After the first recent successful edition of WPT Bu-charest, the 2nd edition of the Romanian Poker Championship (RPC) which took place within 2 and 6 of May c.y. in Radisson Blu, announ-ced its winners out of the 112 participants. Everything started as go-od as it could have, taking into account the fact that IMSA World Mind Sports Games officially recognized poker as a mind sports, along with chess, bridge or go.

The persons who reached the final table were Ciucă Ştefan with 493.000 chips, Mihalache Adrian-399.500, Eduard Norel-387.000, Vidak Imre-385.000 Sebe Răzvan – 369.000, Niste Mihai – 334.500, Ciorabai Ferdi – 291.500, Medeşan Alain – 181.500 and Stan Cătălin -151.000.

Although he didn’t start the final game as a favorite, Mihai Niste reached his best performance yet-first place and a 232.500 Lei pri-ze, the next two places being left to Ştefan Ciucă and Adrian Mihala-che. The main sponsor was PokerStars, represented in this edition by Marcin, Horecki and Elena Ichim.

find the event?My luck came along when many famous and good players were

eliminated. Among them was one I respect deeply, Liviu Ignat, whom I can still learn a lot.

How do you define you gaming style?I like to take control over the table, that is if the stack helps me, of

course. Today (6 of April, Thursday) I was very lucky, but I fell sorry that I had to eliminate Ferdi (Ferdi-Hakan Ciorobai), one of the best poker players in the country, in a rather standard cooler. If I didn’t manage to do this, things would have been more complicated.

What do you want to do for the future? Do you plan on parti-cipating to other bigger tournaments?

I try to take it step by step and learn to become a professional, by participating to smaller tournaments in Hungary or Austria. I want to

dent. Astăzi (n.red. joi, 6 aprilie) am avut noroc, dar îmi pare rău că a tre-buit să-l elimin pe Ferdi (n.red. Ferdi-Hakan Ciorabai), unul dintre cei mai buni jucători de poker din ţară, la un cooler destul de standard. Dacă nu

Încerc să iau uşor drumul jocului profesionist, participând mai întâi la turnee mai mici ca cele din Ungaria sau Austria. Vreau să-mi îmbunata-ţesc stilul de joc.

Pentru ce evenimente te-ai mai atrenat?Locul doi de la această ediţie a Campionatului Roman de Poker nu pot

spune că este cel mai bun rezultat al meu pentru că am mai participat şi la alte evenimente importante, dar exclusiv în ţară, n-am reuşit să ies în străinătate. Ma focusez pe ceea ce se organizeaza aici, în România.

Cum te desfăşori la masa de joc?Sunt un tip vocal, o persoană

deschisă.

De când ai început să joci poker?

Mai serios de vreo patru ani şi trăiesc din poker de doi ani şi ju-mătate.

Ce fel de jucător consideri că eşti?

Nu sunt un jucător foarte agre-siv, aşa cum am întalnit în ultimul timp la jucătorii mai tineri de po-ker. Eu adopt un stil mai învechit, dacă se poate spune aşa – sunt mai calculat.

Cum ţi s-a părut jocul?Au participat foarte mulţi jucă-

tori români buni, pe mulţi dintre ei îi cunosc destul de bine. Despre parcursul meu la acest campionat pot spune că am avut puţin noroc pentru că am participat în prima zi când nu m-am confruntat cu ei, majoritatea dintre jucătorii buni participând în ziua a doua. Per to-tal mi-a mers bine, sunt mulţumit.

La ce turnee ai mai partici-pat?

La turnee nu prea am jucat, ci mai mult cash. O perioadă de un an şi jumătate am locuit în Viena şi acolo am jucat la mai multe ca-zinouri, exclusiv cash. Cu puţin timp în urmă am început să joc şi la turnee, la început pe net, mai peste tot prin străinătate. Pe viitor tind să ajung în Las Vegas, unde anul trecut am reuşit să câştig două pachete de joc, însă nu am reuşit să obţin viza.

Ce te-a determinat să alegi pokerul ca stil de viaţă?

În proporţie de 90% pentru bani, dar îmi şi place jocul în sine.

What kind of player do you consider yourself to be?I’m not a very aggressive player, as I have lately seen many young

players to be. I have an old style, if one can say so-I am more rational.

How did you find the game?Many good Romanian poker players were here, many of whom I

know very well. In what concerns my run in this championship, I had little luck because I was in the first day, when those in question were not my opponents. Many of the very good players participated in the second day. On the whole, it went out ok, I am pleased.

What other tournaments did you participate to?I’ve mostly played cash and not in other tournaments. For one year

and a half I lived in Vienna and I played there in many casinos, only cash. Few time ago I started playing tournaments as well, online in the beginning, in many international places. I hope to reach Las Ve-gas in the future, where I managed to win two card packs last year, but I didn’t manage to obtain my visa.

Cum percepeaţi dvs. compania Loteria Română, înainte de a ajunge să o prezi-daţi?

Mărturisesc că, asemenea oricărei persoane care vine din exteriorul sistemului, am avut și eu o serie de rezerve. Acum, la un an de la vali-darea mea în calitatea de director general al Loteriei Române, pot să vă spun cu toată sin-ceritatea că, industria jocurilor de noroc este o activitate foarte interesantă, care îţi aduce zil-nic o diversitate de teme și provocări. Este un amestec foarte interesant de tematici, un sec-tor cu un dinamism extraordinar, fapt care iţi impune și ţie, personal, un mod de lucru foarte activ, pentru că altfel, riști să pierzi. Metaforic vorbind, iţi crează o senzaţie de care poţi, foar-te ușor, să ajungi dependent.

Loteria Româna reprezintă, pentru piaţa au-tohtonă, cea mai mare unitate din domeniu, având capital integral de stat. Statutul de com-panie de stat poate aduce, uneori, o anumită greutate în mișcare, în luarea deciziilor, iar di-namismul, de care aminteam anterior, este de multe ori afectat de încetineala fiecărui angre-naj al statului, ca de exemplu cadrul legal. Am, totuși, convingerea că, alături de personalul și colaboratorii companiei, acceptând și adaptân-du-ne rapid la o piaţă în continuă mișcare, vom reuși să ne menţinem pe primul loc și să adu-cem calitate și seriozitate în industria autohto-nă de gambling.

Care sunt principalele realizări ale com-paniei sub mandatul dvs?

Am încercat alături de colaboratorii mei să diversificăm jocurile, astfel că, pentru început,

How do you used to see the Romanian Lottery Company before you became its president?

I confess that, as any other person that co-mes from outside the system, I had a series of reserves myself. Now that’s been a year from my appointment as General Manager, I can honestly tell you that the industry of gambling is a very interesting activity that dares you wi-th a diversity of themes and challenges. It is a very attractive mix of themes, a dynamic sec-tor which determines you to be very active, as otherwise you risk losing. Metaphorically speaking, it creates a feeling that can easily become addictive.

The Romanian Lottery represents for the local market, the biggest unit of its kind, with a capital entirely provided by the state. The status of state-owned company can someti-mes make decision-making harder and the dynamism can sometimes be affected by the slow motion of each body of the state, like the legal one. However, I believe that with the support of the personnel and the collabora-tors of the company, by accepting and adap-ting continuously to a moving market, we will manage to maintain a top position and contri-bute with quality and seriousness to the local gambling industry.

Which are the main accomplishments of the company under your supervision?

I have tried, together with my collaborators, to diversify the games, so we have introduced, to start with, two lotteries per week for the well known game „6 out of 49”, which had po-

am introdus două extrageri pe săptămână la jocul motor al Loteriei, ˝6 din 49”, cu efecte po-zitive asupra pietei. Totodată, începând din luna aprilie a.c., pentru jocurile „Joker” și „5 din 40” au loc extrageri bisăptămânale, in zilele de joi și duminică. Curând, pentru jocul “6 din 49” vom introduce și câștigul la categoria a patra, cu trei numere. De asemenea, ne propunem să conti-nuăm politica de suplimentare a numărului de puncte de vânzare, întrucât, la acest capitol suntem cu mult în urma a ceea ce se petrece în alte tari din Europa. În acest sens, un prim pas va fi introducerea unui punct de vânzare, cel putin, în fiecare comună din România și majora-rea numărului acestora în mediul urban. Ne pro-punem să ajungem la aproximativ 8.000 de lo-cuitori pe punct de vânzare. In prezent, la noi media locuitorilor pe punct de vanzare este de circa 12.000, faţă de 1.100 cât este, astăzi, me-dia în Europa. Din pacate, in legătură cu acest aspect, cea mai mare problema cu care ne con-fruntăm, nu este găsirea unor spaţii strategice, ci mentalitatea oamenilor, chiar a angajaţilor nostri.

Vorbind de mentalitate, care e mesajul pe care vreţi să-l lansaţi pentru cei care re-ușesc cu greu să găsească divertisment în jocurile de noroc?

Jucaţi la jocurile Loteriei Române! Motivele? Probabilitatea de castig este de 40-60 %. De asemenea, banii jucaţi și necâștigaţi se întorc către comunitate. Acesta este un fapt destul de rar intalnit in aceasta industrie. Din profitul obti-nut de Loteria Romane se finanteaza construc-ţii sociale, arene sportive, acte de cultură etc. Doar 15 % din veniturile Loteriei sunt folosite pentru întreţinerea propriei activităţi, adica 20% din total cheltuieli.

Cum arată echipa din spatele Loteriei?Fiecare om din departamentul de marketing

si vânzări, alături de cei din grupul redacţional al revistei noastre Loto-Prono trăiesc, la propriu, toate evenimentele care se desfășoară aici. Es-te o echipă tânără, cu oameni foarte energici si bine intentionati, carora, din pacate, nu li s-a acordat prea multă încredere. Personal, inca de la inceputul activitatii mele in institutie, mi-am arătat toată deschiderea pentru o calaborare cat mai buna cu personalul companiei. Am pre-luat și promovat ideile legate de îmbunătăţirea activităţii companiei și voi continua să îi susţin pe toţi cei dedicaţi și interesaţi de misiunea Lo-teriei Române.

Spuneţi-ne câteva lucruri despre omul Gheorghe Benea?

Îmi vine greu să vorbesc despre mine. Am avut, de-a lungul timpului, destul de multe func-tii de conducere, cu responsabilităţi mari. Expe-rienţa acumultată s-a evidenţiat si companiile pe care le-am manageriat au înregistrat rezulta-te bune atât financiare, cât și în rândul compe-tenţei profesionale a personalului. Rezultatele bune economice permit și o motivare a perso-nalului. Îmi propun să găsesc mereu cele mai potrivite instrumentele de a motiva corespunză-tor personalul, în cazul Loteriei Române, în limi-tele prevazute de statutul de companie cu capi-tal integral de stat. Îmi doresc să avem performanţă iar, la finalul mandatului, angajaţii

In the foreseeable fu-ture, for „6 out of 49” we will make it possible for people to win even in the fourth category, with three numbers. We also want to continue with the supplement of the number of selling points, as we are much behind what happens in Europe. The first step to do this will be to introduce a selling point in each village in Ro-mania and to increase their number in towns. We set as an objective to reach approximately 8,000 inhabitants for one selling point. Cur-rently, we have an average of 12,000, compa-red to 1,100, which is the one in Europe. Un-fortunately, regarding this aspect, the biggest problem we deal with is not finding strategic locations but the mentality of people and even of our employees.

As you mentioned the mentality, what is the message you want to send those who can barely find something entertai-ning in gambling?

Play the Romanian Lottery games! Why? Because the chance to win is 40-60%. More-over, the money which is not won goes back in the community. This is rather rare in the in-dustry. A part of the Romanian Lottery profit goes to financing social constructions, sport arenas, cultural events etc. Only 15% of the incomes of the Lottery are used for its own activity, meaning 20% of the expenses.

How does the team behind the stage look like?

Every person in the marketing and sales departments, together with the editorial group of our magazine called Loto-Prono live throu-gh the events that go on here. It is a young team, with very dynamic and good hearted people, who unfortunately were not given enough trust. I personally have shown my de-sire to collaborate as good as possible with the staff of the company, even from the be-ginning. I took over and promoted the ideas regarding the activities of the company and I will keep on supporting all the persons dedi-cated to and interested in the mission of the Romanian Lottery.

Tell us a few things about Gheorghe Benea, as a person...

I find it hard to talk about myself. I had many leading positions along time, with big responsibilities. The accumulated experience mirrored both in the financial results and in the professional experience of the personnel. The good economic results make the staff motivated. I always want to find the best in-struments to motivate the staff in a satisfying manner, in the limits of a state-owned com-pany. I wish us to reach performance and I would like the employees to regret my lea-ving, as it happened in the previous jobs.

PREZENTARE

Scopul jocului de ruletă, originar din Franţa, este de a alege un număr câștigător care va apărea pe roata de ruletă. Se poate paria și pe com-binaţii de numere , pe culoare sau chiar și pe paritatea numărului. Nu este însă așa de ușor precum pare. Există două versiuni diferite ale roţii de ruletă. Roata europeană are 37 de numere, de la 0 la 36. Avantajul casei este 2.63. Roata americană are 38 de numere, pentru că există și un 0 dublat (00), care mărește avantajul casei la 5.26 %. Formatul mo-dern pe care îl găsim astăzi în cazinouri datează din 1842. Formatul mesei de ruletă are două zone în care se poate paria. Partea din interior conţine numerele inscripţionate. Partea din exterior are arii delimitate în coloane, pentru roșu/negru și par/impar, cât și pentru diverse combina-ţii de numere. Numerele din interior sunt dispuse în 12 rânduri de câte trei numere, formând trei coloane verticale. 0 și 00 sunt poziţionate deasupra coloanelor. Fiecare masă de ruletă permite un pariu minim și unul maxim. Nu se pot combina un pariu pe interior și unul pe exterior pentru a îndeplini pariul minim. Astfel, dacă pariul minim este de 5$, tre-buie să pariezi 5$ fie pe partea interioară, fie pe cea exterioară; nu poţi paria 3$ pe interior și 2$ pe exterior. Banii de la masa de ruletă nu se pot încasa la ghișeul tip caserie. Există mai multe variante de pariuri pe partea interioară pe care le puteţi face. Puteţi fie să pariaţi direct pe un număr, fie să plasaţi jetoanele pe delimitarea dintre numere, alegând o combinaţie între cele două. Câștigurile se prezintă astfel:

PARIURI DE INTERIORPariul Straight Up este pentru un singur număr. Plătește o cotă de

Pariul Double Street Bet este pe 6 numere și întoarce 5 la 1.

PARIUIRI DE EXTERIORPariurile de exterior sunt reprezentate de orice pariu făcut în căsuţele

You can bet a number straight up or straddle the line between numbers to select a combination of numbers. The payouts are as follows:

surrounding the numbers. Red Black Odd and Even are all even money bets. Dozens bet are made on the 12 conse-cutive numbers. You place your wager in the boxes mar-ked 1-12, 13-24 or 25-36. These bets pay 2 to 1. If the zero or double zero comes up you lose. Column bets are also 12 number bets. Instead of 12 consecutive numbers they consist of the numbers in one of the three vertical columns. These bets pay 2 to 1 as well.

PLAYING TIPS Roulette has a high house edge but if you play at a full

table you will only get about 30 spins an hour which slows down the time your money is exposed to the house edge. If the number you want to bet is already covered with chips, it is permissible to stack you chips on top of the other chips. This is another reason why each player has their own color chips. You are allowed to place bets after the dealer spins the ball. The dealer will tell you when to stop. As the ball slows down the dealer will wave his hand over the table and call out “No More Bets.”

În perioada 2-6 mai 2010, Federaţia Sportivă Naţională de Poker a organizat cea de a doua ediţie a Campionatului Român de Poker (CRP) la hotelul Radisson Blu. Împreună cu sponsorul PokerStars.net, Federa-ţia a oferit jucătorilor şi spectatorilor prezenţi la turneu 5 zile de poker de maximă calitate. Printre numele mari participante la turneu au fost jucătorii PokerStars TeamPro Marcin Horecki şi Elena Ichim, precum şi cei mai cunoscuţi jucători români: Liviu Ignat, Toni Judeţ, Mihai Manole, Alain Medeşan, Cristian Dragomir, Ciprian Hrişcă, Dan Murariu şi mulţi alţii.

CRP a debutat cu două turnee satelit, iar în ziua următoare a început campionatul propriu-zis cu Main Event Day 1A şi Side Event-ul Turbo. În cea de a treia zi a turneului, aşa cum era de aşteptat, cei mai buni ju-cători şi-au etalat cele mai bune cărţi, astfel că Elena Ichim a terminat ziua cu cca. 100.000 de chips-uri, iar Mihai Manole, Alain Medeşan şi Ferdi Ciorabai au mers către ziua a doua a Main Eventului, când Ciucă Ştefan a devenit chipleaderul turneului cu 490.000 de jetoane. Between 2nd and 6th of May 2010, the National Sports Federation of Poker organized the second edition of the Romanian Poker Championship (RPC) at Radisson Blu Hotel. Together with the official sponsor Poker-stars.net, the Federation offered a 5 days poker tournament of the hi-ghest quality for all the players and viewers present at the event. Among the big names of the gaming world who participated were the TeamPro PokerStars players Marcin Horecki and Elena Ichim, as well as some of the most known Romanian players: Liviu Ignat, Toni Judeţ, Mihai Manole, Ala-in Medeşan, Cristian Dragomir, Ciprian Hrişcă, Dan Murariu and many others.

RPC started with two satellite tournaments, followed by the actual championship with Main Event Day 1A and the Turbo Side Event. In the third day of the tournament, as it was to be expected, the best players showed their best cards. In this way, Elena Ichim ended the day with aro-und 100.000 chips, whereas Mihai Manole, Alain Medeşan and Ferdi Cio-rabai aimed for the second day of the Main Event, when Ciucă Ştefan be-came the chip leader of the tournament, with 490.000 chips. The last day was the most exciting one, as the pressure on the table the first eliminati-on out of the favorites, Ciorabai Ferdi, who lost in favor of Mihai Niste.

Cum apreciaţi că s-a desfăşurat din punct de vedere al insti-tuţiei pe care o reprezentaţi această ediţie a CRP din 2010?

Din punctul nostru de vedere aceasta a reprezentat un succes şi pe viitor ne aşteptăm să avem din ce în ce mai mulţi participanţi. Dacă ar fi existat de mai demult Federaţia şi s-ar fi constituit cluburi în toată ţara unde să se joace poker ar fi fost mai multe persoane înscrise la acest turneu şi, evident, participarea ar fi fost mai numeroasă.

Ţinând cont şi de participarea de la ediţiile trecute, cum s-au prezentat jucătorii români de poker?

Jucătorii români profesionişti evoluează de la un eveniment la altul, mai ales că mulţi dintre ei se pregătesc şi la turneele de gen din străi-nătate. Ar trebui să joace şi la noi mai mult, dar, din păcate, nu au unde.

Ce-şi propune pe viitor să facă Federaţia în acest sens?Pe termen scurt vrem ca la nivel naţional să promovăm cât mai mult

jocul de poker, urmând ca în 2011, după ce vom avea constituite o parte din cluburi, să organizăm Campionatul Român de Poker trimestrial şi în intervalul acesta în cluburi să se poate juca turnee de calificare ceea ce ar putea asigura o participare foarte mare.

De asemenea, având în vedere şi faptul că, recent, pokerul a fost re-cunoscut drept sport al minţii şi astfel International Federation of Po-ker a devenit membru al Intenational Mind Sport Association (IMSA), ne vom alinia la noile cerinţe. Dar, până atunci, suntem încă în perioada de monitorizare a Ministerului Dezvoltării Regionale şi Turismului, când, după trei ani, din Federaţia Sportivă Naţională de Poker vom de-veni Federaţia Română de Poker.

What is your opinion and that of the Federation, re-garding the way things de-veloped on this edition of RPC 2010?

From our point of view, it re-presents a real success and we expect more and more partici-pants in the future. If the Fede-ration had existed earlier and many more game rooms had been all around the country, ob-viously the number of submis-sions and of participants would have been greater.

Taking into account the past editions, how did you find the Romanian poker players?

The professional Romanian players grown in experience

from one event to another, especially that many of them prepare them-selves in other tournaments abroad. They should also play more here, but unfortunately, they don’t have the necessary conditions.

What are the plans of the Federation in this regard?On a short term, we want to promote the game on a national level, so

that in 2011, when we are to have part of the game rooms established, to be able to organize the RPC quarterly. During this interval, many qua-lifiers can be organized, which would ensure a high participation.

Moreover, taking into consideration the fact that recently, poker was recognized as a mind sport, the International Poker Federation became a member of the International Mind Sport Association (IMSA), so we will have to adapt to the new requirements. Until then however, we are still under the monitor of the Ministry for Regional Development and Tou-rism; in three years however, we will transform from the National Sports Federation of Poker into The Romanian Poker Federation.

What can you say about the new legal provisions on the taxes for gambling?

Poker is a sport, and as any other sport, the income has to be taxed by 16 pc, but not more. It is important for us to be supported in our at-tempts, taking into account the fact that by organizing such champion-ships and tournaments, we bring more tourists in the country, in spite others who try and don’t succeed. Furthermore, by opening new speci-al gaming rooms, in one year we will create at least 1000 new workpla-ces.

THOMAS LAMATSCH - Tournament Director PokerStarsWhat PokerStars thinks about this event?Well, in the beginning it was rather disappointing because of the

number of players. I think the timing was not good, as the tournament started around 12 o’clock on Monday and Tuesday, and many players might have been working. However, in the end it was very satisfying and the final table made a nice show. It is until now, one of the best to-urnaments Romania has ever seen.

Cum comentaţi reglementările juridice privind impozitarea jocurilor de noroc?

Pokerul este un sport şi, ca orice sport, veniturile obţinute trebuie impozitate cu 16 procente, dar nu mai mult. Important ar fi să fim şi susţinuţi în demersurile noastre ţinând cont de faptul că prin organiza-rea unor astfel de campionate şi turnee aducem şi mulţi turişti în Ro-mânia, ceea ce alte activităţi nu reuşesc. Totodată, prin deschiderea cluburilor speciale de joc, într-un an, vom creea cel puţin 1000 de noi locuri de muncă.

mărului de jucători. Cred că momentul nu a fost ales tocmai bine, având în vedere că turneul a început în jurul orei 12, luni şi marţi, când mulţi jucători probabil că lucrau. Cu toate acestea, în cele din urmă, totul a ieşit foarte bine şi la masa finală a fost un spectacol frumos. Este până acum, unul dintre cele mai bune turnee din România. Credeţi că jucătorii români şi-au îmbunătăţit strategia faţă de anul trecut?

În opinia mea, s-a putut observa că jucătorii erau mai experimentaţi, nu mai erau începători. Cu toate acestea, orice ţară are jucători ce cred că, după unul sau doi ani de joc, cunosc toate regulile şi cred că sunt foarte buni. Dacă îl luăm ca exemplu pe Ştefan Ciucă, el este un jucător bun, cu experienţă, dar a făcut câteva pariuri foarte slabe. La început, ele ar putea părea greşeli mici, dar, la final, ar fi avut o şansă mai bună dacă nu ar fi ”întins coarda”.

În ultima vreme, văd mulţi studenţi şi tineri care încep să joace po-ker, aşa că sunt de părere că lucrurile merg în direcţia cea bună, dar es-te necesară o educaţie şi o înţelegere adecvată. Oamenii de aici nu sunt obişnuiţi cu regulile dure şi am avut câteva probleme cu jucătorii care tot întrebau de ce se întâmplă anumite lucruri. Totul se rezumă la edu-caţie şi la a informa jucătorii în legătură cu acest sport.

Care sunt planurile pen-tru alte viitoare turnee?

Există câteva turnee planifi-cate de către Federaţie, dar nu e nimic decis încă. Federaţia vrea, desigur, să organizeze mai multe turnee, însă Poker-Stars trebuie sa ţină o evidenţă şi să analizeze. Vom vedea ce va fi pe viitor.

Cum vedeţi piaţa româ-nească de gaming?

În ţări ca România, diferenţa între clasa socială înaltă, cea de mijloc şi de jos este foarte ma-re, iar tinerii văd în poker o şansă de a face bani. Poţi înce-pe să joci poker cu doar 10 sau 20 de euro şi să ajungi la o su-mă mare. De aceea, cred că are foarte mare succes aici, pentru că visul de a avea mai multe, împinge şi piaţa să crească. În alte ţări, precum Germania sau Austria, jocul are, de asemenea, succes, dar situaţia este diferi-tă din punct de vedere financi-ar. Pokerul este un joc în care îţi foloseşti tehnicile mentale şi dezvoltarea acestora par să fie pe drumul cel bun în România. Dacă oamenii îşi dau seama că nu este doar un joc de noroc, ci şi un joc de îndemânare, atunci vor avea de câştigat.

Do you think that the Romanian players were better than last year?

What is the future plan for other tournaments participation?There are some tournaments currently in plan, on the Federation’s

side, but it is not completely decided yet. The Federation wants for sure to organize more tournaments, but PokerStars need to keep a track and analyze. We will see what the future brings.

How do you find the Romanian gaming market?In countries like Romania, the difference between the high class and

low and middle classes is very big, and young people see a chance of making money through poker. One can start to play poker with only 10 or 20 Euro and reach a high amount. That is why I believe it is very suc-cessful here, because the dream of having more pushes the market to grow. In other countries like Germany or Austria, the game is success-fully as well, but the situation is different, financially speaking. Poker is a mind game and its development seems to be on the right track in Ro-mania. If people realize that is not only a game of luck, but a game of skill then they will win.

No, I am not a casino player but I have visited a few. I don’t really have time, because I’m al-ways on air, the station is my “casino”. For 12 years I have be-en doing this every night. I leave the OTV station around 4:00-5:00 a.m. By that time, the casi-nos are already closed.

During your lifetime and career, you have probably be-en placed in the position of a poker player. Could you say that you won the big pot?

Yes, for sure, because every night we watch the “tombolas”, if I may call the audience results like this. Taking into account these, we can cash in the mo-ney. Therefore, the situation is just like a lottery. We have also, just like some of the casinos, several “safety cars”, statistics with certain guests or stories that we know that attract the

high that at every corner you can find a closed casino. I’ve dealt with some of these matters even in my show. For the moment, everything seems to be ok, taking into consideration that in some other coun-tries, they are completely forbidden.

What do you think it should be done to change this?Generally, my viewers want a better life. Thus, if the casinos can do

something about this, it would be very good. Others dispraise them and would like to see them shut. Everyone has his/her interest. As long as they pay their taxes to the state, they are very welcome from my point of view. I would like to see Romania becoming a Las Vegas of Europe! If I were in charge, I would for sure leave this industry to grow and then place the taxes. I would create a Romanian heaven from this point of view. Probably this will be the point of view of the governants in a while and they will let them free at one point.

What is the personal and professional prospective for the next few years?

It is certainly related to television. I’ve always wanted to do this, so this is what I do. I had a little luck but also bad luck, when the station was closed in 2002, after which the bad luck lost the first word and transformed into luck, just like in the casino. I’ll be playing all my life in this field. By creating this type of premises, I hope to become num-ber 1 in the preference of the viewers, having at the same time the age and experience advantage over my competitors. I like to believe that in 2012-2013 at the most, OTV will be a leader among the TV stations. I’ve started a new path, here in the current location. Now everything depends on how we know to bring the viewers closer to us. In the end, it is all about money. Who invests more has the higher benefits, but this was not the recipe for OTV. Only now, did we start to place an emphasis on this, because until now everything was done with passion.

Cum percepeţi această industrie în Româ-nia?

Oh! Aici în România este în permanenţă o proble-mă. Sunt taxele atât de mari, încât la fiecare pas sunt închise cazinourile. Am dezbătut astfel de su-biecte și la mine în emisiune. Dar, pe moment, totul pare destul de ok, având în vedere că în alte ţări es-te interzis cu desăvârșire existenţa cazinourilor.

Și, atunci, ce ar trebui făcut pentru a se schimba ceva în acest sens?

Telespectatorii mei, în general, vor o viaţă mai bu-nă. Dacă în privinţa acestui subiect cazinourile pot face ceva, ar fi foarte bine. Alţii le blamează și cer închiderea lor. Fiecare cu interesele lor. Atâta timp cât ele își plătesc conștiincios impozitele către stat, din punctul meu de vedere, ele sunt binevenite. Mi-ar plăcea să văd România drept un Las Vegas al Europei! Dacă aș fi la putere cu siguranţă aș lăsa industria asta a cazinourilor să se dezvolte și abia apoi să impozitez. Aș face un Rai românesc din punctul acesta de vedere. Probabil că asta va fi și mintea de pe urmă a guvernanţilor și vor lăsa mai libere hăţurile la un moment dat.

Care e perspectiva personală și profesională în următorii ani?În mod cert tot în televiziune. Mereu mi-am dorit să fac asta și asta și

fac. Am avut și puţin noroc și mai mult ghinion cu închiderea postului în 2002, după care, în cele din urmă, ghinionul s-a transformat în noroc, exact ca la cazinou. Voi juca toată viaţa în domeniul acesta. Abia de acum OTV a început să pună mai mult accent pe asta, pentru că, până acum, televiziunea a făcut totul mai din suflet.

Povestiţi-ne câteva lucruri despre cum aţi început și unde lu-craţi în prezent...

Am început acum 26 de ani ca și asistent de sloturi și am progresat încetul cu încetul, trecând prin toate etapele. Am venit în România în urmă cu 8 ani și am lucrat, mai întâi, pentru Havana Princess Casino. O perioadă de 9 luni am lucrat la Princess Casino în Sofia. Apoi, m-am întors și am lucrat timp de 4 ani la Planet Casino ca și director gene-ral. Acestea au fost situaţiile care m-au adus la postul pe care îl deţin în prezent, cel de director general al Princess Casino România. Compania noastră are 29 cazinouri în toată Europa și câteva în Statele Unite; luna viitoare avem în plan să deschidem cel mai mare cazino din Europa, în Macedonia. Avem, de asemenea, în plan să deschidem un alt cazino în Kirghistan, așa că vom atinge în curând un număr de 34 de cazinouri pe tot globul. Cu toate acestea, brandul nostru nu reprezintă doar cazinouri, ci și lanţuri hoteliere.

Avem 3 cazinouri în România, dar din cauza crizei și a noii legi, am fost forţaţi să folosim două dintre ele doar ca slot rooms și unul pentru jocurile live. Chiar și în aceste condiţii, suntem compania care are cea mai mare re-prezentare pe piaţă.

Acum că aţi menţionat criza, ce ne pu-teţi spune despre condiţiile create?

Nu văd criza ca pe ceva important, va trece. Nu pot însă să trec peste taxele foarte mari impuse recent. Cred că știţi că în ultimele 6 luni, 5 cazinouri s-au închis și altele sunt pe punctul să o facă. Sunt ferm convins că dacă taxele vor rămâne la acest nivel, nu există un viitor pentru această afacere în România.

Tell us a few things about how you started and where you currently work...

I started 26 years ago as a slot attendant and I worked my way up, passing through every stage. I came in Romania 8 years ago and I first worked for Havana Princess Casino. For a period of 9 months I worked for Princess Casino in Sofia. Then, I went back and worked 4 years at Planet Casino as a General Manager. This is the backgro-und that brought me to the current position I hold, that of General

Dar nu este singura problemă asta; în-cercaţi să vă gândiţi la electricitate, chirie, aparate, toate aceste pieţe vor fi afectate. Toată lumea din industrie gândește așa și este foarte greu să supravieţuiești, mai ales pentru cazinourile mici.

Revenind la criză, strategia noastră este să nu restricţionăm nimic. Oferim aceleași servicii, tombolele săptămânale, tot ce are nevoie cli-entul, pentru că noi nu vindem altceva decât entertainment. Suntem o companie mare și ne luptăm pentru 29 de cazinouri, nu doar pentru unul. În plus, criza nu e ceva tangibil, așa că nu o poţi folosi ca expli-caţie. Dacă reducem ce se oferă la bufet pe motiv de criză, clientul nu va înţelege și va înceta să mai vină.

Care sunt hobby-urile dumneavoastră?Hobby-urile mele nu există pentru moment, pentru că nu am mult

timp liber. Totuși, îmi place foarte mult fotbalul, cel turcesc în mod special, și pescuitul. Am tot ceea ce este necesar însă nu am timp sa le fac. Dar nu vreau să ma plâng. Iubesc ceea ce fac!

Care este părerea despre România după 8 ani aici?Îmi place ţara asta foarte mult. Este foarte frumoasă și sigură com-

parativ cu alte ţări. Poţi să te simţi în siguranţă în casa ta.În plus oamenii sunt foarte drăguţi și forţa de muncă este mai iefti-

nă ca în alte părtţi. Chiar și costurile sunt mai mici. Îmi place în Româ-nia, nu aș vrea să schimb ţara. Semănaţi foarte mult cu oamenii din Turcia, sunteţi calzi.

Tell us more about Prin-cess Casino in Romania...

We have 3 casinos in Ro-mania, but because of the cri-sis and the new law, we were forced use two casinos only as slot rooms and keep one for live games. Even under these circumstances, we have the biggest market represen-tation.

What about the crisis, now that you have mentio-ned it?

I don’t regard the crisis as something important. The cri-sis will pass. What I cannot handle are the very high taxes recently imposed. I think you’ve heard that in the last 6 months, 5 casinos closed their gates and more are on the verge of doing it. I am convin-ced that if the taxes remain at this level, there is no future for the casino business in Roma-nia. I can give you a good example. We have three casi-

nos and 500 employees who have families. If we close these three casinos, many people will be dismissed and left without a job. But this is not the only problem; try to think deeper about electricity, rent, machines, all these markets are going to be affected. Everyone in this industry thinks the same way and it is very hard to survive, espe-cially for the small casinos.

Coming back to the crisis, our strategy is not to cut anything. We offer the same services, the weekly tombola, everything the client ne-eds, because we don’t sell anything but entertainment. We are a big company and we fight for 29 casinos, not only for one. Besides, the crisis is not tangible, so you cannot justify a cut with the crisis. If we reduce the buffet and explain that it is because of the crisis, the cli-ent will not understand and will stop coming.

What are your hobbies?My hobbies are inexistent at the moment, as I don’t have too much

time to spare. However, I very much like football, Turkish football especially and fishing. I have everything I need but didn’t find the ti-me to do it. But I don’t want to complain. I absolutely love this job!

What is your opinion about Romania after 8 years?I like this country very much. It is very beautiful and very safe, com-

pared to other countries. You can feel safe in your house.Moreover the people are very nice and the workforce is cheaper

than in other places. The other costs are also lower. I like Romania and I wouldn’t change the country. You are very much alike Turkish people, you are warm.

How did you end up in po-ker world? What determined you to choose poker as a li-festyle?

I started playing poker by ac-cident, but I am convinced that sooner or later I would have co-me to do exactly this. I saw po-ker as a way of playing tricks to the society, an easy way to ma-ke money using your mind; however, it turned out not to be so easy. Poker is a hard job.

Strategia de joc nu se poate expune în câteva rânduri, dar, pentru mine, mai ales la jocurile live, încercarea e de a face masa să gravite-ze în jurul meu. Online joc destul de standard până când turneul ajun-

In cash games I am not that good, so I try not to ma-ke huge mistakes.

What is your opinion about the organization of a world class event like WPT Bucharest? Do you think it is beneficial or worth to be mentioned?

The tournament was very good, but I would have liked to see more participants and this is one fault of the organizers. I think they sho-uld have started the satelli-tes earlier, taking into consi-deration the high amount of buy-in. Because I didn’t win

it, I cannot either say that it was beneficial.

Who is the poker player that you regard as the ideal profes-sional player, no matter he is a Romanian or foreign one? Who can you identify yourself with?

I don’t have an ideal player in my mind, but I can mention Cristian Ţârdea, from whom I can learn a lot.

How much money did you win from poker until now?Around 500K dollars .

What tournaments would you like to participate to, this year?I would like to reach the Vegas WSOP again and snap out of the

bad period I am currently experiencing.

După o foarte lungă perioadă de aşteptare, anul trecut în iunie legislaţia jocurilor de noroc a fost în sfârşit adusă mai aproape de realitate prin Ordonanţa de Urgenţă a Guvernului numărul 77. Ordonanţa a făcut paşi uriaşi în direcţia reglementării stricte a organizării şi exploatării jocurilor de noroc, delimitării şi definirii clare a tipurilor de jocuri de noroc precum şi a reducerii evaziunii fiscale în acest domeniu. La aproape un an de la aprobarea Ordonanţei, proiectul legii de aprobare a acesteia a intrat în dezbaterea

Comisiei de Buget, Finanţe şi Bănci a Camerei Deputaţilor.Asociaţia Organizatorilor de Pariuri din România cu suportul Uniunii Generale a Industriaşilor din

România continuă eforturile de asigurare a unui cadru legislativ normal, echidistant, compatibil cu realităţile economice şi acquis-ul comunitar şi a transmis Comisiei mai sus amintită o serie de propuneri

de amendare şi completare a Ordonanţei. Acestea au drept fundament concluziile reieșite în urma aplicării timp de 10 luni a Ordonanţei și au ca principal scop asigurarea transparenţei decizionale în

domeniul autorizării operatorilor care activează în acest domeniu precum și cursivitatea acestui proces în vederea consolidării unei surse sigure de venituri către bugetul de stat.

NOUA LEGISLAŢIE A JOCURILOR DE NOROC ÎNAINTEA ULTIMULUI HOP

Dispoziţiile legale referitoare la procedura aprobării tacite nu se aplică în cadrul procedurii de acordare a licenţelor de organi-zare a jocurilor de noroc sau a autorizaţiilor de exploatare a jocu-rilor de noroc.

Componenţa comisiei se stabilește prin Ordin Comun, din structura acesteia făcând parte cel puţin câte un reprezentant al Ministerului Economiei și Finanţelor, Ministerului Internelor și Reformei Administrative și Oficiului Naţional de Prevenire și Combatere a Spălării Banilor.

...(4) Termenul de soluţionare a cererilor privind acordarea li-

cenţelor de organizare a jocurilor de noroc sau a autorizaţiilor de exploatare a jocurilor de noroc vor fi soluţionate de către Comi-sia de autorizare a jocurilor de noroc în termen de 30 de zile.

(4’) În cazul în care constată o neregularitate a documentaţiei depuse, Comisia de autorizare a jocurilor de noroc va notifica acest fapt solicitantului cu cel puţin 10 zile înainte de expirarea termenului de soluţionare, precizând totodată și modul de reme-diere a neregularităţii constatate.

(1) Componenţa comisiei se stabilește prin Ordin Comun, din structura acesteia făcând parte cel puţin câte un reprezentant al Ministerului Economiei și Finanţelor, Ministerului Internelor și Reformei Administrative, Oficiului Naţional de Prevenire și Com-batere a Spălării Banilor. (1’)Comisia se întrunește cel puţin o dată pe lună pentru avi-zarea documentaţiilor depuse de operatorii economici. Președin-tele sau vicepreședintele acesteia, din proprie iniţiativă sau la propunerea direcţiei de specialitate din cadrul Ministerului Fi-nanţelor Publice pot decide întrunirea comisiei de mai multe ori pe lună, dacă este nevoie pentru analiza situaţiilor care impun adoptarea unei decizii în regim de urgenţă.

(1’’) Data exactă a întrunirii lunare a Comisiei și data până la care pot fi depuse documentaţii pentru verificare, respectiv mo-dalitatea de calculare a acestor date, este stabilită prin ordin al Ministrului Finanţelor Publice.

The world capital of gambling moved to Macau. Most of the executive managers in the gambling industry claim that Las Vegas is not the cen-tre of gambling anymore and that the interest now passed to the Asian region. Even though various corporations have the majority of their busi-ness located in Nevada, the representatives of the industry say that most money come from Asia. In this regard, the giants in the field intend to explore the growth prospective which comes from the Occident, like China, Vietnam, Japan and India.

Wynn Macau reached in the first quarter of activity, all the profit targets of this year, including the increase of the occupancy rate.

In the first three months of this year, the net income of the group reached over 550 milli-on dollars, 160 pc increase compared to the first quarter of 2009. Omaha este un joc de hi-lo cu 9 cărţi, în care este nevoie de un jeton de dealer, blinduri și cărţi comune. Omaha este o versiune a Texas Hold’em, cu excepţia faptului că jucătorii pri-mesc 4 cărţi cu faţa în jos (cărţile de buzunar), aceasta fiind mâna iniţială premergătoare flo-pului și alte 5 cărţi comune, care se împart la centrul mesei, cu faţa în sus, în același stil ca la Texas Hold’em. Se poate paria după fiecare rundă, iar mersul jocului este în sensul acelor de ceasornic. Cei doi jucători din stânga deale-rului pariază blindurile. Sunt trei runde în care se poate paria: flop, turn și river. Cele 5 cărţi comune și valoarea lor pot fi folosite de orice jucător. După ultima rundă în care se pariază, jucătorii rămași arată cărţile. Pentru a se califi-ca la o mână câștigătoare mică, jucătorul trebu-ie să aibă 5 cărţi cu valoarea 8 sau mai mici, fără nicio pereche, folosind două din mâna sa și trei de pe masă. Culoarea sau chinta pot fi folo-site la o mână mică doar dacă toate cărţile au valoare mai mică sau egală cu 8. Acţiunea în-cepe cu jucătorul din stânga blindurilor, care pornește miza. Jucătorii pot astfel paria, da pas, pot crește miza sau se pot retrage. Cărţile co-mune sunt apoi împărţite la centrul mesei exact ca la Texas Hold’em, plasându-se pariuri după fiecare rundă.

Jucătorii trebuie să folosească exact 2 cărţi din mâna de 4 (cărţile de buzunar) și trei dintre cele de pe masă, pentru a obţine cea mai bună mână de 5 cărţi. Cărţile de buzunar și cele de pe masă sunt substituibi-le pentru high și low. Pentru a realiza un low (mâna cea mai mică), tre-buie să ai o combinaţie de 2 cărţi din mână și 3 de pe masă, cu valori de 8 sau mai mici. Asul se consideră valoare mică în acest caz. O suită (A-2-3-4-5) este cea mai bună mână mică posibilă și nu poate fi depă-șită de culoare sau chintă. Two players to the left of the dealer button post blinds. There are 3 other betting rounds; the flop, the turn, and the river. The five community cards and their rankings are used by all active players. After the final betting round, the players remaining in the hand will then show all their cards. To qualify for a winning low hand, a player must have five cards of 8 or lower with no pair using two from their hand and three from the board (community cards). Straights or flushes may be used for the low hand if all the cards are 8 or below. Action starts with the first player to the left of the blinds beginning the betting. Players may bet, check, raise, or fold in turn. Community cards are then dealt face up in the center of the table in the same manner as in Texas Hold ‚em with betting after each round.

Players must use exactly 2 cards from their 4-card hand (initial ho-le cards) and 3 cards from the community cards to produce their best 5-card hand. The hole cards and the board cards are interchangeable for high or low. In order for there to be a low, there must be a combi-

nation of 2 cards from the player’s hand and 3 from the board with a denomination of eight or smaller. Ace is low for this purpose. A wheel (A-2-3-4-5) is the best possible low and neither a straight nor a flush count against you for low. In the showdown, the player must use 2 cards from his hand and 3 from the board exactly. Player may use different cards for high and low. After the final betting round, the players remaining in the hand will then show all their cards. If there is no low, high will get the entire pot. If there is a qualifying low hand, it splits the pot with the winning high hand.

Eventually, I be-came responsible for opening shops and buying businesses throughout the UK for my first employer. I joined Stanleybet in 1991 to develop their UK operation. Stanleybet were part of Stanley Leisure Plc, the lar-gest UK gaming operator in the UK. In 1997 the Stanleybet Internatio-nal business was formed and I became involved in the international bu-siness in 2000 when Stanleybet opened its business in Croatia. Romania was the next business that Stanleybet opened and that was in January 2004. I was involved in Stanleybet Romania from the very first visit to Bucharest and I have remained involved until today.

Why did you choose Stanleybet to invest in Romania and, especially, why in such troubled times, financially speaking?

For several years, the Romanian public who were interested in betting on sport were badly served with poorly fitted shops and a re-stricted offer. Even though the economic climate is difficult, we believe that by investing in our business and by producing first class shops our market will grow as the public respond to the investments we make. It has been a difficult trading environment, but not because of lack of bu-siness or difficulties in finding and training good staff, but because of high tax and legislative uncertainty. We are hopeful that the tax chan-ges brought in last year will stabilize the market and that the new legis-lation which has been created as a result of a lot of hard work by all concerned, will enable the industry to continue to grow in the future.

What is Stanleybet’s trump/advantage in Romania, on a sports betting market which becomes more and more competitive?

Având în vedere experienţa în această piaţă, cum puteţi defini pariorul român, client al Stanleybet, în comparaţie cu cel britanic?

În pariurile sportive este o diferenţă foarte mică între clienţii din diver-se ţări. În general, clientul este iubitor de sport, în special fotbal, şi îi pla-ce să îşi folosească abilităţile de a prezice rezultatul unor întreceri spor-tive. Marea diferenţă între clienţii români şi cei britanici este că în Marea Britanie cursele de cai sunt foarte populare. Tradiţia curselor de cai are rădăcini de sute de ani în Regatul Unit, deci este de înţeles că în Româ-nia nu există un interes pentru asta.

Din statisticile de până acum, care este feedback-ul primit de la clienţii Stanleybet Concept Store-Live Sports, care a fost des-chis recent în Bucureşti?

Este desigur prea devreme, deoarece noul magazin a fost deschis în urmă cu doar două luni. Cu toate acestea, suntem foarte mulţumiţi de performanţele înregistrate până acum şi suntem decişi să deschidem şi alte locaţii de genul acesta în Bucureşti, precum şi în alte oraşe mari.

Care sunt aşteptările financiare pentru anul acesta, în ceea ce priveşte activitatea Stanleybet din România şi câte unităţi plănuiţi să mai deschideţi aici în 2010?

Considering your experience in this market, how you define the Romanian bettor as Stanleybet client compared to the British bettor?

In sports betting there is very little difference between customers in any country. Generally the customer likes sport, usually football, and li-kes to utilise his skill in predicting the outcome of events. The big diffe-rence between Romanian and British customers is the popularity of horse racing in Britain. The tradition of horse racing goes back many hundreds of years in Britain and understandably there is no such inte-rest in Romania.

From the statistics that you have so far, which is the feedback received from the first Stanleybet Concept Store – Live Sports clients, opened recently in Bucharest?

It is of course very early, as the new concept store only opened two months ago. However, we are very pleased with the trading so far and we are already committed to opening more concept stores in Bucharest and other major cities.

What are your financial expectations for this year end in terms of Stanleybet’s activity in Romania and how many sports betting units the company plans to open here, in 2010?

Sport betting is a strange business in that financial performance is governed significantly by results. For a period, last year all the results

În momentul de faţă, sorţii s-au schimbat din nou, favorizându-i pe clienţi. Sperăm, desigur, că în curând, situaţia se va echilibra! Anul acesta este Cupa Mondială de fotbal şi ca microbist înfocat, fan al FC Liverpool, este un eveniment pe care îl aştept cu nerăbdare. Din punct de vedere al afa-cerii, ne oferă oportunitatea să ne promovăm şi poate să atragem noi clienţi. Dar încă odată, totul depinde de rezultate şi voi fi mai mult decât încântat să vă dezvălui la final dacă a fost o cupă “bună” sau nu. După cum am spus şi mai devreme, plănuim să ne dezvoltăm cu noile locaţii concept, dar vrem să deschidem şi locaţii standard. Suntem de aseme-nea conştienţi că unele dintre agenţii sunt deja vechi de 7 ani, aşa că vom avea în vedere un program de renovare şi chiar de mărire a confor-tului pentru clienţi, acolo unde este necesar. Estimăm că ne vom mări numărul de proprietăţi la 350 până la sfârşitul lui 2010.

Care este părerea dumnevoastră despre casele de pariuri onli-ne? Afectează în vreun fel afacerea Stanleybet?

Noi avem în mare măsură, o piaţă diferită de cea targetată de casele online. Clienţilor noştri le place să parieze cu bani cash şi să îşi colecte-ze câştigurile în acelaşi mod, pe loc. Oamenii nu au întotdeauna acces la pariurile online şi de multe ori o casă de pariuri locală e mai la îndemâ-nă.

Casele online nu periclitează cu siguranţă existenţa noastră. Într-un fel, chiar ne ajută să creştem, pentru că investesc foarte mult în publici-tate, ceea ce face publicul mai informat în legătură cu evenimentele sportive supuse parierii. Este foarte important ca produsul de pariere să fie cunoscut, iar numele unei case de pariuri pe tricoul unui fotbalist, fa-ce ca milioane de spectatori sau telespectatori să îl cunoască.

Obişnuiţi să pariaţi în viaţa de zi cu zi? Cum vă petreceţi timpul liber?

Desigur că pariez şi eu - de obicei pierd. Fiind englez, îmi place de asemenea să merg ocazional la curse de cai - obţinând acelaşi rezultat la pariuri. Călătoresc mult în interes de serviciu, dar, din păcate tot ce apuc să vad sunt aeroportul şi hotelul. Timpul liber pe care îl am, îl pe-trec vizionând live cât mai multe meciuri cu Liverpool la care pot să ajung, iar dacă nu ajung pe stadion, există cu siguranţă unul la televizor pe care îl pot vedea undeva.

This year we have the world cup and as a football fan (Liverpool), it is an event that I am really looking forward to. From a business perspective, it gives us the opportunity to promote our business and perhaps to bring in new customers. Again though, it is all about results and I will be hap-py to tell you whether it was a “good” world cup after the final. As I have said earlier, we plan to continue opening our new concept stores, but we also intend to open standard stores. We are also conscious that so-me of our stores are now almost 7 years old and we will have a pro-gramme of refurbishment and resizing where it is necessary. We antici-pate growing the estate to 350 stores by the end of 2010.

What is your opinion about the online bookmakers? Does it affect in any way the Stanleybet business?

To a great extent, we serve a different market to internet bookma-kers. Our customers like to bet in cash and to be able to collect their winnings in cash instantly. People do not always have access to online betting and very often the local betting shop is more convenient. Inter-net bookmakers certainly do not affect the existence of our business. In some ways they help us to grow our business as they invest huge sums in advertising and that makes the public more aware that betting is available on sporting events. Product awareness is very important and having a bookmakers name on a footballers shirt puts our product befo-re millions of viewers.

Do you get used to bet on certain sports games in everyday life? How do you spend your free time?

Certainly I have a bet myself - and usually lose. Being an Englishman, I also enjoy going to horse racing occasionally - with the same outcome.

I travel a great deal on business, but, unfortunately, all I usually get to see is an airport and a hotel. Whatever free time I have, I spend wat-ching as many Liverpool games that I can get to and if I can’t get to a live game, there is always a game on television somewhere that I can watch.

Safe and lucrative workplaces, free trips around the world, working in a pleasant and organized environment for a professional career worth of envy, saving money due to included meals and accommodation but also a unique experience of relating with people from all around the world-this is the complete description of a cruise ship job, description offered by the recruiting com-panies. However, those who have been through it, know that sometimes “a summer night dream” can turn into a real nightmare. Countless overtime hours, lack of free days as well as the inability to enjoy relaxing ac-tivities, all these can force many of those willing to join, to “sink” together with their first experience.

2008 was a favorable year for cruise ship employments. Thus, according to the top recruiting site of Romania (judging by the number of visitors), ejobs.ro, the Crewing/Shipping/Casinos department has more the 8,700 available jobs for quali-fied personnel, meaning 64 pc more than in 2007. Myjob.ro also registered 600 more jobs adds for the qualified personnel in this domain. However, the market crashed in 2009. Even if on ejobs.ro there were 6,811 open positions for sports betting agency operator or machine operator, sports betting trader, cashier, surveillance agent, slot attendant, casino controller, croupier and casino hostess, on myjob.ro only 379 adds were placed during 2009. “Taking into consideration the diversity of the require-ments of the employers, these were natu-rally more in number in 2008, when the to-tal offer was higher for this segment. In 2009, the most predominant offers were for river captain, ship mechanic, sound te-chnician and not for the less qualified posi-tions, like waiter, chef assistant, shop assis-tant, casino dealer-this position seems to be the most popular one in 2010”, explai-ned Adela Rapeanu, Communication Ex-pert Myjob.

Even though things appear to calm down in 2010, taking into account the increase of available positions, the qualified casino personnel struggle to get a job on a cruise ship. After the wave of bankruptcies in the local gambling industry, the former emplo-yees want to go full speed ahead. “Things

have not changed too much, neither in 2009 nor in 2010, when the number of the open positions decreased and that of candidates incre-ased. Recruitment companies have more and more demand for this type of jobs, mostly because many of them have been fired, are unem-ployed and don’t seem to have a chance of finding a job in Romania.”; this is what Laura Chilom, HR Consultants for Ejobs declared for Casi-no Inside. Around 1.000-1.500 CVs were submitted in the first 4 mon-ths of this year for a single position, out of the 2,108 available. During 2007 and 2008, the number of the CVs submitted was somewhere between 200 and 500. “We noticed a small improvement in myjob.ro in 2010. Until the mid of April, 236 positions were already posted, even though the most active months for recruiting are April and May. In 2008, over 2,000 Romanians showed an interest in these types of jobs, whereas in 2009 their number doubled, reaching 4,119. In what regards the situation for the first three months of 2010, more than 6,000 applications have already been submitted”, according to Adela Rapeanu.

Victor Streza, manager la Antropsi Consulting din Braşov, companie care s-a ocupat până la jumătatea lui 2009 de recrutările pe vasele de croazieră, susţine că în 2008 a fost o lipsă de interes din partea potenţia-lilor candidaţi, cauzată de creşterea nivelului de trai şi de lipsa unei oferte salariale atractive, în special în rândul companiilor americane. “În urmă cu doi ani se mai căutau totuşi câteva companii americane de elită, care au fost mereu vânate. De cele mai multe ori candidaţii s-au îndreptat spre companii europene, ce ofereau joburi pe uscat, pentru că plăteau în euro, dar nu peste nivelul celor de peste Ocean”, a completat Streza.

Companie mare, remuneraţie mică, după buget. În anunţurile postate pe ejobs.ro salariile au variat între 1.200 de euro şi 1.500 de euro lunar, în funcţie de responsabilităţile jobului, programul de muncă şi durata con-tractului, ajungând până la o remuneraţie de 3.000 de euro pentru cei cu funcţii de conducere. Angajatorii înscrişi pe myjob.ro au strâns drastic cu-reaua, oferind, în 2010, chiar şi salarii între 450 de euro şi 700 de euro, cu până la 65% mai puţin decât în anii anteriori.

Profilul candidatului ideal include o experienţă de minim un an în cazi-nou, cunoaşterea a cel puţin două limbi străine, la nivel conversaţional, spiritul de comunicare, posibilitatea de a îndeplini sarcini multiple, respec-tarea dead-line-urilor şi adaptabilitatea. “Pentru joburile pe vase de croa-zieră, anunţurile postate favorizează în 2010 candidaţii mai puţin experi-mentaţi, fapt ce poate fi explicat prin prisma scăderii numărului de oferte, per total, şi a ofertei pentru specialişti, în mod particular, faţă de perioada premergătoare crizei”, susţine Adela Râpeanu.

În ciuda faptului că mulţi angajaţi ştiu că vor avea de înfruntat o expe-rinţă foarte intensă şi solicitantă, cu standarde de calitate şi comporta-ment foarte riguroase, numărul românilor care vor să muncească pe va-sele de croazieră creşte fulminant. Reprezentanţii industriei locale de gambling susţin că, în ciuda faptului că şi operatorii de cazinouri de pe vasele de croazieră au fost afectaţi de criza globală, activitatea acestora continuă. Astfel că şi recrutările de personal calificat vor continua, dar la un nivel mai puţin agresiv ca în anii anteriori. Streza spune că, pentru a contracara scăderea drastică a numărului pasagerilor, companiile au în-cercat prin investiţii susţinute, pachete promoţionale, construirea de noi nave, mai atractive şi mai performante, să îşi păstreze fluxul de călători peste linia de plutire. “Începând cu 2009 interesul românilor s-a îndreptat din nou către vasele de croazieră. Criza economică din România i-a de-terminat pe mulţi să facă un compromis în acest sens, pentru a avea un job garantat. Aş putea spune, mai degrabă, că angajatorii au avut de câş-tigat pentru că au avut posibilitatea să aleagă din mai mulţi candidaţi, ca-re erau dispuşi să le accepte condiţiile, doar pentru a avea un job sigur”, completează managerul Antropsi Consulting.

Fie că s-au confruntat cu restructurările masive, cauzate de declinul pieţei, fie din dorinţa de a încerca o nouă experienţă, numărul celor care vor să lucreze pe un vas de croazieră creşte considerabil. Odată ajunşi la bord, din Statele Unite ale Americii până în Kenya, cu debarcare în ţările mediteraneene, cu visul copilăriei în gând, angajaţii fac ocolul pământului în mai puţin de 80 de zile.

Most of the times, the candidates focused mo-re on European companies with land jobs, because the payment was in Euro, even though it didn’t surpassed the level of those across the Ocean”, said Streza.

Big company, small payment, the budget dictates. The salaries for the positions on ejobs.ro varied between 1,200 and 1,500 Euro, accor-ding to the job responsibilities, work time schedule and period of con-tract, reaching up to 3,000 Euro for management positions. The em-ployers on myjob.ro have however drastically decreased their packages, offering salaries of even 450 to 700 Euros in 2010, 65 pc less than in previous years.

The candidate profile includes a minimum one year experience in casinos, two foreign languages with at least a conversational level of knowledge, the ability to multitask, deadline endurance and adaptabili-ty. ”The cruise ships jobs offers in 2010 favor less experienced candi-dates, which can be explained by the decrease of the number of total offers and of professional personnel demands, compared to the period right before the crisis”, says Adela Rapeanu.

Despite the fact that many of the employees are aware of the very intense and demanding experience that awaits, with high quality stan-dards and strict behavior, the number of Romanian people who want to work on cruise ships is constantly increasing. The representatives of the local gambling industry claim that even though the casino opera-tors on cruise ships have been affected by the world crisis, their activi-ty keeps moving on. Thus, the personnel recruitment will continue, but in a less aggressive manner than in previous years. Streza says that in order to counter attack the drastic decrease of the number of passen-

gers, the companies have tried, with the help of sustai-ned investments, to create promotional packages, build new ships which are more attractive and more performing, in order to keep their passenger flow on the floating line. “Starting with 2009, the Romanian candidates’ focus started to change again to the cruise ships. The economic crisis in Romania determined many people to compromise in this way, in order to ha-ve a sure job. I could state that the employers were the ones to win more, because they had the opportunity to choose out of a pool of candidates willing to accept their conditions, only the make sure they have a job”, stated the manager of Antropsi Consulting.

Whether there were massive restructurings because of the fall of the market, or the desire to have a new experience, the number of those willing to take on a cruise ship job is noticeably increasing. Once they are aboard, from US to Kenya, passing through the Medi-terranean seas and having their childhood dream in mind, the employees take a trip around the earth in less than 80 days.

SHERRI SKOONSSherri Skoons was born in May, 1961, and was the

only known professional female casino pastposter. She started out in the casino cheating business as simply the girlfriend of Salvatore Gillette, a member of Richard Marcus’s pastposting team in the early 1990s. Sherri would go along on their casino trips, sometimes helping out with minor parts of the operation. She wo-uld sit at a blackjack or roulette table just to fill the seat and create some needed action to facilitate mo-ve-making opportunities for Marcus and his team. Mar-cus liked Sherri’s spunky personality and foresaw the possibility of her having a more integral function as a team-member. Six months after meeting her, Marcus allowed Sherri to serve as a “checkbettor.” Her functi-on in that role was to bet certain schematic sequences in roulette, where her placement of stacks of checks (chips in casino parlance) as well as one-, two- and three-check bets would force the dealer to make cer-tain movements and create windows of opportunity for Marcus’s roulette mechanic to make the pastpost.

From there Sherri was given another major responsi-bility helping the team cash out large amounts of chips and became a chip courier. After a year with team, Sherri informed Marcus that she wanted to play an even more crucial role; she wanted to be the “claimer” on roulette moves, the person who claimed the past-posted bets as their legitimate ones and took the mo-ney off the tables—the most dangerous position. Mar-cus decided to give the eager young woman a shot. So Sherri became a great roulette claimer, and was espe-cially effective playing the ditzy blond while performing Marcus’s patented mix-up roulette claim. Sherri finally decided to go back to school and quit the business in 1995. She studied—of all things—forensic criminology. Believe it or not, today Sherri Skoons is a CSI.

MONIQUE LAURENTNu există nici cea mai mică urmă de îndoială că Mo-

nique, născută în ziua de Sfântul Valentin, în 1948, Deauville, Franţa, a fost cea mai frumoasă impostoare de cazinouri a tuturor timpurilor. Monique a fost piesa principală din poate cea mai ingenioasă escrocherie din istoria cazinourilor. Totul s-a întamplat în vara anu-lui 1973, la luxosul Casino Deauville de pe coasta franceză a Atlanticului. Istoria a devenit cunoscută ca „Escrocheria pachetului de ţigări franţuzesc”. Ea înce-put atunci când un amator de radio ce fusese angajat ca dealer la Casino Deauville a construit un radio transmiţător într-un pachet de ţigări, încorporând un receptor într-o bilă de ruletă creată de un sculptor ce îi era prieten, bilă pe care a băgat-o în joc. Cumnatul său plasa pariurile, în timp ce sora sa, Monique, apăsa ușor un buton de pe pachetul de ţigări în timp ce bila se învârtea, transmiţându-i o mișcare controlată ce fă-cea ca bila să se oprească peste 6 numere, cu o acu-rateţe de 90%. Proprietarii cazinoului nu puteau înţelege ce se în-tamplă, așa că au început să îl suspecteze pe dealer. L-au urmărit în secret, însă nu au putut observa că fa-ce ceva pentru a direcţiona bila.

Înșelătoria era pur și simplu fabuloasă, iar bila și pa-chetul de ţigări nu au avut nici măcar o defecţiune. În-tr-un final, proprietarii cazinoului au suspectat un fel de interferenţă radio cu masa de ruletă și au chemat o echipă expertă în detectarea acestor interferenţe; au scanat cazinoul în timp ce ruleta funcţiona. În mo-mentul în care unul dintre proprietari i-a cerut ispiti-toarei femei o ţigară, șeful poliţiei din Deauville a fost chiar acolo pentru a confisca pachetul și pentru a-i pune frumoasei brunete cătușele. Astăzi, Monique La-urent locuiește în Las Vegas și lucrează în departa-mentul de modă a unei firme extravagante.

MONIQUE LAURENTThere is no doubt that Monique, born on

Valentine's Day, 1948, in Deauville, Fran-ce, was the most gorgeous casino cheater of all-time. Monique was the main player in perhaps the most ingenious roulette scam in casino history. It happened in the sum-mer of 1973 at the ritzy Casino Deauville on the French Atlantic coast. It became known as "The French Cigarette Pack Scam". The scam was launched when a radio amateur employed as a roulette dea-ler at the Casino Deauville built a radio transmitter into a pack of cigarettes, em-bedding the tiny weightless receiver into a roulette ball made by a sculptor friend that he snuck into play. His brother-in-law pla-ced the bets while his sister, Monique, softly pressed an invisible button on the cigarette pack as the ball was spinning, sending it into a controlled dive which re-

sulted in the ball’s landing in groups of six numbers with ninety percent accuracy. In a week the Casino Deauville was beat for five million francs ($1 million at that time).

The owners of the casino could not figure out what was hitting them and they began suspecting the dea-ler. They watched him secretively from above, but he was doing nothing out of the ordinary to control the movement of the ball.

The scam was truly a marvel, and neither the ball nor the cigarette pack ever malfunctioned. Finally, the casino owners were suspected some kind of radio in-terference with the roulette wheel; they had an expert debugging crew come in and sweep the casino while the wheel was in action. The next time the principal casino owner asked the temptress for a cigarette, the chief of the Deauville Police Force was there at his side to confiscate the pack and put the lovely raven-haired beauty in handcuffs.

Today Monique Laurent lives in Las Vegas and works in the wardrobe department of a famous Las Vegas extravaganza.

- actele care demonstrează dreptul de proprietate sau de folosin- ţă a spaţiului de joc, cu menţiunea că activitatea cazinourilor, conform prevederilor legale în vigoare nu se poate desfăşura în imobilele având destinaţie de locuinţă şi de asemenea spaţiul propus nu poate fi situat în incinta unui aşezământ de învăţă- mânt, inclusiv campusurile aferente acestuia, unor aşezăminte de cultură, artă, sănătate, cu caracter social, de culte religioase şi altele asemenea sau în perimetrul delimitat destinat acestora; se interzice de asemenea desfăşurarea de jocuri de noroc în spaţii care datorită amplasării ar conduce la obstrucţionarea tra- ficului sau la limitarea liberului acces către alte locaţii de interes (intrări în imobile, pasaje pietonale, staţii ale mijloacelor de transport în comun etc.); în mod excepţional se admite organizarea de jocuri de noroc în cinematografe, săli de spectacole, săli de sport, case de cultură şi altele de acest fel, cu condiţia să fie asigurate cumulativ următoarele condiţii: acces separat pentru jucători, să nu fie deranjate în vreun fel celelalte activităţi şi să poată fi restricţionat total accesul minorilor;- declaraţii ale asociaţilor şi administratorilor din care să rezulte că îndeplinesc condiţiile legale pentru a avea calitatea de asociat şi/sau administrator în cadrul viitoarei societăţi comerciale, cu indicarea în ceea ce priveşte mandatul administratorilor a du- ratei acestuia precum şi a limitei – în original;- specimenul de semnătură pentru administratorul/administratorii viitoarei societăţi comerciale – în original;- cazierul fiscal al administratorului/administratorilor – în original;- copii ale actelor de identitate ale asociaţiilor şi administratorilor – copii conforme cu originalul;- cerere tip de înregistrare a societăţii – în original;- cerere tip privind înregistrarea fiscală a societăţii – în original;- declaraţie tip referitoare la îndeplinirea condiţiilor pentru desfă- şurarea activităţiilor menţionate în cuprinsul actului constitutiv – in original.

II. TIPURILE DE JOCURI DE NOROCJocurile de noroc se clasifică după cum urmează, fiecare dintre

Thus, for creating a gambling company the interested persons shall submit to the Trade Register the following documents:

- company’s name reservation – in original;- the Articles of Association of the future company having gambling as main object of activity – in original;- proof that the share capital has been deposited in the amount determined by OUG no.77/2009 – in original or certified copy;Note: The minimal value of the share capital at the date when the license for organizing gambling is requested:

- the documents which prove the ownership rights or the right to use the gambling space (hall) , with the observation that casino type activities, as per current legal requirements cannot take place within residential buildings, also the gambling hall cannot be located within a school, including adjacent campu ses, within a cultural, artistic, health, social, religious or other similar compounds or within the area designated for such com pounds.; it is also forbidden to carry out gambling activities in places which due to their location would lead to obstructing traffic or limiting the free access to other important locations (building entries, pedestrian passages, public transportation stations etc.); exceptionally it is allowed to organize gambling activities in cinemas, event halls, sport halls, culture clubs or others alike provided that the following conditions can be insu red cumulatively: separate access for the players, the other ac tivities should not be disturbed and the access of minors is completely restricted.- affidavits from the shareholders and administrators stating that they fulfill the legal requirements for holding the position of shareholder and/or administrator in the future company, with the indication of the duration and limits of administrator’s man date – in original;- signature specimen of the administrator(s) of the future com pany – in original;- fiscal record of the administrator(s) – in original;- copies of shareholders and administrators’ IDs – certified co pies;- registration form – in original;- fiscal registration form – in original;- affidavit that all legal requirements for performing the activities mentioned in the articles of association are fulfilled – in origi nal.

II. GAMBLING TYPESGambling activities are classified as explained bellow, each of

them having its own characteristics in regards to organizing, tech-nical equipment of the gambling hall, accounting records of each type of gambling, specific methods of playing as well as the physi-cal presence of the players in the gambling hall or not:

a) Lotto type gambling – if there are used the purely random re-sults which consist in extracting numbers, letters, tickets or sym-bols, regardless of the procedures and characteristics of the me-thods used for these extractions (urns, wheels, cups and other similar methods) which do not take place in the presence of the players. In this category are included: lotteries, including instanta-neous ones and any type of gambling which does not take place in

tipurile de joc având caracteristicile proprii în ceea ce priveşte orga-nizarea, dotarea tehnică a sălii de joc, evidenţa contabilă a fiecărui tip de joc în parte, mijloacele specifice de joc, precum si existenţa fizică sau nu a jucătorilor în sala de joc etc.:

a) jocuri loto, dacă sunt folosite rezultatele pur aleatorii ale unor evenimente ce constau în extrageri de numere, de litere, bilete sau simboluri, indiferent de procedurile şi caracteristicile mijloacelor uti-lizate pentru efectuarea extragerilor (urne, roţi, cupe şi alte aseme-nea mijloace) care nu se desfăşoară în prezenţa jucătorilor. În această categorie se includ: loteriile, inclusiv cele instantanee, şi orice joc de noroc care nu se desfăşoară în prezenţa jucătorilor şi care constă în extrageri de numere, de litere, simboluri, formulare sau bilete, prin intermediul cărora pot fi obţinute diverse câştiguri determinate de evenimente care nu se desfăşoară în prezenţa fizică a jucătorilor, cu excepţia jocurilor de noroc definite în continuare;

b) pariuri, dacă sunt folosite rezultatele unor evenimente ce se vor produce fără implicarea organizatorilor. În această categorie se includ:

(i) pariurile mutuale, în cadrul cărora premiul se distribuie parti cipanţilor declaraţi câştigători proporţional cu numărul vari antelor câştigătoare deţinute de fiecare dintre aceştia, orga nizatorul fiind implicat doar în procesul de colectare a taxe lor de participare şi de distribuire a sumelor stabilite cu titlul de premii, în conformitate cu prevederile regulamentelor de joc respective;(ii) pariurile în cotă fixă, în cadrul cărora organizatorul este cel care stabileşte pe baza unor criterii proprii şi aduce la cu noştinţa participanţilor cotele de multiplicare a mizei în cazul în care variantele jucate sunt declarate câştigătoare, în con formitate cu prevederile regulamentelor de joc respective. Valoarea fiecărui câştig este fixată prin regulament (sumă fixă sau multiplu de miză) independent de totalul mizelor;

c) jocuri de noroc caracteristice activităţii cazinourilor, dacă eve-nimentele se produc cu ajutorul unor mijloace specifice de joc, în prezenţa fizică a participanţilor, cu sau fără participarea directă a acestora. Mijloacele specifice de joc folosite pot fi: cărţi de joc, za-ruri, bile de ruletă, rulete şi mese de joc, inclusiv instalaţiile auxiliare ale acestora, precum şi alte mijloace de joc stabilite prin hotărâre a Guvernului;

d) jocurile tip slot-machine, dacă evenimentele sunt organizate în prezenţa fizică a participanţilor prin intermediul maşinilor, utilajelor şi instalaţiilor specifice, iar câştigul depinde de hazard;

e) jocurile bingo desfăşurate în săli de joc, cu câştiguri generate de elemente aleatorii, organizate prin folosirea echipamentelor complexe de extragere de tip loteristic, care sunt caracterizate prin extrageri şi premieri succesive, în prezenţa fizică a jucătorilor;

f) jocurile bingo organizate prin intermediul sistemelor reţelelor de televiziune, cu câştiguri generate de elemente aleatorii, organi-zate prin folosirea echipamentelor complexe de extragere de tip lo-teristic, care sunt caracterizate prin extrageri şi premieri succesive, fără prezenţa fizică a jucătorilor.

The value of each prize is fixed by the rules of that game (a fixed amount or a multiple of the participation fee) regardless of the total amount of participation fees.

c) Casino type gambling – when the events take place by speci-fic playing methods, with players physical presence with or without their direct involvement. Specific playing methods may be cards, dices, roulette balls, roulette and card tables, including their ancil-lary installations, as well as other playing methods determined by Govern Ordinance.

d) Slot-machine type gambling – if the events are organized with the physical presence of the participants through machines, equip-ments and specific installations and the prize depends on the ha-zard.

e) Bingo games which take place in event halls – when the win-ning are generated by random elements, organized by using com-plex lottery type extracting equipments, which are characterized by successive extractions and granting prizes, with the physical pre-sence of the players.

f) Bingo games organized through television networks - when the winning are generated by random elements, organized by using complex lottery type extracting equipments, which are characteri-zed by successive extractions and granting prizes, without the phy-sical presence of the players.
