    Background note:

    COMENIUS and GRUNDTVIG PARTNERSHIP quality assessment

    checklists "mapping" with the Lifelong Learning Programme award

    criteria

    Introduction

    The checklists used by experts to assess 2007 applications for Comenius and GrundtvigPartnerships follow as closely as possible the order of questions in the application forms. The

    purpose of this note is to indicate the relation between each of the award priorities for

    Partnerships published in the Lifelong Learning Programme Call for Proposals (Part II, Annex

    III) and the quality assessment checklists. The award priorities are shown in bold below;

    application form questions are shown as bullet points.

    COMENIUS - New multilateral School Partnerships

    Quality of the methodology and the work programme (34 points)

    The aims of the project are clear, realistic and address a relevant subject for Comenius. The application makes clear how pupils and/or relevant staff will be involved in the

    planning, implementation and evaluation of activities.

    The Activity Planning table covers the whole period of 2 years and defines anddistributes tasks among the partners in such a way that the results can be achieved and

    all partners are actively involved. The planned mobilities are relevant for the

    Partnership in question.

    Quality of the consortium (17 points)

    There is an appropriate balance between the roles and tasks of the differentparticipants in terms of their involvement in the activities defined.

    Appropriate measures have been planned to ensure effective communication andcooperation between the participating institutions.

    European added value (10 points)

    The Partnership is integrated into the curriculum and / or ongoing activities of theinstitutions involved.

    Impact and relevance of the results (23 + 40 points)

    Maximum 23 points for:

    The expected impact and benefits of the Partnership on the participants and otherinterested parties (Partnership institutions, individual participants, the localcommunity and the wider educational community) is clear and well defined.

    The Partnership has defined an approach to evaluate whether the aims and theexpected impact of the Partnership will be achieved in the course of the project

    lifecycle.

    The results are relevant and at least one product will be produced jointly by allpartners.

    Maximum 40 points for 2007 European priorities as published in the Call for Proposals

    (points for priorities will only be allocated to applications having received a minimum of

    50 points on the other criteria):

    The applicant institution has never before received a Partnership grant. The application clearly explains how the theme of intercultural dialogue will be

    addressed.

    The Partnership has planned specific measures to promote early language learning,multilingual comprehension and/or Content and Language Integrated Learning

    (CLIL).

    The Partnership has planned specific measures to help people with a disability or otherspecial needs to take part in the Partnership.

    The Partnership has planned specific measures to help promote the participation ofpupils or organisations disadvantaged for socio-economic, geographic or otherreasons.

    The Partnership has planned specific measures to make sure that girls/women andboys/men have equal access to the Partnership.

    The Partnership has planned specific measures to meet the needs of children ofoccupational travellers and of mobile workers.

    Quality of the dissemination and exploitation plan (16 points)

    The planned dissemination and exploitation activities are well defined and ensureoptimal use of the results amongst the participating institutions.

    Other institutions will also benefit from the planned dissemination and exploitationactivities and, if possible, the results will also be spread in the wider community.

    COMENIUS - New bilateral School Partnerships

    Quality of the methodology and the work programme (34 points)

    The aims of the project are clear, realistic and address a relevant subject for Comenius. The application makes clear how pupils will be involved in the planning,

    Adequate linguistic preparation will be provided in both participating institutions. There is a clear plan on how pupils will cooperate in practice during the class

    exchanges.

    Appropriate measures have been planned to ensure effective communication andcooperation between the participating institutions.

    The Partnership has defined an approach to evaluate whether the aims and theexpected impact of the Partnership will be achieved in the course of the projectlifecycle.

    The results are relevant and at least one product will be produced jointly.Maximum 40 points for European priorities as published in the Call for proposals (points

    for priorities will only be allocated to applications having received a minimum of 50

    points on the other criteria):

    COMENIUS - Renewal of multilateral School Partnerships

    Quality of the methodology and the work programme (25 points)

    Activities carried out so far indicate that Partnership cooperation is working in asatisfactory way.

    There are no changes to the original design of the Partnership or any changes to theoriginal design of the Partnership are explained and should not put at risk the overallsuccess of the Partnership.

    The Activity Planning table covers the whole remaining activity period and definesand distributes tasks among the partners in such a way that the results can be achieved

    and both partners are actively involved. The planned mobilities are relevant for the

    Partnership in question.

    Impact and relevance of the results (15 points)

    The results achieved so far are relevant to the Partnership in question. The Partnership has defined an approach to evaluate whether the aims and the

    expected impact of the Partnership will be achieved in the course of the projectlifecycle.

    The expected results are relevant and at least one of them will be produced jointly.Quality of the dissemination and exploitation plan (10 points)

    The planned dissemination and exploitation activities are well defined and ensureoptimal use of the results amongst the participating institutions.

    Other institutions will also benefit from the planned dissemination and exploitationactivities and, if possible, the results will also be spread in the local community.

    GRUNDTVIG - New multilateral Learning Partnerships

    Quality of the methodology and the work programme (40 points)

    The aims and objectives of the project are clear, realistic and address a relevant subjectfor Grundtvig.

    The Activity Planning table covers the whole period of 2 years and defines anddistributes tasks among the partners in such a way that the results can be achieved and

    all partners are actively involved. The planned mobilities are relevant for the

    Partnership in question. The results are relevant and at least 1 product will be

    produced jointly.

    Quality of the consortium (15 points)

    The nature and expertise of the organisations involved in the partnership is adapted tothe aims and objectives of the project.

    There is an appropriate balance between the roles and tasks of the differentparticipants in terms of their competences and their involvement in the activitiesdefined.

    Appropriate measures have been planned to ensure effective communication andcooperation between the participating organisations/institutions.

    European added value (8 points)

    The project is integrated in the current activities of the participating organisations.Impact and relevance of the results (22 + 40 points)

    Maximum 22 points for:

    The expected impact and benefits of European cooperation is clear and well definedon:

    o the learners and staff directly participating,o the organisations / institutions participating in the Learning Partnership as a

    whole

    o and, where relevant, the local community / region where each organisation /institution is located.

    The Partnership has defined an approach to evaluate whether the aims and theexpected impact of the Partnership will be achieved in the course of the projectlifecycle.

    Maximum 40 points for 2007 European priorities as published in the Call for Proposals

    (points for priorities will only be allocated to applications having received a minimum of

    50 points on the other criteria):

    The application clearly explains how the theme of intercultural dialogue will beaddressed.

    The applicant organisation has never before received a Partnership grant. The project has planned specific activities to actively involve adult learners throughout

    the Partnership (planning, implementation and evaluation).

    The project has planned specific activities to help people with a disability or otherspecial needs to take part in the Partnership.

    The project has planned specific activities to help promote the participation of learnersor organisations/institutions disadvantaged for socio-economic, geographic or other

    reasons.

    The project has planned specific activities to make sure that women and men haveequal access to the Partnership.

    Quality of the dissemination and exploitation plan (15 points)

    The planned dissemination and exploitation activities are well defined and ensureoptimal use of the results amongst:

    o the participating organisations / institutions,o other organisations / institutions in the local communityo and, where applicable, the wider lifelong learning community.

    GRUNDTVIG - Renewal of Learning Partnerships

    Quality of the methodology and the work programme (35 points)

    The Activity Planning Table provides clear information on the activities planned totake place in each participating organisation.

    The Mobility Activities table gives a clear description of the transnational mobilityactivities planned for the whole Partnership duration and all organisations involved.

    There are no changes to the original design of the Partnership or any changes to theoriginal design of the Partnership are explained and should not put at risk the overall

    success of the Partnership.

    Impact and relevance of the results (15 points)

    The description of the results achieved so far indicates that Partnership cooperation isworking in a satisfactory way. These results are relevant and correspond to the aims

    and objectives initially planned by the Partnership.

    The Activity Planning Table provides clear information on the results / outcomes towhich the activities of each organisation and the Partnership as a whole are expectedto give rise.

    The specific table for "Activities carried out" indicates that Partnership cooperation isworking in a satisfactory way. It provides clear information on the activities which

    took place in each participating organisation.
