potrivit lui Grigory Trypulsky, vicepreşedintele Asociaţiei Operatorilor de Jocuri de Noroc din Ucraina, prin această măsură legislativă circa 200.000 de persoane au rămas fără joburi.

Companiile din industrie, care au fost obligate să-şi suspende activi-tatea, vor cere compensaţii considerabile de la statul ucrainean şi inten-ţionează chiar să se adreseze Comisiei Europene. În prezent, autorităţile de la Kiev au în plan să urmeze exemplul Rusiei şi să relocheze cazino-urile în Crimeea.

In order to provide the necessary finance for the costs of the sports event which will be hosted by Poland together with Ukraine, the government of Donald Trusk came with the idea of increasing the taxes for the Polish gambling industry. Despite the fact that the taxes in gambling were the highest in the entire Europe and the net profit was never above 1 pc of the net income of 5 billion dol-lars, the new legislative measures from 1st of January 2010 toughe-ned the conditions for carrying such an activity.

The purpose of Tusk is to reduce the number of slot machines by 20-25 pc and to isolate them at casino level. The changes in the new law regard also the increase of the monthly tax of a one machine ope-ration from 180 Euro to 480 Euro. The renewal of the licenses will be done rigorously and in this way, the license will be valid for only 6 years and only one casino is allowed, for 650,000 players.

The new reglementations and restrictions will lead to important los-ses in the budgets of these countries or will move the activity of the casino games in areas much more relaxed, managing in this way to develop the regions and to create new workplaces.

Unii operatori au găsit, însă, o portiţă de scăpare. Şi-au reorganizat activitatea în cluburi de poker, mai mici, permise de legislaţie. Mizând pe câştiguri reduse, şe-fii cazinourilor au ales să îşi continuie afacerile, chiar şi la un volum mult mai mic. Această metodă nu s-a dovedit a fi benefică şi pentru angajaţii rămaşi pe drumuri. Numărul posturilor create, mult mai mic decât cel al personalului calificat în domeniu, a fost doar o picătură de apă în valul de concedieri.

Mai mult, pre-şedintele belarus vizează poziţia de lider în gambling-ul regional prin descentrali-zarea businessurilor din domeniu, prin protecţia jucătorilor şi prin transparenţa activităţii financiare a unităţilor. Pentru a evita greşelile Ucrainiei şi Ru-siei liderul de la Minsk are în plan monitorizarea permanentă a fluxurilor financiare din toate unităţile.

Campionatul European de Fotbal, susţinut de gambling-ul po-lonez

Gambling-ul polonez, sponsorul neoficial al Campionatului European de Fotbal din 2012. Pentru asigurarea costurilor necesare evenimentu-lui sportiv, pe care Polonia îl va găzdui împreună cu Ucraina, guvernul premierului liberal Donald Tusk a găsit ca soluţie mărirea taxelor aplica-te industriei de gambling poloneze. În ciuda faptului că impozitele pe jocuri de noroc în Polonia erau cele mai mari din Europa, iar profitul net anual nu depăşea 1% din cifra de afaceri de 5 miliarde de euro, noua reglementare legislativă de la 1 ianuarie 2010 a înăsprit şi mai mult condiţiile de desfăşurare a activităţii.

Reînnoirea licenţelor cazinourilor se va face în condiţii mai restrictive. Astfel, licenţa va avea o valabilitate de doar şase ani şi va fi permisă funcţionarea unui singur cazinou la 650.000 de locuitori.

Since winning his first major tournament in 1987, Men „The Master” has been regarded as one of the most skilled, com-posed, and successful professionals in the game today.

An entrepreneur of sorts, Humberto has a degree in Industrial Engineering from the University of Costa Rica. He owns restaurants, a nut distribution company, and a construction company.

În OUG nr. 77/2009, privind organizarea şi exploatarea jocuri-lor de noroc, există câţiva termeni asupra cărora ne vom opri atenţia în această ediţie:

1. ce se înţelege prin joc de noroc;2. taxa de participare;3. mijloc de joc;4. organizator de jocuri de noroc;5. participant la jocuri de noroc;6. ce se înţelege prin „câştig” sau „premiu”.

Art. 3. - (1) Prin joc de noroc se înţelege acea activitate comercială care îndeplineşte cumulativ următoarele condiţii: se atribuie câştiguri materiale, de regulă baneşti, ca urmare a oferirii publice de către orga-nizator a unui potenţial câştig şi a acceptării ofertei de către partici-pant, cu perceperea unei taxe de participare directe sau disimulate, câştigurile fiind atribuite prin selecţia aleatorie a rezultatelor evenimen-telor care fac obiectul jocului, indiferent de modul de producere a acestora.

(2) Sunt incluse în această categorie şi acele activităţi comerciale în care beneficiarii premiilor sunt stabiliţi pe baza rezultatelor unor eveni-mente sau concursuri ce se vor produce fără implicarea organiza-torilor.

(3) Organizarea oricărui joc de noroc implică existenţa cumulativă a următoarelor elemente: joc şi/sau partidă, taxă de participare sau miză, fond de câştiguri sau premii, mijloace de joc, organiza-tor, participanţi .

Art. 4. - (1) Prin taxa de partici-pare directă se înţelege suma de bani percepută direct de la partici-pant de către organizator în schimbul dreptului de participare la joc.

(2) Prin taxa de participare disi-mulată se înţelege orice sumă în-casată sau solicitată suplimentar faţă de contravaloarea percepută de la aceeaşi persoană de acelaşi operator economic pentru vânza-rea unor bunuri ori produse sau pentru efectuarea unor servicii si-milare ori identice, indiferent dacă aceasta este încasată sau solicita-tă direct de către organizatorul ac-tivitătii ori de către o altă persoană care participă sub orice formă la desfăşurarea activităţii, având ca finalitate permisiunea dreptului de participare la jocul de noroc.

Art. 5. - (1) Prin mijloc de joc se înţelege orice suport material, inclu-siv suportul informatic, care serveşte sau permite organizarea, desfă-şurarea ori participarea la jocuri de noroc. Mijloacele de joc pot fi: de bază şi auxiliare.

(2) Prin mijloc de joc de bază se înţelege orice suport material, inclu-siv suportul informatic, care generează, în mod direct, elementele alea-torii ce stau la baza jocurilor de noroc. Intră în această categorie, pen-tru jocurile de noroc în care câştigătorii sunt stabiliţi pe baza rezultatelor unor evenimente sau concursuri care nu depind în mod ex-clusiv de hazard, serverele sau alte suporturi informatice similare care asigură organizarea şi exploatarea unitară la nivelul organizatorului a jocurilor de noroc respective.

(3) Prin mijloc de joc auxiliar se înţelege orice suport material, inclu-

The OUG no.77/2009, regarding the organization and exploi-tation of gambling activities makes use of some terms that shall be the focus of this current issue:

1. the meaning of the term of gambling; 2. participation fee;3. means of play;4. gambling organizer;5. gambling participant;6. the meaning of “gain” or”prize”.

Art. 3.-(1) The term of gambling is used for that commercial activi-ty that cumulatively fulfills the following conditions: offers material gains, usually in money, as a consequence of a public offer of an or-ganizer to a potential gain and the acceptance of the participant, on a direct or dissimulated fee basis, the gains having a random distri-bution, based on the results of the event object of the game, no mat-ter their way of occurrence.

(2) In the same category fall also the commercial activities that have award beneficiaries which are selected based on the results of events or competitions which occur without the involvement of the

organizers.

(3) The organizing of any gambling activity assumes the cumulative existence of the fol-lowing elements: game and/or match, participation fee or stake, gains fund or awards, means of play, organizer, and participants.

Art. 4.-(1) The direct participa-tion fee stands for the amount of money directly charged from the participant, by the organizer, in exchange of the right of partici-pation to the game.

(2) The dissimulated participa-tion fee accounts for any char-ged or required amount, extra than the consideration charged from the same person, by the sa-me economic operator, for the sale of goods or products or for the performance of similar or identical services, no matter if it is charged or required directly by the organizer of the activity or by a third party that is part, on wha-tever form, of the process of acti-vity, having as an end purpose the granted right of participation to the gambling activity.

Art.5.-(1) Means of gambling is used for any type of support ma-

terial, including IT, that directly generates, elements of chance which provide for the organization, occurrence or participation to the gambling activities. The means of play can be: basic and auxiliary.

(2) Basic means of play consist of any type of support material, including IT, that directly generates elements of chance which are the basis of the gambling activities. Part of this category are the gambling activities in which the winners are designated by means of events or competition results, which don’t depend exclusively on ran-domness, as well as servers and other IT support materials that pro-vide for the unitary organization and exploitation for that gambling activity organizer.

(3) Auxiliary means of play stands for any support material, inclu-ding IT, which, regardless of being a basic part of the game, provide

(5) Nu sunt permise ca instrumente de plată care concură la exploa-tarea jocurilor de noroc instrumentele de plată utilizate în sistemul fi-nanciar-bancar (ordine de plată, cambii, bilete la ordin, viramente, foi de vărsământ etc.), alte hârtii de valoare/cu valoare declarată sau vou-chere, cu excepţia mijloacelor de joc prevăzute la alin. (4) şi a mijloace-lor băneşti.

Art. 6. - Prin organizator de jocuri de noroc se înţelege persoana ju-ridică autorizată să organizeze şi să exploateze jocuri de noroc în con-diţiile prezentei ordonanţe de urgenţă. Poate dobândi această calitate persoana juridică de drept român constituită în condiţiile legii.

Art. 7. - Prin participant la jocul de noroc se înţelege orice persoană fizică majoră care doreşte şi are dreptul legal să participe la jocuri de noroc autorizate în condiţiile prezentei ordonanţe de urgenţă. Participa-rea la joc presupune acceptarea necondiţionată a regulamentului re-spectivului joc de noroc.

Art. 8. - Prin câştig sau premiu se înţelege sumele în bani, bunurile sau serviciile acordate de organizator participantului la joc declarat câştigător, în conformitate cu prevederile cuprinse în regulamentul re-spectivului joc de noroc. Răspunderea privind acordarea câştigului sau premiului revine în exclusivitate organizatorului jocului de noroc.

Art.6. - Gambling organizer is used for the authorized juridical per-son, entitled to organize and exploit gambling activities within the frame of the hereby normative act. The status of juridical person of Romanian status can be obtained within the conditions provided by the law.

Art.7. - Gambling participant is used for any natural person who wants and has the right of participation to the gambling activities, within the frame of the hereby normative act. Gambling participation implies the unconditional acceptance of that specific game regulati-on.

Art.8.- Gain or prize are terms used to account for the amounts of money, goods or services granted to the winner-participant, by the organizer, according to the provisions of that specific game regulati-ons. The responsibility in what concerns the granting of the gain or prize stands exclusively for the gambling organizer.
